Annual Town Meeting March 7, 1904.


In pursuance of the foregoing warrant, the inhabi- tants 'of the Town of Norwood, qualified to vote in elections met in Village Hall, in said town, on Mon- day, March seventh, in the year of our Lord one thous-

and nine hundred and four, and were called to order at thirty-five minutes past six o'clock in the morning by Town Clerk, who read the warrant calling the meeting and the return thereon of the Constable who served the same upon the inhabitants.


Article 1. At six-forty-five o'clock in the morning the Town Clerk declared the polls open for the recep- tion of votes for Moderator. George Dexter and Mich- ael Murphy had charge of the voting list and Robert B. Oldham and Frank Readel had charge of the ballot box. All were sworn to the faithful discharge of their duties by the Town Clerk.


After all had voted who wished the polls were de- clared closed. No opposition. The votes cast were sorted and counted by George Dexter, Michael J. Mur- phy, Robert Oldham, Frank Readel, Arthur M. Hart- shorn, Daniel J. Slattery, Milton Rock, Conrad Readel, who were sworn to the faithful discharge of their duty. The result of the ballot was then announced by the Town Clerk, as follows :

Total vote for Moderator, one hundred and fifty- nine (159).

The Moderator then assumed the chair and Article two (2) was then taken up.


Art. 2. The Ballot Clerks and Tellers who had been appointed by the Selectmen were sworn as follows :

Constable in The Moderator appointed Constable Sumner Bagley Charge to have charge of the ballot box and the space inside the railing.


In accordance with the laws of the Commonwealth of Massachusetts governing elections, Village Hall was fitted up as a polling place, a space railed off and compartments provided for the convenience of voters in marking and ex- amining their ballots, and each compartment was supplied with cards of instructions and other necessary facilities. Cards of instruction and specimen ballots were also posted in different parts of the building outside of the rail. The Town Clerk delivered to the Ballot Clerks one sealed package, marked "1600 Official Ballots, March 7, 1904," and one package marked "500 Ballots for School Committee Only, March 7, 1904," and took their receipt therefor. The Ballot Clerks were pro- vided with duplicate sets of lists of registered voters of the town, one for men voters and one for women voters, as prepared by the Registrars of Voters for use at this election. They were also supplied with the official bal- lots taken from the packages received from the Town Clerk, and stationed at the entrance to the polling place with instructions to deliver such ballots only to voters and whose names were found and checked on voting list. The ballot box used in elections was then opened in public meeting, examined by the Moderator and other election officers, and found to be empty. The register was then set at zero and the box locked. At twenty minutes past seven o'clock A. M., on motion by Mr. E. W. Jewett-Voted : That the polls be now opened for the election of officers designated in Article Two, and for voting on the license question, and by vote of the

meeting were kept open until forty minutes past four o'clock in the afternoon when, after due notice, they were declared closed. By the unanimous consent of the Moderator, Town Clerk and the other election officers the ballot box was opened at 10.45 o'clock A. M. ; also several times during the day, for the purpose of remov- ing the ballots to be counted. The ballot box was opened at the close of the polls, when the register stood at 1,334. The box had failed to register four votes, so that the exact number of ballots deposited was thirteen hundred and thirty-eight (1,338). The names checked on the voting lists by the Ballot Clerks at the entrance to the polling place and by the checkers at the ballot box were counted and compared and found to agree, and the total number of names so checked was 1338, two hundred and ninety-one of which were women, which agrees with the total number registered by. the ballot box. The Moderator, Town Clerk and Tellers canvassed the votes given in, and the whole number was thirteen hundred and thirty-eight (1,338), two hundred and ninety-one (291) of which were women's votes for School Committee only, which were sorted, counted, and declaration thereof made in open town meeting at thirty-five minutes past eight o'clock in the evening, as follows :
