REPORT OF THE BOARD OF WATER COMMISSIONERS.
The Board of Water Commissioners herewith present their annual report for the year ending December 31, 1904, with a detailed statement of receipts and expenditures ; and as Trustees of the Sinking Fund, a statement of its investments.
At the annual town meeting, James H. Butler was elected a Water Commissioner for the term of three years. The Board organized by the choice of John F. Callahan, chairman, William F. Baker, clerk.

Water rates collected in 1904, 18,750 33
The receipts from water rates and sale of water for special purposes for the year are $18,750.33, or an increase in income over the previous year of $1,022.58. We have expended in

maintenance and repair accounts the sum of $6,200.59, or $986.18 more than was expended for this purpose last year. This increase was due to the fact that we had to replace our old boiler with a new one, at a cost of $1,301.05.
As Commissioners of the Sinking Fund, we report the fol- lowing additions : $4,200.00 from the Water Department treas- ury, the annual requirement, and $807.87, the interest on invest- ments. It is our custom, as far as possible, to invest the funds at our disposal in our own town notes or in deposits in saving institutions. A statement of the Treasurer of the Sinking Fund is annexed.
At the annual town meeting, held March 7, 1904, the Water Department was authorized to expend a sum of money not exceed- ing $8,500.00, to increase the pumping facilities at Buckmaster Pond. The work is now nearing completion, and we expect that before this report reaches you the plant will be in operation.
The good condition of our old Davidson pump, after twenty years of continuous use, decided us to contract with M. T. David- son, of Brooklyn, N. Y., for a new pump and fish strainer, at a cost of $3,475.00, delivered on the foundations at the pumping station.
The contract for building the addition above the foundations was given to A. A. Appleby & Co., they being the lowest bidders.
The construction of the sub-structure, laying of the new suc- tion and making all the necessary connections is being done by our Superintendent, Mr. G. A. P. Bucknam. The town is favored in having in its employ a man capable of planning and doing this work better and cheaper than it could be done by contract.
The reservoir has been inspected and found to be in good condition.
Hydrants and gates have been carefully inspected and are in good condition, one hydrant having been added to the main lines. There are now in use a total of 163.

Having two short extensions to put in, the Board thought they would try the experiment of putting them in with town labor. The result was very satisfactory, the cost being practi- cally the same as by contract. We intend to give this experiment a further test in the future.
All money for water and material has been collected and turned over to the Treasurer.
Your Board are of the opinion that it would be good busi- ness policy for the town to build a dwelling house at the pumping station and have the engineer live there. The town has so much at stake in connection with this plant that it seems to us that there should be some one there at all times to guard against danger of fire or other accidents.
