REPORT OF BOARD OF WATER COMMISSIONERS.
The Board of Water Commissioners herewith present their nine- teenth annual report for the year ending December 31, 1903, with a detailed statement of receipts and expenditures ; as and, trustees of the sinking fund, a statement of its investments.
At the annual town meeting, William F. Baker was elected Water Commissioner for the term of three years. The Board organized by the choice of Marcus M. Alden, chairman, John F. Callahan, clerk.

We are glad to note that the past year shows an increase of the water receipts over that of 1902, which we believe will be gratifying to the citizens of the Town of Norwood.
The amount expended for repairs, $368.20, is less than in 1902, but the maintenance is increased, due largely to the additional amount of coal purchased in 1903, we receiving less than half our order in 1902. The town was fortunate during the winter of 1902 and 1903 in having a surplus of coal on hand, enabling them to keep out of the market,

A work room was badly needed for testing and making small repairs on meters. Your Board fitted up a room in their office build- ing at a cost of about $125, so our superintendent can now do such work. We believe this to be a good investment for the town.
The reservoir has been inspected and found to bé in good con- dition.
The pumping station grounds and buildings are in good condition. Boiler No. 1 which has been in use since the plant was installed, has been condemned by the Hartford Steam Boiler Inpsection and In- surance Company as unfit for further use.
Plans and specifications for a new boiler of the same size and horse power as boiler No. 2, have been obtained and submitted for bids.
Hydrants and gates have been carefully inspected, and are in good condition. Two hydrants have been added to the main lines ; there are now in use a total of 162 hydrants.
All bills for water rates and construction accounts have been col- lected and paid to the Treasurer.
Under the authority granted us by the State Board of Health for the better protection of Buckmaster pond and its tributaries, we have caused arrests to be made, at two separate times, of parties for fishing in said pond, and they have been tried and convicted in each case. We hope that in the future there will be no more trouble in this respect.
Your Board, after careful consideration, now think that it is no longer safe for a town, the size of Norwood, with its large manufac- turing interests, to be dependent on one large pump that has been in constant use for 18 years. We therefore will ask, at the annual meet- ing for authority to increase our pumping facilities.

On all the above extensions a guaranty of six per cent. on the estimated cost has been signed by the abuttors, and others interested in the introduction of water in these streets. The work was performed by J. T. Langford under contract, subject to all the provisions of his original contract with the town, regarding quality of materials and work, and assuming all responsibility in case of accident.
