We, the subscribers, Auditors of the Town of Norwood, have examined the accounts of the Selectmen, Town Treasurer, Col- lector of Taxes, Cemetery Commissioners, Water Commission- ers, Trustees of Public Library, Trustees of Sinking Fund, and all original vouchers on which moneys have been paid from the Town Treasury for the year ending January 31, 1904. We find and report that all orders drawn by the Selectmen, Water Con- missioners, Cemetery Commissioners and Trustees of Public Library have been duly vouched, and that the foregoing is a true statement of the sums received and payments made Charles T. REPORT OF CEMETERY COMMISSIONERS.


The Cemetery Commissioners herewith present their report for the financial year 1903.


The maintenance, general care and labor improving avenues and lots has been superintended by Mr. Charles B. Dexter.


In addition to the usual care the work of opening and prepar- ing new ground for use has been continued and some avenues and walks graveled.


The appearance of the cemetery has been kept very good the past season.


More lot owners have deposited money for perpetual care of their lots, and we hope many more will another year.


There have been 119 interments this year.


There are now 14 bodies in the tomb.


There has been I removal from cemetery.

REPORT OF THE BOARD OF HEALTH.


To the Voters of Norwood :


Frequent meetings of the Board have been held throughout the year and many matters discussed and actions taken in the interests of the town.


Less complaints have been made concerning the collection of swill during the past year than during any previous year, and we believe this work has been done faithfully and satisfactorily. Several instances have been reported where the collector has been obliged to refuse swill, from its being mixed with garbage; at present only swill can be accepted and that should be in as good condition as can be reasonably expected.


PLUMBING INSPECTIONS.


In accordance with the law, the Inspector of Plumbing, Mr. F. E. Colburn, and the Assistant Inspector, Mr. E. J. Winn, have made careful inspections of all plumbing done during the year, to the number of seventy-nine. Poorly constructed plumbing and entire lack of the same have again contributed to the preva- lence of diphtheria in our town, forty-five cases having occurred during the year, in more than one half of which these conditions have clearly been most important factors.


Lack of proper quarantine measures has also been an impor- tant factor in the prevalence of this disease, due more especially to the fact that friends and neighbors have not been excluded from the infected homes.

TUBERCULOSIS REPORTED.


By a recent ruling of the Board, all cases of tuberculosis must now be reported by the attending physician and such measures taken as will most effectually safeguard the public and prevent further spread of this disease.


Thanks to similar measures taken by the State Board of Health, the past year has shown a decided decrease in the num- ber of cases of tuberculosis in this commonwealth, with a cor- responding decrease in the death rate, especially among females.


SEWERAGE.


A more practical illustration of the absolute need of a proper system of sewers for the town could not have been given than the recent prevalence of diphtheria has afforded, as by far the greater number of cases occurred when crowded and unsanitary conditions prevail ; where the natural physical conditions and im- perfect ventilation and sanitation offered a perfect breeding ground for the development of the disease germs.


We trust that at the coming Town Meeting action may be taken toward remedying these conditions and at least a beginning made in the construction of a sewerage system.

Owing to the lack of proper drainage facilities and the illegal use of natural watercourses for sewerage purposes, it became necessary for the Board to thoroughly clean out the brook run-

ning from Maple street to the Smith meadows, and also that from Washington street across East Hoyle street to the tracks of the N. Y. N. H. & H. R. R. Other natural watercourses will be given attention as soon as practicable and all illegal drains will be ordered discontinued. Properly conducted sewers are the only practicable solution of the problems presented in many of the more thickly populated sections of the town.

REPORT OF TREE WARDEN.


NORWOOD, Feb. 1, 1904 . To the Board of Selectmen :


GENTLEMEN : As Tree Warden of the Town of Norwood I submit the following report :


During the fall of 1903 the shade trees along the following streets were trimmed, three dead trees cut down and ten trees bolted : Hoyle street, East Hoyle street, Cross street, Guild street, Washington street from Walpole street to the home of Mrs. Nancy Page.


On account of the cold weather last spring the eggs of the elm tree beetle did not mature. It was not necessary therefore to spray the trees and the appropriation for this purpose was not used.
