REPORT OF BOARD OF HEALTH.
TO THE VOTERS OF NORWOOD :
Frequent meetings of the Board have been held during the year and many matters discussed and actions taken in the inter- est of the inhabitants of the town. Many nuisances of various kinds have been abated, and in one case a prosecution and con- viction was necessary before the offending conditions were rem- edied.
Many complaints have been received during the year of the irregular and unsatisfactory collections of swill; we believe that most of these have been promptly adjusted.
PLUMBING INSPECTIONS.
During the year one hundred and fourteen plumbing inspec- tions have been made by the Inspector of Plumbing, Mr. F. E. Colburn, and the Assistant Inspector, Mr. E. J. Winn, in accordance with the rules and regulations governing the same as shown by the accompanying tables.
Rev. Laws, 103, Section 5, specifies in reference to Inspectors of Plumbing, that "All such inspectors shall, before appoint- ment, be subjected to an examination before the Civil Service Commission." To conform with this law Messrs. Colburn and Winn have qualified for their appointments.
SEWERAGE.
For several years past this Board has strongly advocated and urged upon our citizens the absolute necessity of installing the proper system of sewers in the town.

During the past year the State Board of Health, acting under authority from the legislature, has taken action compelling the town to properly care for the so called "town drain," now, and for several years past, emptying into the Neponset river, and the only logical and sensible solution of this problem appears to be the prompt construction of such a portion of the proposed sewerage system as will care for the above mentioned drain.
A Board of Sewerage Commissioners has been elected by the town, and it is hoped that by their advice prompt action will be taken.

posed to such contagion as aforesaid, shall not attend any public school during such illness."
In accordance with this law, all physicians are required by the Board to promptly report in writing each and every ease of infectious or contagious disease to which they may be called, and all cases so reported are refused admission to the public schools until furnished with a certificate from this board. We have in each case endeavored to comply with at least the intent of the law, and believe that theoretically and practically the above mentloned law acts as an additional preventative to the sprerd of contagious disease.
SCHOOL INSPECTIONS.
In 1905, by request of the school authorities, this Board con- sented to make such inspections of the pupils attending the pub- lic schools as might be deemed necessary. This work has been continued and the results in a great measure were shown in the report of the Superintendent of Schools of last year as well as in that of the present year. This matter has constantly grown in importance throughout the Commonwealth, and the legisla- ture of 1906 believed it so important that Chapter 502, Acts of 1906, made the appointment of school physicians obligatory upon the School Committee. The school authorities of Nor- wood will at once ask for an appropriation from the town to properly carry out this provision of the law.
DISINFECTIONS.
During the past few years considerable progress has been made as to the materials and apparatus used in disinfecting sick rooms after the occurrence of contagious diseases. This Board has carefully investigated this subject and as a result has adopted the use of Solidified Formaldehyde as prepared by the Interna- tional Chemical Co. of Chicago, Ill., believing that the same will prove both more effective and economical.

REPORT OF INSPECTOR OF ANIMALS.
I hereby submit to you the following report of my work as Inspector of Animals for the past year.
Early in the spring I was called upon to examine a num- ber of cows that had been coughing. None of these cows were quarantined.
In July I was asked to examine a number of cows, and quarantined four as being suspicious of having tuberculosis. These four were all condemned and killed by an inspector from the Cattle Bureau of the State Board of Agriculture, and the premises in which they were kept disinfected.
In the summer notices were received from the Cattle Bureau and posted in the blacksmith shops and other con- spicuous places warning against the danger of glanders and farcy, which diseases prevailed in neighboring towns at that time, and while a number of horses were examined in this town with reference to these diseases we didn't have any in the town afflicted with it as far as I know.
About the first of October orders were received from the Cattle Bureau, the same as are issued each year, ordering a complete inspection of all neat cattle, sheep, swine and goats, within the limits of the towns. This inspection is made with reference to the physical condition of the food-produc- ing animals, and to the cleanliness and sanitary conditions of the premises in which they are housed. At this time there were four cows quarantined as being suspicious of having tu- berculosis. After they were examined by an inspector from the Cattle Bureau, two were condemned and killed and two ordered released.

At the time of this examination, with the exception of the animals quarantined, and a few others, they were found to be in good physical condition and kept under reaonably sanitary conditions. There were 72 stables visited, in which there were found to be kept 349 cattle and 126 pigs.
During the winter a cow was brought into the town from out of the state without proof of having passed a satisfactory tuberculin test. This cow was placed in state quarantine, and after a satisfactory certificate of a tuberculin test was furnished the chief of the Cattle Bureau she was ordered re- leased.
The first part of January notices were received from the Cattle Bureau requesting the Selectmen of the town to issue orders for the muzzling or restraint of all dogs within the limits of the town. These orders were complied with, but ow- ing to the failure of some towns to comply with similar or- ders, orders were received from the Cattle Bureau and posted calling for the muzzling or restraining of dogs for a period of six months. While there have been a few cases slightly suspicious of rabies during the past month in the town, there has been no rabies as far as I know.

AUDITORS' REPORT.
We, the subscribers, Auditors of the Town of Norwood, have examined the accounts of the Selectmen, Town Treasurer, Collector of Taxes, Cemetery Commissioners, Water Commis- sioners, Trustees of the Public Library, Trustees of the Sinking Fund, Sewer Commissioners and the Electric Light Board, and all the original vouchers on which moneys have been paid from the Town Treasury for the year ending January 31, 1907. We find and report that all orders drawn by the Selectmen, Water Commissioners, Cemetery Commissioners, Trustees of the Pub- lic Library, Sewer Commissioners and the Electric Light Board have been duly vouched, and that the foregoing is a true state- ment of the sums received and payments made by Charles T. Wheelock, Town Treasurer, and Edgar F. Roby, Tax Collec- tor, and the accounts kept by them have been correctly cast and payments duly vouched, and that there remains in the Treasury, Jan. 31, 1907, the following amounts :

To either Constable of the Town of Norwood, in said county:
GREETING.
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Norwood, qualified to vote in elections and town affairs, to assemble in Village Hall, in said town, on Monday, the fifth day of March, A. D. 1906, at six o'clock in the forenoon, then and there to act on the following articles, namely :
Article I. To choose a Moderator to preside at said meeting.
Art. 2. To choose all necessary Town Officers. The following are to be chosen by ballot, namely: Three Select- men who shall be Assessors, Overseers of the Poor, and Sur- veyors of Highways, one Town Clerk, one Town Treasurer, one Collector of Taxes, three Auditors, three Park Commis- sioners, six Constables, one Tree Warden, all for one year; one member of the Board of Health for three years, one
