FIRST ANNUAL REPORT OF THE MUNICIPAL LIGHT BOARD, NORWOOD, MASS.

The Municipal Light Board of the town of Norwood sub- mit herewith their first annual report:


ORGANIZATION.


The gentlemen elected members of this Board on June 4, 1906, met on June 28, 1906, and organized with the selec- tion of Mr. James Berwick as chairman, and Mr. John Gil- looly as secretary. They immediately obtained an office in the Bigelow Block and arranged to hold their regular meet- ing on Monday evenings.


THE ENGINEER.


It was clearly seen that the attention of the Board for its first year at least, would be occupied entirely with the consideration of the various details incident to the construction and instal- lation of the new electric lighting plant.


After consulting with several electrical engineers, the Board was unanimous in the selection of T. Russell Robinson of Boston as the engineer to have charge of the construction and installation of the plant. Mr. Robinson at once began to meet regularly with the Board and has assisted in the investigations which the Board have made.


CURRENT SUPPLY.


Since under the vote of the town, only a distributing plant is to be built. It was necessary to start with the considera- tion of the question of purchase of electric power for distribu-

tion in the town. A canvas of the town was made by mail to determine the estimated needs of the towns-people for electric service in their homes and places of business, and also the general needs upon the streets were discussed. From the information obtained the Board were able to advertise for bids for the furnishing of the current to the town. Let- ters were also sent to parties known to be in a position to supply the power. After several months of careful con- sideration, conferring with the various bidders and investiga- ting the merits of their propositions, it was finally decided that the best interests of the town would be served by the acceptance of the proposition as made by the Edison Elec- tric Illuminating Company of Boston, and accordingly on Feb. 6, 1907, the Board made a contract with that company for electric power.


CONSTRUCTION CONTRACT.


While the questions concerning power supply were under consideration, attention was given to the construction side of the problem, with especial reference to the building of the street lines. One of the difficulties presenting itself was that of determining accurately at this early date what the needs of the town would be, thus delaying the work of drawing plans and specifications upon which a contractor could be asked to bid on the construction for a given figure, without encountering the serious objection relating to extra costs, etc., due to changes in plans after the contract had been made. Another difficulty was the fact that the town had only voted a nominal sum of money which would at the best only build a portion of the plant. Having considered various ways of con- tracting for such work, it was unanimously decided that a con- tract be made with some reliable party to do this work for a fixed sum of profit and pay that contractor all expenses incurred by him in connection with the construction for

labor, material and expenses. By this means, it would be possible to build only as much of the plant as the Board desired under the present appropriation or complete the whole of it at once if sufficient money was obtained, also by this means the Board could obtain the services of a very reliable contractor without reference to the amount of work to be done.


Requests for proposals were sent to four reliable concerns under this system, and after comparing the various proposi- tions made by them, a contract under this scheme was awarded to M. K. Kendall & Co., Boston, whose propostion was the lowest presented to the Board.


Early in the fall it was evident that the condition of the copper market was subject to sharp advances, so at that time the Board purchased direct from the manufacturer some sixty-five miles of copper wire in sizes and quantity which the engineer estimated could be used, and by so doing, ob- tained the benefit of a much lower price than they would have been able to get by waiting until the time of letting the contract for construction.


REPORT OF THE ELECTRIC LIGHT COMMITTEE.


In beginning its consideration of the needs of the town for electric light service, the Board had before it the report of the Committee on Electric Lighting presented to the town at its last annual meeting, together with the recom- mendations of that committee.


The Committee recommended that about fifteen miles of street be covered in the lighting system, and that $25,000 be appropriated for that construction. The Municipal Light Board in their consideration of the subject have borne in mind these recommendations and have found that to limit the usefulness of the plant to fifteen miles of street as recom- mended would not adequately serve the town by its service.
