Conclusion
In behalf of the committee I wish to express our appreciation for the cooperation and support given us by the Board of Selectmen and all town departments, business, manufacturing plants, and the citizens.
The committee wishes to commend the members of the Civilian Defense organiza- tion for performing faithfully and well a civic duty for the protection of life and property during the war emergency. The services of all have been deeply appreciated.

Inspections were made on all buildings for which permits were issued in the usual manner and all were approved.
All elevators were inspected and approved. The Norwood Hotel was inspected and approved.
A report from the Town Counsel was received in reference to Chapter '143 of the General Laws of the Commonwealth of Massachusetts, in which he informs me that at the Town meeting of March 14, 1910, the Town accepted Sections 1-13 of Chapter

104 of the Revised Laws of the Commonwealth of Massachusetts. This Chapter was superseded by Chapter 143. Therefore, the Town of Norwood is subject to Chapter 143 without further action by the Town.
In view of this finding the provisions of Revised Chapter 143 must be enforced by this Department and to do the work specified in this Chapter the office of Build- ing Inspector should be made a full-time job instead of part-time as of present. Chapter 143 revised is the so-called Cocoanut Grove Law.

REPORT OF THE BOARD OF ASSESSORS
To the Citizens of Norwood:
The Board of Assessors herewith submit their annual report for the year 1945 together with the statement showing comparison of tax rate recapitulations for the years 1944 and 1945 and also the table of aggregates of polls, property and taxes assessed January 1, 1945.
Appointment
On April 3, 1945, Mr. Edward A. Flaherty was reappointed by the Selectmen and approved by Tax Commissioner, Henry Long, for the term of three years ex- piring April 1, 1948.
Tax Rate
On April 24, 1945, the Board of Assessors voted that the tax rate for the year 1945 be determined as $31.50 per each one thousand dollars of valuation, a decrease of $1.50 on the 1944 rate.
Financial Report
The financial statement of the department will be found in the report of the Town Clerk and Accountant.
On July 3, 1945, Mrs. Agnes M. Halloran received a six months continued pro- visional appointment as clerk from the Director of Civil Service, Thomas J. Greehan, as per letter of same date. This appointment is to take the place of John F. O'Connell who is now in Alaska with the Armed forces of the United States Army.
Appelate Tax Board Cases
Notice received from Appelate Tax Board on August 9, 1945, that trial has been set for Tuesday, September 11, 1945, at 11 A. M. on appeal of the following:
Docket No. 21789 Bendix Aviation Corporation vs. Town of Norwood.
Docket No. X56140 Norwood Co-operative Bank vs. Town of Norwood.
The Bendix Aviation Corporation trial was postponed until future date when agreeable to both counsels.

REPORT OF BOARD OF ASSESSORS
The Norwood Co-operative Bank case could not be settled with Mr. Foss so we went to Boston to try the case on Tuesday, September 11th at 11 A. M. as listed.
The Norwood Co-operative Bank on October 1, 1943, filed an application for abatement on a parcel of real estate assessed for $5,800.00. Mr. Foss stated it was worth $1,200.00.
Mr. Foss appeared representing the Norwood Co-operative Bank and Town Counsel Foley and Mr. Flaherty appeared for the Town of Norwood.
On advice of the Court, Mr. Foss, Town Counsel, and Mr. Flaherty held a pre- liminary conference for an hour and one half, after which Mr. Foss agreed to with- draw the case from trial for a settlement of $35.20.
Under the tax laws we will appropriate by taxation the above sum and will in- struct the Town Treasurer to refund $35.20 to the Norwood Co-operative Bank as soon as possible.
The Bendix Aviation Corporation case is still pending.

REPORT OF PLANNING BOARD
ANNUAL REPORT OF THE PLANNING BOARD
To the Citizens of Norwood:
The Board organized at their first meeting and re-elected Owen F. Sullivan as Chairman and also re-elected Ludovic O. Fournier as Secretary. One new member was welcome at the first meeting after having been sworn in by Town Clerk for a three (3) year term.
It was voted to hold regular meetings on the first and third Mondays of each month.
Upon petition the following two (2) amendments to the zoning map were acted upon by the Board and enacted by town meetings during the year.
The property at the southeasterly corner of East Cross Street and Pleasant Street was changed from Single Residence to Residential Business District. The property at the southeasterly corner of Rock Street extension and Pleasant Street was changed from General Residence to Residential Business District.
Two other petitions have been received for change on the zoning map. Public hearings have been called for and will be held after the first of January, 1946.
The Board upon petition amended the zoning by-laws to permit the wholesale and retail distribution of milk, dairy and farm products, in order to permit the estab- lishment of a distribution plant for a large milk company on route one.
One member, Albert P. Nelson, represented the Planning Board at the New Eng- land Council Conference held at the Hotel Statler on January 19, 1945.
The Board renewed its membership in the Massachusetts Federation of Planning Boards which has advised the Board that they will resume their publications of activities of all member Boards. The State Planning Board has advised us that they will be able to supply us with material and publications such as the Planning Forum which reports the activities and functions of the State Planning Board and also all Planning Boards within the State. This information has been of great value to the Board in the past and we look forward to it for advice and guidance in the future.
Dr. Frederick Cleveland presented information relative to the dredging and beautification of the Neponset River and Valley and presented plans made by the Metropolitan District Commission to carry out the work as a No. 1 Post War pro- ject. The Board has corresponded with the M.D.C. relative to the work to be done in Norwood, and is keeping in close touch with progress of the project. The Board recognizes the importance of some measure being taken to control the flood condition that exists along the Neponset River in Norwood.
During the year one joint meeting was held with the Board of Selectmen relative to Post War Projects to be undertaken by the Town. This Board renewed its rec- ommendations of projects that it had presented to the Selectmen as shown in its annual report for the year 1944. It also reiterated the importance of the establish- ment of a building code for the Town.
The Board plans to recommend in 1946 the adoption of Chapter 211, "The Im- proved Method of Town Planning."

The program of the Board for the coming year is (1) Airport zoning (2) Six- year program for Public Works (3) Advising the adoption of a building code and establishment of a full-time Building Inspector with adequate compensation.
The Board extends thanks to all town officials and also the Chamber of Com- merce for their cooperation with the Board during the year 1945.
