On a warrant duly issued by the Selectmen under the date of March 19, 1946, and signed by Harry B. Butters, Michael J. Curran, Clement A. Riley, H. William Anderson and Charles F. Holman, Selectmen of Norwood, the proper service of which warrant was duly attested by James E. Quinn, Constable of Norwood.


All the requirements of the statutes and by-laws relating to the calling of the Town Meeting having been complied with the meeting was called to order by the Moderator, Francis C. Foley. The warrant calling the meeting was read by Town Clerk and Accountant, Walter A. Blasenak. The article contained in the Warrant and action thereunder being as follows:


ARTICLE 1. To see what action the town will take with reference to the contract entitled "Contract With Local Body to Provide Temporary Housing Purusant to Title V (as amended) of the Lanham Act" which must be entered into with the Federal Public Housing Authority in order to secure dwelling units for veterans' housing in the Town of Norwood.


Voted: To so authorize the Selectmen to execute said Contract in behalf of the town.


Voted: That this meeting be dissolved.

Action was taken as follows on the Articles of the Warrant of the Annual Town Meeting :

Voted: That further consideration under Articles 2, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17 and 18 be postponed until the Adjourned Session of this meeting on the twenty-fifth day of April A. D. 1946, in the State Armory, Norwood, Massa- chusetts.

SPECIAL TOWN MEETING April 25, 1946


On a warrant duly issued by the Selectmen under the date of April 9, 1946, and signed by Harry B. Butters, Michael J. Curran, Charles F. Holman, H. William Anderson and Clement A. Riley, Selectmen of Norwood, the proper service of which warrant was duly attested by James E. Quinn, Constable of Norwood.


All the requirements of the statutes and by-laws relating to the calling of the Town Meeting having been complied with, the meeting was called to order by the Moderator, Francis C. Foley, at 7:30 o'clock in the afternoon. The warrant calling the meeting was read by Town Clerk and Accountant, Walter A. Blasenak. The following articles contained in the Warrant and the action thereunder being as follows:


ARTICLE 1. To see if the Town will vote to amend the existing Zoning By-Law by altering the district boundaries established under Section 17 of said By-Law with respect to certain portions of the present General Residence District as shown on a plan entitled, "Town of Norwood, Mass., Zoning Map, Supplementary To and Changing Original Zoning Map dated . November 1926 and Showing Alteration of District Boundaries under Amendment to Section 17 of Zoning By-Law as adopted June 15, 1926, A. W. Thompson, Town Engineer" and described as follows:


Beginning at a point in the easterly line of Neponset Street said point being south 368 feet from a county bound near the easterly line of the Boston-Providence Turnpike, thence turning at right angles to Neponset Street and running easterly 400 feet, thence turning and running southerly parallel with and 400 feet distant from Neponset Street to a point 517.16 feet northerly from a stone bound at the intersection of East Cross Street

Also the district lying westerly of Neponset Street described as follows: Beginning at a point in the westerly line of Neponset Street, said point being southerly 232.12 feet from a stone bound at the P. C. of the curve at the Boston and Providence Turnpike, thence running southerly parallel with and 150 feet distant from the easterly line of the Boston and Providence Turnpike to a point in the southerly line of East Cross Street, thence running southeasterly by the southerly line of East Cross Street to a point 200 feet from the Boston and Providence Turnpike, thence running southwesterly parallel with and 200 feet distant from said turnpike to a point 1000 feet westerly of the westerly line of Neponset Street, thence running southerly and southeasterly by a line parallel with and 1000 feet distant from the westerly line of Neponset Street to the Town Line approximately in the center of the Neponset River, thence running northeasterly by said Town Line in the center line of said river to the westerly line of Neponset Street, thence running northerly by the westerly line of Neponset Street to the point of beginning, by withdrawing said areas from General Residence District and establishing the same as Single Residence District, as shown on plan on file with the Town Clerk.


Voted: To so amend.


ARTICLE 2. To see if the Town will vote to amend the existing Zoning By-Law by altering the district boundaries established under Section 17 of said By-Law with respect to a certain portion of the existing General Residence District, as shown on a plan entitled, "Town of Norwood, Mass., Zoning Map, Supplementary to and Changing Original Zoning Map Dated November, 1926, and Showing Alteration of District Boundaries under Amendment to Section 17 of Zoning By-Law as adopted June 15, 1926, A. W. Thompson, Town Engineer," said area being described as follows:


Beginning at a point S 61° 47' 40" E and distant 150.00 feet from the easterly line of the Boston-Providence Turnpike and distant 1015.48 feet northeasterly from the intersection of the easterly line of the Boston- Providence Turnpike and the northerly line of Dean Street, thence running N 28° 12' 20" E a distance of 693.00 feet, thence turning and running S 22° 17' 40" E a distance of 323.99 feet, thence turning and running S 28° 12' 20" W a distance of 447.32 feet, thence turning and running N 70° 47' 40" W a dis- tance of 253.12 feet to the point of beginning.


By withdrawing the area from General Residence District and establishing the same as Manufacturing District, as shown on a plan on file with the Town Clerk.

ARTICLE 3. To see if the Town will vote to name the park commonly known as the Bond Street Playground the "Frederick Albert Cleveland Park" and raise and appropriate money for the purpose of placing a me- morial tablet properly inscribed in said park or take any other action in the matter.


Voted: To name the park commonly known as the Bond Street Playground the "Frederick Albert Cleveland Park" and that the sum of $500.00 be raised and ap- propriated for the purpose of placing a memorial tablet properly inscribed in said park.


ARTICLE 4. To see what sum the Town will vote to raise and ap- propriate to meet the expense of purchase and installation of oil burning and heating equipment for the Shattuck, Winslow, Balch, West and Callahan School buildings, or take any other action in the matter.


Voted: By taxation the sum of $25,000.00.


ARTICLE 5. To see what sum of money the Town will vote to ap- propriate from the Alice H. Plimpton Trust Fund to meet the expense of converting the present reading room at the Morrill Memorial Library into a reference and reading room or take any action in the matter.

ARTICLE 6. To see what sum of money the Town will vote to raise and appropriate to meet the expense of purchase and installation of new street lighting equipment or take any other action in the matter.

Voted: That the Seventy-Fourth Annual Report of the Town officials of the Town of Norwood be received and accepted as printed.

Voted: That the sum of $6,261.15 be appropriated to meet the payment of interest on outstanding indebtedness and interest on money borrowed in Anticipa- tion of Revenue of which amount there shall be transferred from the receipts of the Electric Light Department the sum of $45.00 and the sum of $6,216.15 shall be raised by taxation, and be it further voted that the sum of $75,577.00 be appro- priated to meet bonds and notes maturing in the year 1946 and to be provided for
