REPORT OF THE TOWN COUNSEL
The Honorable Board of Selectmen: Gentlemen:
I herewith submit in summarized form my report of the activities of the law de- partment for the year 1946. A detailed report, showing the nature of the service rendered to the various departments, which could be readily submitted, would indi- cate the frequency with which advice has been sought of this department and the complexity of the problems presented, but would serve no other useful purpose. I, therefore, feel that a general report in summarized form should be submitted.
The large number of special town meetings held during the year necessitated the expenditure of considerable time in the preparation of articles for the warrant and motions to be offered thereunder.
The frequent amendment of the laws applicable to municipal affairs bring re- quests for interpretation of the amending statutes, which require constant study of the new legislation in its relation to our activities in order to competently advise those changed with the conduct of our town government.
Much of the service was in the nature of advice to the various departments together with recommendations and suggestions dealing with the legal aspects of their prob- lems. The scope of this work was wide, embracing practically every phase of muni- cipal activity. Upon request therefor written opinions were submitted. The following departments were served: Selectmen, School Committee, Superintendent of Schools, Town Treasurer and Collector of Taxes, Finance Commission, Board of Health, Board of Assessors, Board of Public Welfare, Planning Board, General Manager, Town Clerk and Accountant, Clerk of Selectmen, Inspector of Buildings, Contributory Retirement Board and Board of Registrars of Voters.
In addition service was rendered through court appearances, attendance at hear- ings and conferences and drafting of various instruments of conveyance and other papers.
Litigation and Claims
Barrett vs. Norwood: Claim for personal injuries due to alleged defective condi- tion of highway. This claim was settled by compromise without litigation upon approval given.
McDowell vs. Norwood: Claim for personal injuries due to alleged defective condi- tion of highway. Settled by compromise without litigation upon approval given.
Tax Appeals
Bendix Aviation Corporation, Appellant vs. Board of Assessors of the Town of Nor- wood, Appellee: Appeal to Appellate Tax Board for alleged refusal to abate taxes. Pending.
In addition to the above attention was given to the drafting and approval of notices of hearings, forms of votes, licenses, permits and various miscellaneous matters.

The Engineering Department has spent a considerable amount of time at the Ellis Pumping Station to improve the water situation. This work was a continuation of the work done in 1945 and consisted of making pumping tests of the various driven wells and supervising the cleaning and repairing of these wells. We intend to con- tinue this work in 1947 until all the wells are producing a reasonable amount of water.
We cleaned 127 wells and repaired 11 wells during the year 1946.
PUBLIC WORKS DEPARTMENT Highway Department Maintenance
The usual catch basin and street cleaning was done this year. The new street sweeper was delivered in the late fall and was placed into operation at once and we are well pleased with the results. With this sweeper, we believe that the streets can be cleaned much earlier than in previous years. The winter of 1945-1946 was a hard year on street pavements so that considerable patching was necessary.

Parks and Playgrounds
All parks and playgrounds were mowed and the shrubbery around the various buildings were kept trimmed throughout the summer season.
The various baseball diamonds were graded, new loam added, rolled and mowed as needed. A new 24-foot high backstop was constructed at the Civic Field.
All skating rinks were cleaned and put into shape.
Endean Swimming Pool was cleaned, sand added and town water used for filling the pool. Over 5,000,000 gallons of Town water was used at this pool. The build- ing at the pool was repaired and cleaned several times.
The Civic tennis courts were regraded and stone dust added during the early spring.
Forestry Department
The usual moth control and spraying work was done as well as the spraying of private orchards and shrubs. All private work was billed to the owners. Con- siderable tree removal was also done this year.
Maintenance and Control of Traffic
All street signs, traffic lines, markers, slow signs, crosswalks, taxi and bus stop lines were painted during the year.

Water Department
We have cleaned and tested the wells at Ellis Station with our own forces. The filters at Ellis and Westwood have been cleaned several times during the year.
Water meters have been hard to get the past year and repairs to old meters have been held up due to the difficulty in getting repair parts. When new meters are more plentiful, we will continue the policy of replacing the oldest of the meters.

Refuse Removal
The year 1946 was the first full year of refuse removal. The collections were made the first full week of each month and the total number of loads of refuse for

the year amounted to 917. We hired from one to two outside trucks in addition to our own trucks. We still have difficulty in picking up barrels of refuse over the 100- pound limit and also find some people still placing garbage in their barrels.
Town Yard Building and Equipment
During the past year we have placed contracts for additional trucks but due to conditions, we will not receive them until the beginning of the second quarter of 1947. We have received the new rolling steel doors for the buildings at the West- wood Pumping Station and the Ellis Pumping Station and as soon as we are able to install them, we will be able to house some of our equipment at these points, thus enabling us to get this equipment under cover. Due to excessive costs, I do not be- lieve we should construct a new yard during the year 1947 but we must have a new yard building in 1948 as I do not believe the present one will last much longer.

REPORT OF MUNICIPAL LIGHT DEPARTMENT

Dear Sir:
I wish to submit the following report of the activities and operation of the Muni- cipal Light Department for the year ending December 31, 1946.
The past year there has been very little new construction completed but we anti- cipate doing more rebuilding of our distribution lines to a more efficient standard. The necessary new materials are becoming more available and we are expecting the delivery of our new truck within a matter of days. Our working schedule during the past year has been somewhat on the same standard as the years previous. We have added one first class lineman and two groundmen to our staff.
During the past year we experienced one serious outage in South Norwood and since we transferred half of that particular feeder over to a 4160 Volt system, this has somewhat temporarily cleared up the trouble in that area although we anticipate changing the balance of the system to that operating voltage. Feeder No. 7 which supplies a large portion of the northern end of Norwood, also our Ellis Pumping Station, we transferred half of this electrical load to a new position No. 3 in our station as to eliminate the anticipated troubles at Christmas time due to an over- loaded condition upon that particular feeder.
The sales of electric energy to the average private consumer have been increasing for the past year and we anticipate a larger sale due to the availability of more domestic electric appliances.
Other activities and statistical information of the department is attached and submitted as a part of this report.

During the year 1946, 122 new meters were installed.
143 Meters were replaced.
13 Meters were discontinued.
76 Meters were discarded.
136 Complaints were investigated for the Billing Division.
303 Applications for wiring permits were made.
8 Electric ranges were installed.
9 Hot water heaters were installed.
