Claims and Litigation
Claims against the Town brought to the attention of the Selectmen during the year whether by court action or otherwise, were, when it appeared to be desirable or necessary, referred to the Town Counsel for advice, report and appropriate action and where disposition was made, it was on approval given.
Miscellaneous
January 10- The following recommendation of the General Manager with regard to time and a half for emergency overtime was adopted. "Effective January 7, 1945, time and a half will be paid for all emergency overtime work in the Public Works, Municipal Light and Cemetery departments on the following basis:
1. The present basic week of 40, 44, 48 etc. hours will be frozen at its present figure.
2. Time and one half will be paid for all time worked over 8 hours in any one day.
3. Time and one half will be paid for all time worked over the basic hours in any one week.
4. This policy applies to work performed on regular jobs and does not apply to extra work which may be offered or requested outside the regular line of duty.
5. Time paid for as sick leave and holidays count as time worked."

Warrant approved and signed for payment to Norfolk County Hospital assessment in amount of $10,162.77.
Amendment to traffic rules and orders signed prohibiting parking on Westerly side of Central Street bordering on Town Square.
February 20- Conference with Playground Advisory Committee for purpose of review of 1945 recreation budget.
Recommendation of General Manager approved and adopted calling for use of three way ticket for violations of paragraph 4, section 1 and section 2 of article 5 of the Traffic Rules and Orders. Policy same as that which has been applied to all night parking. Policy to become effective March 6, 1945. Parking pro- hibited on the following streets or highways or parts thereof.

Central Street, northerly side between Washington Street and Linden Street.
Vernon Street, northerly side from Washington Street 270 feet westerly.

May 22 - Approval of agreement with New England Telephone and Telegraph Company for joint ownership of poles under addendum No. 28 covering poles on Savin Avenue, Pleasant Street, Neponset Street, West Border Road and Bird & Son property.

REPORT OF THE TOWN COUNSEL
The Honorable Board of Selectmen:
Gentlemen:
I submit herewith my report of the services rendered by the legal department for the year 1945.
Much of the service was in the nature of advice to the various departments to- gether with recommendations and suggestions dealing with the legal aspects of their problems. The scope of this work was wide, embracing practically every phase of municipal activity. Upon request therefor written opinions were submitted. The following departments were served: Selectmen, School Committee, Superintendent of Schools, Town Treasurer and Collector, of Taxes, Finance Commission, Board of Health, Board of Assessors, Board of Public Welfare, Planning Board, General Manager, Town Clerk and Accountant, Clerk of Selectmen, Inspector of Buildings, Contributory Retirement Board and Board of Registrars of Voters.
In addition service was rendered through court appearances, attendance at hear- ings and conferences and drafting of various instruments of conveyance and other papers.
Litigation and Claims
Florence J. C. Hennessey vs. Town of Norwood: Petition for damages for taking of land on Nahatan Street. Superior Court for Norfolk County. Original award accepted by plaintiff. Petition dismissed.
Lamphear vs. Norwood: Suit for personal injuries and property damage due to alleged defective condition of highway. This suit reported as pending at the end of the year 1944 was settled without the necessity of further litigation.
Walker vs. Norwood: Suit for personal injuries and property damage due to alleged defective condition of highway. This claim was compromised without the necessity of further litigation.
Norwood vs. Quincy: Suit for aid furnished. Agreement for judgment for plain- tiff - Superior Court for Norfolk County.
Norwood vs. Wrentham: Suit for aid furnished. Agreement for judgment for plaintiff - Superior Court for Norfolk County.
Norwood vs. Ayer: Suit for aid furnished. Agreement for neither party - Superior Court for Norfolk County.
Norwood vs. Tide Water Oil Co .: Settled in full without suit by payment by de- fendant.

REPORT OF THE GENERAL MANAGER
The Honorable Board of Selectmen:
Gentlemen:
With this my fourth annual report, I transmit the detail reports of the various departments over which I have administrative control. The reports are compiled for the purpose of giving the citizens a picture of the work which has been accom- plished during the year.
I would call attention to the additional work which has been done to rehabilitate the water department as it has been outlined in more detail in the work of the Public Works Department. We have also organized and put in operation a monthly collection of rubbish and ashes as a free service.
It has been possible to place orders for some new heavy equipment including a street sweeper, a special truck for collecting rubbish and a new line construction truck for the Municipal Light Department, but as yet no deliveries have been made. It is evident that all our maintenance problems will require more equipment than we have ever had before.
The Recreation Department has been organized on a full time basis with Leon P. Smelstor as Superintendent, and the activities which have been offered have met with a large response.
The Municipal Light Department lost the services of Cyrus C. Church by re- tirement and Joseph W. Price has been appointed Superintendent in his place.
We are still handicapped by a lack of sufficient personnel to handle maintenance work as it has been in the past, but I can assure you that there has been no serious damage done because of this situation.

I herewith submit my report as Town Engineer and Director of Public Works for the year 1945.
Engineering Department
The engineering department had the usual varied amount of work to do. The most important items of work done by the department are listed as follows: .
Highways
Preliminary plans, lines and grades East Cross Street resurfacing. This job was a Chapter 90 Maintenance job and was under the supervision of a Mass. Public Works Department Engineer.
Priminary plans were made for a widening of Neponset Street near Canton line. Bituminous concrete sidewalk on Dean Street.
