To see if the Town will vote to install a water storage standpipe of approximately 1,000,000 gallons capacity off East Bacon Street, at or near the location of the present standpipe, and to raise and appropriate for this purpose a sum not to exceed $112,470. to be expended by and under the direction of the Water Commissioners; and to determine how said appropriation shall be raised, whether by taxation, by appropriation of available funds, by borrowing or other- wise, and if by borrowing, to authorize the issuance and sale of bonds and notes of the Town therefor; or do or act in any manner relative thereto.

ARTICLE 24. To see if the Town will vote to raise and appropri- ate or transfer from unexpended available funds the sum of $20,000. to be expended by and under the direction of the Water Commissioners for maintainance, improvement, extension of mains and/or new de- velopments to the public water system, as they in their judgment deem in the best interest of the Town, provided however, that such main- tainance, improvement, extension and/or new developments conform to the plans and proposals submitted by Camp, Dresser, and McKee, engineers, in their 1958 report to the Town.
ARTICLE 25. To see if the Town will vote to raise and appro- priate the sum of $2,500. to be expended by and under the direction of the Water Commissioners for repairs and maintainance, to the Water Storage tank off East Bacon Street; or do or act in any manner relative thereto.
ARTICLE 26. To see if the Town will vote to raise and appro- priate or transfer the sum of $1,294.11 or any other sum, for the con- trol of insects and Dutch Elm Disease ($1,000. for Dutch Elm Disease and $294.11 for insect pest control) as provided for under Chapter 132 of the General Laws as amended by Chapter 657 Acts of 1956, and to be expended under the direction of the Moth Superintendent, or do or act in any manner relative thereto.
ARTICLE 27. To see if the Town will vote to raise and appro- priate the sum of $3,411.16 this being the amount apportioned to Plain- ville as its share of the cost of the Norfolk County Retirement Sys- tem, or do or act in any manner relative thereto.

PROCEEDINGS OF THE 56th ANNUAL TOWN MEETING
Elementary School Auditorium, March 6, 1961
Pursuant to the foregoing warrant, the 56th Annual Town Meeting was held in the Elementary School Building.
The meeting was called to order at 6:30 a.m. by Moderator Charles O. Peasley. The officials were sworn in by Town Clerk, Austin F. Grant. The ballot box was opened, examined and found to be empty by Election Warden Earl B. Thompson, Milton A. Ryan, Bertha Thompson, Lucien G. Gaudreau, and witnessed by Ballot Box Officer George W. Prance. The box was locked, dial set at zero and the key turned over to the Police Officer, Edward Guillette.
The following officials having been appointed by the Selectmen were sworn in by the Town Clerk:

MINUTES OF THE ADJOURNED TOWN MEETING MARCH 20, 1961
Elementary School Auditorium, Plainville, Mass., 7:30 p. m.
The Adjourned Town Meeting was called to order by Moderator Charles O. Peasley at 7:30 p. m. The voters were checked into the hall by Registrars Richard M. Cobb and Edward O'Neill. The list of the voters showed 155 men and 73 women, total 228 present.
The Moderator called upon the Rev. Father Sammon for prayer.
The Moderator appointed the following as tellers: Bert Miller and Richard Woodward, right side of the hall; Earl Peck and Stillman Sprague, on the left side of the hall. The bounds of the hall were determined to be the seats on the floor of the auditorium, non-regis- tered spectators were restricted to the bleachers.
Town Clerk, Austin F. Grant was appointed Ballot Clerk in the event of a written vote.
Selectman Roland C. Campbell made a motion that the Town Meeting vote to hear the report of the committees appointed under Article 40 at the Annual Town Meeting held March 2, 1960, and that the committee on an addition to the Town Office be heard first and then the committee on establishing a permanent fire department be heard.
As the Chairman of the committee on an addition to the Town Office was not present at this time, this report could not be heard. The report on advisability of establishing a permanent daytime Fire Department was read by Mr. Bancroft Austin, as follows:
A. The majority of the committee recommends no action be taken to establish a permanent daytime Fire Department at this time. The eventual need of a permanent daytime Department is inevitable, but the committee recommends the following suggestions be adopted to alleviate the immediate problem:
1. That the Board of Selectmen, representing the town, extend themselves to improve community relations between the town and its industries. This is recommended because it is felt that more can be

accomplished by an objective group than by individuals. This group of officials will talk to management with full authority on topics such as arrangements to allow fire fighters to leave work during the daytime to respond to alarms, possible financial consideration for time lost by these men, also, it will give them the opportunity to acquaint them- selves with the feelings of management concerning town policies and actions.
2. That the Board of Fire Engineers be wholly responsible for the organizational functions of the Department. That exhaustive efforts be made NOW by the engineers to recruit competent men to be trained and who will be available for daytime duty.
3. Furthermore, the majority of the committee feel that the esti- mated cost ($7,000 - $8,000) for the remainder of the year is too ex- cessive to be added to this year's budget. The committee feels that if objective methods are employed to revamp the organization, a well qualified call department will be maintained."
Motion by Daniel T. Malone that the report of this committee be laid on the table indefinitely. Motion carried.
Motion by Roland C. Campbell, that the meeting take up Article 45 at this time.
Article 45. Motion by Roland C. Campbell that this Article be laid on the table indefinitely. (Establish permanent day-time fire department.) As the vote was doubted a standing vote was called for: Results-76 Yes, 16 No.
ARTICLE 2. Motion by LeRoy B. Wilson and unanimously voted that the following be appointed to act as fence viewers and field drivers for the ensuing year: Ernest J. LaPorte, Clarence P. Avery and Donald J. Peck.
Motion by LeRoy B. Wilson and unanimously voted that the fol- lowing be appointed to act .as Measurers of Wood, Bark and Lumber for the ensuing year: George H. Snell, Francis W. Simmons, Alec H. Frederickson and Everett W. Skinner.
ARTICLE 3. Motion by Roland C. Campbell and unanimously voted to accept the reports of the Selectmen, Treasurer and other Town Officers as printed with the exception of any typographical errors.

Mr. Malin expained that they were recommending sending one man to Police School this year instead of the two-man request by the Department; cost of cruiser repair and maintenance reduced and about one-half of the Special Police fund recommended. The vote on the motion was carried.
Section 22. Motion by Peter Armirotto, Jr. and unani- mously voted that 300.00 be raised and appropriated for the Tree Warden.
Section 23. Motion by B. Bertha Browne and unani- mously voted that the sum of 11,000.00 be appropriated for the removal of snow.

Mr. Milton Ryan questioned the increase in the Capital amount over the original Finance Committee recommen- dation. Mr. Malin advised that at a meeting of both boards before the Town Meeting the additional $500 was granted for work to be done on the ball field. Motion carried.
