When the sign consists of individual letters or symbols attached to or painted on a surface, building wall or window, the area shall be considered to be that of the smallest rectangular or other regular shape which encom- passes all of the letters and symbols.


Sportmen's Club - A club whose primary purposes are conservation, hunting or fishing.


Stable, Private - An accessory building in which horses are kept for private use and not for hire, remuneration or sale.


Stable, Public - A building in which horses are kept for remunera- tion, hire or sale.


Street - A way other than a private way, which affords the principal means of access to abutting properties.


Street Line - The line between the lot and the street layout.


Structure - Anything constructed or erected, the use of which re- quires location on the ground, or attachment to something located on the ground except a boundary wall or fence.


Temporary Structure - An accessory tent or construction shanty to be used for less than one year.


Trailer - A mobile dwelling or other mobile structure.


Trailer Park - Premises with prepared sites used for the placement of mobile dwellings for non-transient use.


Transportation Terminal - Premises for the parking and/or servicing of more than three commercial vehicles, or any number of vehicles of over two-ton load capacity.


Uses - The specific purpose for which land or a building is designed, arranged, intended, or for which it is or may be occupied or maintained. The term "Permitted Use" or its equivalent shall not be deemed to in- clude any non-conforming use.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Plainville qualified to vote in Town affairs, to meet in the Elementary School Audi- torium in said Plainville on


MONDAY, THE FIRST DAY OF MARCH 1965 A. D.


at eight o'clock in the forenoon, then and there to act on the following articles, viz:


ARTICLE 1. The following Town Officers to be chosen by ballot viz: One Town Clerk, one Auditor, one Moderator, one Tree Warden, and Three Constables for One Year. One Selectman, Board of Welfare, one Assessor, one Water Commissioner, one Treasurer, one Tax Collector, one Trustee of the Public Library, one Park Commissioner, two members of the School Committee and three members of the Finance Committee, for Three Years; one member of the Finance Committee for two years; one member of the Planning Board for five years, and four members of the Housing Authority.

To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1966 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

ARTICLE 9. To see if the Town will vote to raise and appropriate a sum of money for a Reserve Fund to provide for the extra-ordinary unforseen expenses, as authorized by Section 6, Chapter 40 General Laws, or do or act in any manner relative thereto.


ARTICLE 10. To see if the Town will vote to accept the provisions of Chapter 90 of the General Laws, and raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Maintenance, or do or act in any manner relative thereto.


ARTICLE 11. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 81 Highways, or do or act in any manner relative thereto.


ARTICLE 12. To see if the Town will vote to raise and appropriate from available funds in the treasury, a sum of money for Chapter 90 Highway Construction, to continue the laying out and construction of George Street from Route 1 to School Street, and to start the laying out and construction on Messenger Street, or do or act in any manner rela- tive thereto.


ARTICLE 13. To see if the town will vote to raise and appropriate, or transfer, a sum of money to pay the following overdrafts. Snow ac- count $2,119.61. Treasurer's account; Expense of Bond Issue $1,016.29; King Philip Regional School District Committee $22,327.93, or do or act in any manner relative thereto.


ARTICLE 14. To see if the Town will vote to install one new street light on Pole No. 77, located on Washington Street, near Wonderland Motel site, and raise and appropriate a sum of money to pay for same, or do or act in any manner relative thereto.


ARTICLE 15. To see if the Town will vote to raise and appropriate or transfer from available funds in the treasury, a sum of money for the Stabilization Fund, under authority of Chapter 40, Section 5B of the Gen- eral Laws, or do or act in any manner relative thereto.


ARTICLE 16. To see if the Town will vote to raise and appropriate or transfer the sum of $2,500. or any other sum for the Fire Alarm Re- placement Fund, or do or act in any manner relative thereto.

ARTICLE 17. To see if the town will vote to authorize the Board of Fire Engineers to purchase a mechanical-ladder fire truck and to raise and appropriate for this purpose the sum of $35,000.00, and to determine the manner of raising and appropriating the said sum, whether by trans- fer of available funds, or by taxation, or by borrowing; and if by borrow- ing, to authorize the Town Treasurer to give notes or bonds on behalf of the Town; or do or act in any manner relative thereto.


ARTICLE 18. To see if the Town will vote to raise and appropriate, or transfer, the sum of $7,500. or any other sum to the Fire Department Apparatus Fund, or do or act in any manner relative thereto.


ARTICLE 19. To see if the Town will vote to raise and appropriate the sum of $1,300.00, or any other sum, for the control of insects and Dutch Elm Disease ($1,000 for Dutch Elm Disease and $300.00 for insect pest control) as provided under Chapter 132 of the General Laws as amended by Chapter 657, Acts of 1956, and to be expended under the direction of the Moth Superintendent, or do or act in any manner relative thereto.


ARTICLE 20. To see if the Town will vote to raise and appropriate the sum of $17,500 for carrying on the different categories of Welfare, or do or act in any manner relative thereto.


ARTICLE 21. To see if the Town will vote to amend its By-Laws by adding thereto as a Plumbing By-Law, the rules and regulations formu- lated by the State Examiners of Plumbers under Sections 8 and 9 of Chapter 142 of the General Laws, or do or act in any manner relative thereto. (2/3 vote)


ARTICLE 22. To see if the Town will vote to raise and appropriate the sum of $1,000. for the Conservation Fund, to be used by the Conserva- tion Commission for Conservation purposes, including the purchase of land, or do or act in any manner relative thereto.


ARTICLE 23. To choose any committee and hear the report of any committee and act thereon.


And you are directed to serve this Warrant, by posting copies thereof in seven (7) Public Places in said Town, seven (7) days at least before the time of holding said meeting.

PLAINVILLE ELEMENTARY SCHOOL


MARCH 1, 1965


Pursuant to the foregoing Warrant, the Sixtieth Annual Town Meeting was held in the Auditorium of the Elementary School.


The call of the meeting was read by the Moderator, Charles O. Peas- ley and the polls were declared officially opened at 8:00 a.m. The bal- lot box was inspected by Warden Earl B. Thompson, Clerk Marion Mc- Cabe, Deputy Clerk Wanda Faille and Deputy Warden Bessie Barton. The ballot box was declared empty, set at zero and locked, and the key turned over to the Ballot Box Officer Adrian Wheeler.


The following officials, having been appointed by the Selectmen, were sworn in by Town Clerk, Austin F. Grant:

MINUTES OF ADJOURNED TOWN MEETING


March 15, 1965


The adjourned Town Meeting was called to order by Moderator Charles O. Peasley at 7:35 P.M., Monday, March 15, 1965 in the Audi- torium of the Elementary School, South Street, Plainville, Massachusetts.


The Moderator called upon the Rev. Wayne G. Austin for the Invo- cation.


The voters were checked into the hall by means of the voting lists, by Robert Keniston (R) and Marion McCabe (D), showing a total of 226 voters present, 81 women and 145 men.


The bounds of the hall were declared to be the seats set up on the auditorium floor, persons sitting in the bleachers would be unable to participate in the Town Meeting.


The following were appointed tellers by the Moderator; at the right of the Moderator, Joseph Gaulin and Fred Paul, Jr., and to the left of the Moderator, Albert Pothier and Lloyd Jensen. Austin F. Grant, Town Clerk was appointed Ballot Box officer in the event of a ballot vote.


The Moderator stated that if there were no objections, the minutes of the meeting of March 1, 1965, Election of Officers, would not be read. There were no objections.

ARTICLE 2. Motion by Miles B. Hooker and seconded by Raymond V. Miller that Alec H. Fredrickson, Francis W. Simmons, Everett W. Skinner, Sr., and George N. Snell be appointed Measurers of Wood, Bark and Lumber for the ensuing year, and unanimously voted.


Motion by Miles E. Hooker and seconded by Raymond V. Miller that Phillip R. Mackenzie, Donald J. Peck and Robert R. Faille be ap- pointed Field Drivers and Fence Viewers for the ensuing year, and unanimously voted.


ARTICLE 3. Motion by LeRoy B. Wilson and seconded by Raymond V. Miller that the reports of the Selectmen, Treasurer, and other Town Officers as printed and corrected with the exception of any typographical errors and omissions be accepted, and unanimously voted.

Under Section 25, Fire Department, much discussion was held due to the fact that this appropriation covered the establishment of a three man, five days a week, permanent fire department, starting in July, 1965.


Motion by Bancroft Austin that the extra fire department budget be changed to read, the present fire chief be appointed to the permanent job only, on a yearly provisional appointment, subject to re-appointment every year by the Selectmen's Fire Commissioners. That the chief use most of his spare time to foster a better daytime callman situation, and money to cover his salary for the year be appropriated.


At this time, Moderator Charles O. Peasley called a five minute recess to investigate the legality of this motion.


When the meeting was called to order the Moderator declared this to be an illegal motion, and the motion was denied, as out of order, being improperly drawn and presented.


The vote on Article 6 to raise and appropriate the total sum of $728,168.15 to defray town charges for the financial year ending Decem- ber 31, 1965 was Unanimously voted.
