ADJOURNED TOWN MEETING, MARCH 27, 1961


The meeting was called to order at 7:40 p. m. by Moderator Charles O. Peasley, the following were appointed tellers for the evening: Mr. Willard Ayer and Ralph Browne on the left side of the auditorium and Mr. John Faria and Samuel Robison on the right side of the auditorium.


ARTICLE 18. Motion by Bertha Browne the sum of $12,000 to be expended by and under the direction of the Water Commissioners be transferred from the Water Main Reserve Account for the installation of approximately 1,500 feet of 10-inch water main in West Bacon Street from Bacon Square westerly to Fletcher Street and that any unexpended amount be returned to the Water Main Re- serve Account. Mr. David Lomasney questioned the trans- ferring of this account, as it was only set up a year ago. Vote on motion-Unanimous to transfer.


ARTICLE 19. Motion by William Scholtes that the sum of

be transferred from the Water Main Reserve Account for the installation of a crossing water main of not less than 12 inches nor more than 16 inches in diameter on Route 1, Washington Street, at its intersection with Route 106 (East Bacon Street) a distance of approximately 300 feet and that any unexpended balance be returned to the Water Main Reserve Account. be raised and appropriated to complete the Assessor's Map Program, which was started in 1959.


ARTICLE 35. Motion by Everett Skinner and unani- mously voted that the Town authorize the Selectmen to accept as a public way, the last 300 feet of Elizabeth St., Greenmeadow Estates, easterly from West Bacon St. to Carleton Rd., 650 feet having been previously accepted.


ARTICLE 36. Motion by Everett Skinner and unani- mously voted that the Town authorize the Selectmen to accept as a public way, the private way known as Carle- ton Road, Greenmeadow Estates, a distance of 550 feet, southerly from Elizabeth Street to Fletcher Street.


ARTICLE 43. Motion by Mr. Stanley Cole and unani- mously voted that No Action be taken on this Article. (One story building to be erect- ed in Town Park under jurisdiction of Park Department.)


ARTICLE 44. Motion by Raymond Miller and unani- mously voted that the sum of 5,000.00


be transferred from Surplus Revenue to a Fire Apparatus Reserve Account.


ARTICLE 46. Motion by Charles Semple that the Town authorize the appointment of an Education Plan- ning Committee. Purpose: To study school problems- such as, organization, program and buildings. Function: To act in an advisory capacity to the Town and to the School Committee. Membership: One to be appointed by each of the following groups from its membership: Board of Selectmen, School Committee, Finance Committee, and Planning Board. The five remaining members to be ap- pointed jointly by the Moderator with the first four named above. The Superintendent of Schools to be an ex-officio member.

Motion to appoint the foregoing committee unanimously voted.


Mr. Francis Simmons, of the committee to investigate the need of expansion for the town offices, advised that the committee was formed late in the year and had not completed its work, and motion was made to continue the committee in force for another year. Unanimously voted.

at 7:30 o'clock in the evening, then and there to act on the following articles, viz:

ARTICLE 1. To see whether or not the Town will vote to author- ize the Water Commissioners of the Town of Plainville to lay water mains of not less than 6 inches or more than 16 inches in diameter from the present standpipe connection to Taunton Street by way of East Bacon Street and Messenger Street about 6,100 feet in length, and from North Attleboro-Plainville Town line northerly in Taunton Street about 2,750 feet, and to raise and appropriate for this purpose $117,- 000.00 and to determine the manner in which the foregoing appropria- tion shall be raised, whether by borrowing, by transfer from availa- ble funds or otherwise; provided, however, that no loan authorized under this article shall be issued and no money shall be expended until commercial or industrial building in the vicinity of junction of Mes- senger and Taunton Streets of not less than 25,000 square feet in area has been contracted for and a bond issued to the Town of Plainville guaranteeing that said commercial or industrial building be carried to completion, or do or act in any manner relative thereto.


ARTICLE 2. To see if the Town will vote to install water mains of not less than 6 inches but not more than 16 inches in diameter in South Street, northerly from end of existing main to the Wrentham line, a distance of approximately 300 feet, and there to install a meter, meter pit and valves, and to raise and appropriate for the aforesaid purpose a sum of money, to be expended by and under the direction of the Water Commissioners, and to determine how said appropriation shall be raised, whether by taxation, by appropriation of available funds, by borrowing or otherwise, and if by borrowing, to authorize the issuance and sale of bonds and notes of the Town therefor, or do or act in any manner relative thereto.


ARTICLE 3. To see if the Town will authorize the Water Com- missioners to make a written contract with the Water Commissioners of Wrentham, for a period of not more than ten years, to furnish the inhabitants of the Town of Plainville with water, or do or act in any manner relative thereto.


And you are directed to serve this Warrant, by posting up seven (7) attested copies thereof in said Town, seven (7) days at least before the time of holding said meeting.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.

June 26, 1961


A Special Town Meeting was held in the auditorium of the Plain- ville Elementary School, Monday, June 26, 1961. The meeting was called to order at 7:45 p. m. by the Moderator, Charles O. Peasley, with a quorum of sixty present.


The call of the meeting was read by the Town Clerk, Austin F. Grant.


Counters were appointed as follows: right, Reginald B. Keyes and Arthur W. Washburn, Jr .; left, Fred Paul, Jr. and Robert Hayes.

ARTICLE 1. Motion by Robert Malin and seconded by Roland C. Campbell that the Town vote to authorize the Water Commissioners of the Town of Plainville to lay water mains of not less than six inches or more than sixteen inches in diameter from the present standpipe connection to Taunton Street by way of East Bacon Street and Mes- senger Street about 6,100 feet in length, and from North Attleboro- Plainville Town line northerly in Taunton Street about 2,750 feet, and to raise and appropriate for this purpose $117,000., as follows: $17,000 by transfer from the Water Main Reserve Account, and $100,000 by bond issue for ten years, provided however, that no loan authorized under this Article shall be issued and no money shall be expended until commercial or industrial building in the vicinity of the junction of Messenger and Taunton Streets of not less than 25,000 square feet in area has been contracted for and a bond issued to the Town of Plainville guaranteeing that said commercial or industrial building be carried to completion. As this motion required a two-thirds vote; a Yes and No ballot was taken. Seventy-three (73) votes were cast; sixty-five (65) Yes and eight (8) No.


ARTICLE 2. Motion by Peter Armirotto that the Town vote to install water mains of not less than six inches but not more than sixteen inches in diameter in South Street, northerly from end of existing main to the Wrentham line, a distance of approximately 300 feet, and there to install a meter, meter pit, and valves, and to raise and appropriate $5,500. as follows: $3,000. to be transferred from the Water Main Reserve Account, and $2,500. by taxation, to be expended by and under the direction of the Water Commissioners. Unanimously voted.


ARTICLE 3. Motion by Daniel Malone that the Town vote to authorize the Water Commissioners to make a written contract with the Water Commissioners of Wrentham, for a period of not more than ten years, to furnish the inhabitants of the Town of Plainville with water. Unanimously voted.
