To the Citizens of Plainville:
We herewith submit our report for the year ending December 31, 1965.
In May 1965 a new Garbage Contract was awarded to Eugene Gucwa, for a bid of $4,800 per year.
The necessary forms were forwarded to the Housing and Home Finance Agency for a survey of a possible sewer installation.
Problems of cesspool and septic tanks during the year were numer- cus. Thirty-seven applications for new sanitary systems were filed. We would like to bring to the attention of the townspeople, that under Article XI of the Sanitary Code, permits are required for the construction, altera- tion or repair of a Disposal Works system. These applications are avail- able at the Board of Health Office.
The Board voted to pay the Dog Officer a fee of $2.00 for each dog or cat picked up and buried during the year. This was in addition to his regular salary.
The Norfolk County Commissioners declared that Plainville was in- cluded in the disaster area in regard to drought conditions.
A leaching area under the black-top at the Town Office and Fire Station Building, was authorized to alleviate a sanitary problem.
The Town Dump was closed for a part of two days to eliminate the rat infestation. We are requesting an appropriation in the Board of Health Budget to continue this extermination program.

To the Honorable Board of Selectmen
Gentlemen:
On April 8, 1965 the new Zoning By-law became effective in the Town of Plainville and I was appointed agent for the Selectmen in May.
As this By-law is something entirely different to the Town of Plain- ville, I have tried to enforce these regulations in a tactful manner. It has entailed considerable traveling about town and a great deal of time investigating the various violations throughout the town.
I sent out a number of registered letters relative to renewal of gravel permits, in accordance with Section 3.8.6 Earth Removal.
Notices were also sent to those persons in violation of the junk or unregistered cars. These notices were sent at different times as it was necessary to cover the town in sections. I have received wonderful co- operation from the townspeople in this respect.
I sincerely hope I can continue to serve the Board of Selectmen and the townspeople in this capacity satisfactorily in the future.

ARTICLE 1. The following Town Officers to be chosen by ballot viz: One Town Clerk; one Auditor; one Moderator; one Tree Warden; and three Constables for one year. One Selectman, Board of Welfare; one Assessor; one Water Commissioner; one Trustee of the Public Library; one Park Commissioner; two members of the Finance Committee; and one member of the Regional School Committee, for three years. Two members of the School Committee, one for three years and one for two year. One member of the Planning Board and one member of the Hous- ing Authority for five years.
For this purpose the polls will open at eight o'clock in the forenoon and shall be closed at eight o'clock p.m. in the evening.

To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1967 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws, or take any action relative thereto.
ARTICLE 9. To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the treasury, the sum of $15,CCO for a Reserve Fund to provide for the extra-ordinary unfore- seen expenses, as authorized by Section 6, Chapter 40, General Laws, or do or act in any manner relative thereto.
ARTICLE 10. To see if the Town will vote to accept the provisions of Chapter 90 of the General Laws, and raise and appropriate or transfer from unappropriated available funds in the treasury, the sum of $6,050.00 for Chapter 90 Highway Maintenance, or do or act in any manner rela- tive thereto.
ARTICLE 11. To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the treasury, the sum of $14,650.00 for Chapter 81 Highways, or do or act in any manner rela- tive thereto.
ARTICLE 12. ARTICLE 16. To see if the Town will vote to join with other cities and towns along the Ten Mile River to create a Ten Mile River Con- ference, said organization being formed for the purpose of providing regional leadership in the solution of problems of stream clearance, pol- lution control, multiple-purpose water use, recreation, beautification and flood control and to raise and appropriate or transfer the sum of $200.00 for same, or do or act in any manner relative thereto.
ARTICLE 17. To see if the Town will vote to raise and appropriate a sum of money to purchase or erect a swimming pool, to be expended by the Board of Selectmen, and to determine the method of raising and appropriating said sum, whether by taxation, transfer of available funds, and/or borrowing, and if by borrowing to authorize the issuance of bonds or notes of the Town therefor, and to grant the Board of Select- men authority to apply for and accept on behalf of the Town any and all State or Federal Funds which may be available for the aforesaid purpose, or do or act in any manner relative thereto. (2/3 vote required if bonded.) (Approximate cost up to $90,000.00. )
ARTICLE 18. To see if the Town will vote to raise and appropriate the sum of $1,294.11, or any other sum, for the control of insects and Dutch Elm Disease, $500.11 for Insect Pest Control and $794.00 for Dutch Elm Disease, as provided under Chapter 132 of the General Laws, as amended by Chapter 657, Acts of 1956, and to be expended under the di- rection of the Moth Superintendent, or do or act in any manner relative thereto.
ARTICLE 19. To see if the Town will vote to authorize the Board of Fire Engineers to purchase Fire Alarm equipment to replace the present system and to raise and appropriate for this purpose the sum of $7,500.00 and to determine the manner of raising and appropriating the said sum, whether by transfering of available funds or by taxation, or both, or do or act in manner relative thereto.
ARTICLE 20. To see if the Town will vote to raise and appropriate or transfer the sum of $369.50 to pay the following overdraft: Interest on Temporary Loans and Maturing Debt Account, or do or act in any man- ner relative thereto.
ARTICLE 21. To see if the town will vote to raise and appropriate or transfer from available funds in the treasury, the sum of $25,000.00

for the Stabilization Fund, under authority of Chapter 40, Section 5B of the General Laws, or do or act in any manner relative thereto.
ARTICLE 22. To see if the Town will vote to raise and appropriate the sum of $12,500.00 for carrying on the different catagories of Welfare, or do or act in any manner relative thereto.
ARTICLE 23. To see if the Town will vote to create a special unpaid committee to be known as a Vocational Regional School District Planning Committee, to consist of three members, including one member of the school committee, to be appointed by the Moderator in accordance with provisions of section 14 of Chapter 71 of the General Laws, as amended; and that there be appropriated for the use of said committee, the sum of $100.00, or do or act in any manner relative thereto.
ARTICLE 24. To see if the Town will vote to create a special unpaid committee to be known as a long-range Elementary School Expansion Committee, that shall meet at regular intervals to study elementary cchool expansion needs and report at each Annual Town Meeting, this committee to be appointed by the Selectmen, and to consist of seven (7) members; one (1) member each from the Board of Selectmen, School Committee, Planning Board, Finance Committee, and three (3) at large members to be selected by the appointed members, or do or act in any manner relative thereto.
ARTICLE 25. To see if the Town will vote to raise and appropriate the sum of $1,000.00 for the Conservation Fund, to be used by the Con- servation Commission for Conservation purposes, including the purchase of land, or do or act in any manner relative thereto.
ARTICLE 26. To see if the Town will vote to transfer that parcel of land totaling approximately 56 acres, situated in the Southerly part of the Town of Plainville, on the Southerly side of Stoughton Gore, so- called, known as the "Pitcher and White" lot, appearing on the Assessors' maps as Lot #1 on Sheet #14, to the Conservation Commission of the Town of Plainville and to its custody and control for all purposes included in Chapter 40, Section 8-C and amendments thereto, or do or act in any manner relative thereto.
ARTICLE 27. To see if the Town will vote to amend the Zoning By- Law as follows:
A. In Article I, Section 1.4 by striking therefrom the word "twenty" and inserting in lieu thereof the word "fifty".

B. In Article I, Section 1.5 by striking therefrom the words "three members" and inserting in lieu thereof the words "five members".
C. In Article I, Section 1.5 by striking therefrom the words "two-as- sociate members" and inserting in lieu thereof the words "three associ- ate members".
D. In Article II, Section. 2.6.1 (c), footnote a. by striking the same in its entirety and inserting in lieu thereof "a .- 4,000 additional square feet of lot area for each family unit in excess of four family units in any single, multi-family dwelling".

Written request for renewal, ac- companied by a check for the annual fee, must be submitted at least thirty (30) days prior to the anniversary date by the holder of the permit. After publication of a notice of proposed renewal, placed at least seven (7) days prior to the review date, in a regular publication available in Town and a physical reviewing of the site to insure compliance with per- mit conditions; the Board may issue a letter of renewal.
If no renewal application is received by the Board within thirty (30) days after expiration of renewal date of the permit; it may, without further notice, declare the permit void and require a new application to be filed in accordance with Section 3.8.2 of the Zoning By-Law before al- lowing resumption of operations."

In Article III, Section 3.10.1 by striking said Section in its en- tirety and inserting in lieu thereof, the following: "3.10.1A so-called Mobile Dwelling shall at no time be serviced by or connected with power (* utilities, public or private, or erected upon any form or kind of founda- tion or ever occupied for dwelling purposes, except in a Mobile Home Park duly licensed by the Town of Plainville as and to the extent only that this By-Law permits the same and not otherwise."
P. In Article IV, Section 4.1 by striking the word "member" as used in the definition of "family" and inserting in lieu thereof the word "number".

ARTICLE 28. To see if the Town will vote to amend the Zoning By- Laws of the Town of Plainville by changing from a RB-Single family resi- dential district to an RD-General residential district, the following de- scribed parcel:
Beginning at the intersection of the northerly line of Messenger Street, with the westerly line of Taunton Street, thence northerly by the westerly line of Taunton Street, 200 feet; thence westerly in a straight line parallel with the northerly line of Messenger Street, and 200 feet dis- tant therefrom to land of the Town of Plainville; thence southerly by land of the Town of Plainville to East Bacon Street, thence easterly by the northerly line of East Bacon Street in part and in part by the north- erly line of Messenger Street to the point of beginning, or do or act in any manner relative thereto. (Petition. 2/3 vote required)
ARTICLE 29. To see if the Town will vote to amend the Zoning By- Laws by changing to a Special Industrial District the following described parcel:
Beginning at a point in the easterly line of Washington Street at the present boundary of the Special Industrial District 250 feet south of Belcher Street; thence the line runs easterly by said Special Industrial District to the Foxborough Town line; thence the line runs southerly by the Foxborough Town line 630 feet to a point 600 feet north of Mirimichi Street, thence the line runs westerly in a straight line to the easterly line of Washington Street at a point 1,878 feet, south of Belcher Street; thence the line runs north by the easterly line of Washington Street 1,628 feet to the point and place of beginning, or do or act in any manner relative thereto. ARTICLE 30. To see if the Town will vote to raise and appropriate or transfer from unexpended available funds the sum of $20,000.00 for future improvements to the water system, or do or act in any manner relative thereto.
ARTICLE 31. To see if the Town will vote to file with Home Hous- ing and Finance Agency or other agency of the United States Govern- ment, forms under Public Law 89-136 or regulation for securing and ac- ceptance of contributory funds for public works construction; such funds to be under the direction of and expended by the Water Commissoners for the purpose of constructing a water storage tank off High Street; a new well supply and pumping station on Town owned land off George Street; all pipes, conduits and related facilities necessary to the use of

the storage tank and pumping station; and water mains not less than six inches but less than sixteen inches in diameter along Fuller, Walnut, High, Warren, Hancock, Rhodes, Bow, Hawkins, Cross and South Streets; and to authorize the issuance and sale of bonds and notes of the Town (and subject to such limitations as the Town may impose) under the authority of Section 8 of Chapter 44 of the General Laws, or do or act in any manner relative thereto. (2/3 vote required if bonded.)
ARTICLE 32. To see if the Town will vote to raise and appropriate or transfer from unexpended available funds the sum of $4,000.00, such funds to be under the direction of and expended by the Water Commis- sioner for pumping test of several days' duration at the site while the ex- isting well is in normal operation; logs of the test wells installed in 1957 how that Well 7B, located about 180 feet northeasterly, yielded water freely at a depth of 40 feet. Inasmuch as the Town owns all land within 400 feet of Well 7B, thus meeting requirements of the Mass. Department of Public Health, it appears that the logical place to install a new well in that area would be at the site of Well 7B. Accordingly, with a distance of about 180 feet between wells, the above pumping tests should be con- Cucted as recommended by engineers of Camp, Dresser & McKee, rather than increasing the pumping capacity of the existing well, or do or act in any manner relative thereto.
ARTICLE 33. To see if the Town will vote to install a gravel packed well approximately 50 feet deep, a pump and pumping station connected to the public water distribution system, with electric power line, and a chain link fence to enclose the well area and access road; and to raise and appropriate for the aforesaid purpose a sum of $49,000.00, to be ex- pended by and under the direction of the Water Commissioners; and to determine how said appropriation shall be raised, whether by taxation, by appropriation of available funds, by borrowing or otherwise, and if by borrowing, to authorize the issuance and sale of bonds and notes of the Town therefor; or do or act in any manner relative thereto. (2/3 vote re- quired if bonded. )
ARTICLE 34. To see if the Town will vote to authorize the Board of Selectmen to appoint a committee of seven members, authorized to study a method of meeting municipal expansion needs, either by alteration of present facilities, use of the Garford property or new construction on the Town owned land located at the corner of School Street and Spring Street, and to appropriate or transfer the sum of $3,000.00 for preliminary plans, sketches, estimates of cost and technical assistance, or do or act in any manner relative thereto.

ARTICLE 35. To see if the Town will vote to amend the votes adopt- ed under Articles 3, 4 and 5 of the Warrant for the Special Town Meeting held on October 21, 1963 so as to reduce the aggregate amount of the ap- propriations made by said votes from $235,000.00 to $176,000.00 and so as to reduce the aggregate principal amount of the sums authorized to be borrowed pursuant to said votes from $183,000.00 to $124,000.00 or do or act in any manner relative thereto.
ARTICLE 36. To see if the Town will vote to amend the vote adopt- ed under Article 17 of the Annual Town Meeting, held on March 15, 1965, so as to rescind authority to borrow $10,000.00, and to raise and appro- priate said sum by taxation or by transfer of available funds, or do or act in any manner relative thereto.
ARTICLE 37. To see if the Town will vote to authorize the Board of Selectmen to purchase a new ambulance, and to raise and appropriate or transfer from available funds in the treasury, the sum of $5,200.00 for this purpose, or do or act in any manner relative thereto.
ARTICLE 38. To choose any committee and hear the report of any committee and act thereon.
And you are directed to serve this Warrant by posting copies thereof, in seven (7) Public Places in said Town, seven (7) days at least before the time of holding said meeting.
Hereof, fail not, and make due return of this Warrant, with your doing therecn, to the Town Clerk at or before the time and place of said meet- ing as aforesaid. Given unto our hands this sixteenth day of February in the year of our Lord one thousand nine hundred and sixty-six.
