In the name of the Commonwealth of Massachusetts you are here- by required to notify and warn the inhabitants of the Town of Plain- ville qualified to vote in Town affairs, to meet in the Elementary School Auditorium in said Plainville on
MONDAY, THE FOURTH DAY OF MARCH 1963, A.D.
at six-thirty o'clock in the forenoon, then and there to act on the fol- lowing articles, viz:
ARTICLE 1. The following Town Officers to be chosen by ballot viz: One Town Clerk, One Auditor, One Moderator, One Tree Warden, and Three Constables for One Year. One Selectman, Board of Public Welfare, One Assessor, One Water Commissioner, One Trustee Public Library, One Member Regional School District Committee, One Park Commissioner, for Three Years. Two Members School Committee; one for Two Years and One for Three Years. Two Members of the Plan- ning Board; One for Two years and One for Three Years. Three Members of the Finance Committee, One for Two Years and Two for Three Years.
For this purpose the polls will be open at six-thirty o'clock in the forenoon and shall be closed at eight p. m. in the evening.
For the consideration of all other Articles in this Warrant the Meeting shall stand adjourned to the Third Monday in March at 7:30 p. m. in the Auditorium of the Plainville Elementary School of South Street in said Town.

ARTICLE 7. To see if the Town will vote to have the surety of the Collector of Taxes, Deputy Collector of Taxes, Treasurer, Town Clerk, Secretary of the Water Department and Clerk of the Select- men's bond placed with a fidelity or guarantee company, and appro- priate a sum of money to pay for same.
ARTICLE 8. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the fi- nancial year, beginning January 1, 1964 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
ARTICLE 9. To see if the Town will vote to raise and appro- priate a sum of money for a Reserve Fund to provide for the extra- ordinary unforseen expenses, as authorized by section 6, Chapter 40, General Laws, or do or act in any manner relative thereto.
ARTICLE 10. To see if the Town will vote to accept the pro- visions of Chapter 90 of the General Laws, and raise and appropriate or transfer from unappropriated available funds in the treasury, a

sum of money for Chapter 90 Highway Maintenance, or do or act in any manner relative thereto.
ARTICLE 11. To see if the Town will vote to raise and appro- priate or transfer from unappropriated available funds in the treas- ury, a sum of money for Chapter 81 Highways, or do or act in any manner relative thereto.
ARTICLE 12. To see if the Town will vote to raise and appro- priate or transfer from available funds in the treasury, a sum of money for Chapter 90 Highway Construction, to start the laying out and construction of George Street from Route 1 to School Street, or to reconstruct and widen Messenger Street from a point opposite the home of Eugene Gucwa eastward to junction of Route 106, or do or act in any manner relative thereto.
ARTICLE 13. To see if the Town will vote to raise and appro- priate or transfer from available funds in the treasury, a sum of money for permanent road construction from George Street to Cowell Street, or do or act in any manner relative thereto.
ARTICLE 14. To see if the Town will vote to file with the Home Housing and Finance Agency or other agency of the United States Government forms under Public Works Acceleration Act P. L. 87-8658 or regulation for the securing and acceptance of contributory funds for public works construction and to raise and appropriate a matching sum not to exceed $210,000 .; such funds to be under the direction of and expended by the Water Commissioners for the pur- pose of constructing a water storage tank on Town owned land off East Bacon Street; a new well supply and pumping station on Town owned land off George Street; all pipes conduits and related facilities necessary to the use of the storage tank and pumping station; and water mains not less than six inches but less than sixteen inches in diameter along South Street, East Bacon Street, Messenger Street, Everett Street and George Street with connections to Washington Street and School Street; and to authorize the issuance and sale of bonds and notes of the Town (and subject to such limitations as the Town may impose) under the authority of Section 8 of Chapter 44 of the General Laws, or do or act in any manner relative thereto.
ARTICLE 15. To see if the Town will vote to raise and appro- priate or transfer from unexpended available funds the sum of $20,000. for future improvements to the water system, or do or act in any man- ner relative thereto.

ARTICLE 16. To see if the town will vote to raise and appro- priate or transfer the sum of $5,000, or any other sum to the Fire De- partment Apparatus Fund, or do or act in any manner relative thereto.
ARTICLE 17. To see if the Town will vote to authorize the Board of Fire Engineers to appoint three permanent fire-fighters and raise and appropriate, or transfer a sum of money for this purpose, or do or act in any manner relative thereto.
ARTICLE 18. To see if the Town will vote to raise and appropri- ate or transfer from available funds in the treasury, the sum of $45,- 000. for the Stabilization Fund, under authority of Chapter 40, Section 5B of the General Laws, or do or act in any manner relative thereto.
ARTICLE 19. To see if the Town will vote to raise and appro- priate the sum of $4,176.54, this being the amount apportioned to Plainville as its share of the cost of the Norfolk County Retirement System, or do or act in any manner relative thereto.
ARTICLE 20. To see if the Town will vote to raise and appro- priate the sum of $1,300. or any other sum, for the control of insects and Dutch Elm Disease ($1,000. for Dutch Elm Disease and $300. for insect pest control) as provided for under Chapter 132 of the General Laws as amended by Chapter 657, Acts of 1956, and to be expended under the direction of the Moth Superintendent, or do or act in any manner relative thereto.
ARTICLE 21. To see if the Town will vote to raise and appro- priate the sum of $20,000. for carrying on the different catagories of Welfare, or do or act in any manner relative thereto.
ARTICLE 22. To see if the Town will vote to raise and appro- priate or transfer the sum of $3,102.60, this being the Town's share of the cost of the Norfolk County Group Insurance Plan, under Chap- ter 32B of the General Laws, or do or act in any manner relative there- to.
ARTICLE 23. To see if the Town will vote to raise and appro- priate the sum of $300., for the foreclosing of Tax Titles by the Treas- urer, as required by Chapter 185 of the Acts of 1946. (6 Tax Titles at $50.)
ARTICLE 24. To see if the Town will vote to raise and appro- priate a sum of money for Civilian Defense, or do or act in any man- ner relative thereto.

ARTICLE 25. To see if the Town will vote to accept Section 103A of Chapter 54 of the General Laws (Ter. Ed.) of the Commonwealth of Massachusetts, relative to absent or physically disabled voters, or do or act in any manner relative thereto.
ARTICLE 26. To see if the Town will vote to accept the pro- visions of General Laws, Chapter 40, Section 8C, as amended, and di- rect the Selectmen to appoint a Conservation Commission in accord- ance therewith to promote the natural resources and protect the watershed resources of Plainville, or do or act in any manner rela- tive thereto.
ARTICLE 27. To see if the Town will vote to install one new street light on Pole #2 East Bacon Street, and increase the candle power on light at the intersection of Route 1A and 106, and to raise and appropriate a sum of money to pay for same, or do or act in any manner relative thereto.
ARTICLE 28. To see if the Town will vote to accept an Amend- ment to the King Philip Regional School District Agreement proposed by the Regional School District Committee and entitled "Amendment Number Two to Agreement for Regional School District School, Towns of Norfolk, Plainville, and Wrentham," so as to permit the junior high school buildings to be located in the Towns of Plainville and Nor- folk. The amendment provides for changing Section III of the Agree- ment (which now reads "The regional district school shall be located in the town of Wrentham, as near as feasible to the geographic and population centers of the district.") so that it reads as follows: "Sec- tion III. The original district school building and additions thereto and any additional but separate regional district school buildings and additions thereto, shall be located in the town of Wrentham as near as feasible to the geographic and population centers of the district, pro- vided that an additional building or buildings and additions thereto may be located in the Towns of Norflok and Plainville to accommo- date pupils in any one or more of the grades of the district, seven to nine, inclusive."
ARTICLE 29. To see if the Town will vote to amend Article XI Section I of its By-Laws by striking therefrom the second sentence thereof and inserting in lieu thereof, the following: "He shall be paid such compensation as the Selectmen from time to time shall de- termine."
ARTICLE 30. To choose any committee and to hear the report of any committee and act thereon.

PROCEEDINGS OF THE FIFTY-EIGHTH ANNUAL TOWN MEETING
Plainville Elementary School Auditorium
March 4, 1963
Pursuant to the foregoing warrant, the Fifty-Eighth Annual Town Meeting was held in the Elementary School Auditorium.
The call of the meeting was read by Moderator Charles O. Peasley, and the polls declared officially opened at 6:30 A.M. The ballot box was inspected by Earl B. Thompson, Alan Reeve, Alan Breen, Ann Ryan and Marion Reilly. The ballot box was declared empty, dial set at zero and locked and the key turned over to the police officer, Alan Reeve.
The following officials, having been appointed by the Selectmen, were sworn in by Town Clerk Austin F. Grant:

MINUTES OF THE ADJOURNED TOWN MEETING MARCH 18, 1963
The adjourned Town Meeting was called to order at 7:30 P.M. by Moderator Charles O. Peasley. The voters were checked into the hall by Registrars Richard Cobb and John Martin. The voting lists showed the following present: 100 women and 176 men, total 276 voters.
The Moderator called upon Rev. Wayne G. Austin for the Invocation.
The bounds of the hall were declared to be the seats on the floor and non-registered voters were restricted to the bleachers.
The Moderator appointed the following as tellers: John Faria and Clifford Cooper, right side of the hall; Ralph Hancock and Willard Ayer, the left side of the hall. Austin F. Grant, Town Clerk, was appointed Ballot Box Officer in the event of a ballot vote.

The Moderator stated if there were no objections, the minutes of the meeting of March 4, 1963, Election of Officers, would not be read. There were no objections.
ARTICLE 2. Upon motion by Miles E. Hooker and seconded by Ray- mond V. Miller and unanimously voted, Alec H. Fredrickson, Francis W. Simmons, Everett W. Skinner and George N. Snell were appointed Meas- urers of Wood, Bark and Lumber for the ensuing year.
Upon motion by Miles E. Hooker and seconded by Raymond V. Miller and unanimously voted, Ernest J. LaPorte, Donald J. Peck and Clarence P. Avery were appointed Field Drivers and Fence Viewers for the ensuing year.
ARTICLE 3. Motion by Raymond Miller and Unanimously voted that that the reports of the Selectmen, Treasurer and other Town Officers be accepted as printed with the exception of any typographical errors.
ARTICLE 4. Motion by Everett W. Skinner and seconded by LeRoy B. Wilson and unanimously voted that the town accept the provisions of Chapter 81 of the General Laws.
ARTICLE 5. Motion by Marshall E. Brown and seconded by Ray- mond Crowell that the town vote to fix the salaries and compensation of all elective officers of the Town of Plainville, as provided by Section 108 of Chapter 41, General Laws, as amended, as follows, and unanimously voted.

Motion by Arthur W. Washburn that Article 17 be considered at this time, seconded by Raymond V. Miller and unanimously voted.
ARTICLE 17. Motion by Henning Fredrickson and seconded by David Lomasney that the town vote to authorize the Board of Fire Engi- neers to appoint three permanent fire fighters and raise and appropri- ate the sum of $8,840 for this purpose. Mr. Lomasney spoke of the need for a permanent fire department, and after considerable debate Mr. Bancroft Austin called for a ballot vote. The result of this vote was Yes: 42, No: 220, total 262. The motion for a permanent fire department was lost.
At this time Robert O. Malin made a motion that Article 27 be taken up at this time. (Street lights at intersection of Routes 1A and 106). Unanimously voted.
ARTICLE 27. Motion by Robert O. Malin and seconded by Raymond V. Miller and unanimously voted that the town install one new street light on Pole #2 East Bacon Street, and increase the cand.e power on light at the intersection of Route 106 and 1A, the money to pay for same is included in Article 6, section 12 for Street Lights.
ARTICLE 6. Motion by Robert O. Malin and seconded by Daniel Malone that the town appropriate and raise such sums of money as may be required to defray town charges for the financial year ending Decem- ber 31, 1963 and expressly for the following purposes to wit: the total sum of $562,650.39.

A motion was made by Eugene Thayer and seconded by Francis McCabe, that the appropriation for the Park Department be increased by $250 in order to hire a woman supervisor, part time, for the summer park program. Motion passed to appropriate the sum of $4,250.00 for the Park Department.
