ARTICLE 33. Motion by Stanley Cole that the Town authorize the Board of Selectment to appoint a commit- tee of five members authorized to study a method of meeting school expansion needs, either by addition to present facilities or by new construction and/or to de- termine upon a desirable location.


This article was amended by Harry Schoening, Jr. by adding: and for preliminary plans, sketches, estimates of cost and technical assistance; and to raise and appro- priate the sum of $5,000.00 for the necessary expense of this work.


After much discussion the question was called for and the voice vote doubted. A standing vote was called for. Results of standing vote: Yes 47, No 55. Amendment defeated.

entitled "Amendment Number One to Agreement for Reg- ional School District, Towns of Norfolk, Plainville and Wrentham" be and it is hereby accepted. So voted, not unanimous.


ARTICLE 36. Report of Committees. As a result of several meetings of study covering the Town Office ex- pansion, your Committee submits the following proposals. Taking into consideration there are three possibilities of expansion. That is: 1. By adding on to the side of the present Town Office building, for which investigation has indicated there is not sufficient land available without a provisional vote by the Legislature. 2. Adding a sec- ond floor to the present offices, which in consideration to the older people of the town was discarded. 3. It is felt most advisable and we recommend, that the Town of Plainville take steps and make provisions for the fu- ture erection of a new one-story Town Office building to be erected on the land presently owned by the town and located on the old school building site, on the corner of School and Spring Streets. This building to be designed to house all of the major offices of the town with the ex- ception of the Police Department, which would, at its present rate of growth, require the additional space that would be available. We further recommend that a com- mittee of seven (7) be appointed at this time, said com- mittee to consist of one member of the Board of Select- men, the Town Clerk, the Town Treasurer, one member of the Board of Assessors, one member of the Finance Committee, and two legal voting residents of the Town of Plainville, to investigate and submit possible plans, speci- ficiations. and the cost of a new Town Office building for the Town of Plainville for consideration at the next annual Town Meeting.

MINUTES OF THE SPECIAL TOWN MEETING


SEPTEMBER 10, 1962


A Special Town Meeting was held in the auditorium of the Plain- ville Elementary School, Monday, September 10, 1962. The meeting was called to order at 12:00 o'clock noon by the Town Clerk, Austin F. Grant, for the purpose of choosing, by ballot viz: One Selectman, Board of Public Welfare for unexpired term ending March 1963.


The following officials, having been appointed by the Selectmen, were sworn in by the Town Clerk: Violet R. Osterholm, (R) Ann Ryan (D), Bertha Thompson (R) and Dorothy Hastings (D), Helen Cobb (R) and Marion McCabe (D) as alternates, Tellers.

Summary


The proposed amendment imposes no new taxes but gives the Gen- eral Court the power to pass an income tax at graduated or propor- tioned rates and is a change in the constitutional limitations now in effect on the power of the General Court to pass tax measures. The proposed amendment would add a new Article to the Constitution of the Commonwealth by which full power and authority is granted to the General Court, in the alternative to the power and authority to tax incomes in the manner provided in Article XLIV of the Amendments to the Constitution, to impose a tax on incomes at rates which are proportioned or graduated according to the amount of income received, irrespective of the source from which it may be derived, and to grant reasonable exemptions, deductions and abatements. It further provides that any property the income of which is taxed under the provisions of the proposed Article may be exempted from the imposition and levying of proportional and reasonable assessments, rates and taxes as at present authorized by the Constitution, and that the Article shall not be construed to limit the power of the General Court to impose and levy reasonable duties and excises.

This act increases the compensation each member of the General Court shall receive for each regular annual session from fifty-two hundred dollars to sixty-seven hundred dollars and increases the addi- tional compensation the President of the Senate and the Speaker of the House of Representatives shall receive from fifty-two hundred dollars to sixty-seven hundred dollars. The act also increases the additional compensation the floor leaders of the major political parties in the Senate and House of Representatives, Chairman of the Senate Commit- tee on Ways and Means and the Chairman and Vice-Chairman of the House Committee on Ways and Means shall receive from twenty-six hundred dollars to thirty-three hundred and fifty dollars, and provides that a member of the General Court chosen to fill a vacancy, or who resigns his seat during a regular annual session, shall receive a per diem compensation at the increased rate of compensation.

The State Election was held in the Auditorium of the Plainville Elementary School, November 6, 1962, it being the first Tuesday after the first Monday.

At 8:00 P.M. the polls were declared closed by Election Warden Earl B. Thompson. The ballot box registered 1,514 total votes cast. At this time the absentee ballots were checked off the lists and put through the ballot box, making a total of 1,537 ballots cast. 796 women and 741 men.
