REPORT OF THE PLANNING BOARD
Honorable Board of Selectmen
Gentlemen:
Planning Board activities for the past year have been many and varied.
At the present time we have two sub-divisions under construction con- sisting of some sixty-seven house lots.
Master Planning and Zoning as set up by Economic Development Associates of Boston along with the Board has just been completed.
Due to other pressing town affairs warranting special town meetings, we on the Board feel we should wait until after our annual town meeting before we call for public hearings and another special town meeting on Zoning.
We expect this coming year will be a very busy and coonstructive period of time, not only for the Planning Board but for all the residents of Plainville.

REPORT OF THE CONSERVATION COMMISSION
To the Honorable Board of Selectmen
Gentlemen:
Plainville voters at the annual town meeting in March 1963, accepted provisions of the General Laws and directed the Selectmen to appoint a Conservation Commission to promote the natural resources and protect the watershed resources of Plainville.
Appointed to the Commission were: Mrs. Dorothy Chevers, Mrs. Grace Simmons, Alec Fredrickson, three years; John Flynn, Clifton DeMotte, two years; Stanley Myers, Raymond Smith, one year. Robert Proal and Everett Skinner, ex-officio members. Mr. Smith was elected chairman and Mrs. Simmons, secretary.
The Commission was fortunate to acquire nearly 200 acres of land, The Cowell property, by vote of the town at the November 18, 1963 special town meeting. The Commission wishes to maintain this property in its natural state, cutting through natural paths and fire lanes. The State. Division of Fisheries and Game, will send a representative to the area in the spring to give helpful hints as to full utilization of this natural resource.
Wishing to work in conjunction and cooperation with Conservation Commissions of neighboring towns, the local Commission sponsored two area sessions in Plainville Town Offices. Wrentham, Foxboro, Attleboro and North Attleboro sent strong representation to these meetings.
A prime objective of the Commission is to have the Cowell property surveyed and boundary markers set out.
A film, Water Bill U. S. A. was shown to a large gathering before the January 20th special town meeting, to acquaint interested persons with vital problems of Conservation.

The past year has been a very successful year in the operation of the Public Library.
We have made several improvements in our Library. With the co- operation of Mr. Titus and the Vocational Boys of King Philip Regional High School a new ceiling was put up in the Fiction Room, and new shelving was installed.
Mrs. Richard Cobb, Librarian, and Mrs. Robert Keniston, Assistant Librarian, continue to give excellent service to our readers and scholars.

REPORT OF THE PARK DEPARTMENT
To the Honorable Board of Selectmen:
Gentlemen:
During the year 1963 the Plainville Town Park has again been the center of recreational activity for both the children and the adults of the town.
The average daily attendance for the summer program was one hundred and seventy-five people, with some days more than three hun- dred taking part in the activities.
Under the guidance of competent supervisors the day to day summer program was one of the most successful ever.
In addition to the swimming program various games and activities were organized to present a more rounded program for the children. Under the direction of the new woman supervisor, a new arts and craft program was enjoyed by many.
Addition work on the tennis courts and reclaiming land on the peri- phery of the present area by filing it in was also carried out.
New swings were purchased for the baby area and other equipment purchased for the older participants.
A retaining wall was installed around the baby pool to make a more closed-in and safer place for the young.
The rotting away of the bridge made it necessary to have a new, longer lasting bridge built.
We are still investigating the possibilities of placing neighborhood play areas in different locations throughout the town. We think that this would be a wise move because of the distance and ensuing traffic haz- zards that younger children in the town come up against in walking to the town park. These children are therefore, not able to participate in or take full advantage of the park activities and facilities.

The need for a storage shed for the equipment which is used to con- duct the park program is evident. This problem will be looked into more thoroughly during the coming year.
In conclusion we would like to express our pleasure in being able to take part in naming the Plainville Town Park in honor of the late Clarence E. Telford.

REPORT OF THE HIGHWAY DEPARTMENT
To the Honorable Board of Selectmen:
Gentlemen:
The folowing streets were surface treated with one-quarter gallon per square yard of M.C. 4 asphalt with a sand cover: Robin Street, a distance of 600 feet; Bugbee Street, a distance of 1350 feet; Rhodes Street from Bow Street to High Street, a distance of 1600 feet; Cross Street from Route 1A westerly, a distance of 2200 feet; Berry Street, a distance of 3960 feet; High Street from Warren Street easterly, a distance of 1200 feet; High Street from Cross Street easterly, a distance of 1600 feet; West Bacon Street from the North Attleboro Town line, a distance of 3432 feet; Wade Road, a distance of 250 feet.
West Bacon Street from Bacon Square westerly a distance of 1800 feet; High Street, a distance of 1200 feet; Grove Street from Bubgee Street northerly, and Taunton Street from the Wrentham line, a distance of 2400 feet, received an application of sand and stone asphalt road mix.
Under Chapter 90 Maintenance, East Bacon Street from Washington Street southerly, a distance of 1600 feet, two inches of Bituminous Con- crete Type I-1 was applied; road shoulders and drainage on East Bacon Street and Messenger Street were done under this Chapter.
Under Chapter 90 New Construction, Taunton Street was completed. George Street construction was started, but when word was received that water was to be installed we held up on this project until the Water De- partment completed their engineering.
Under the Drainage program, forty feet of 48-inch concrete pipe and two cement head walls were replaced on Mirimichi Street. Two catch basins and 300 feet of 15-inch cement pipe were installed on Riley Street.
Under the Sidewalk program 542 feet of Bituminous concrete walk was constructed on South Street from Cross Street to Berry Street.
The old Cemetery on West Bacon Street was mowed and cleaned up during the summer months.
In conjunction with the Highway Department program, catch basins were cleaned, brush cut along the roadside, gravel roads were graveled

and scraped, bituminous patching and the usual maintenance of roads was realized.
Hancock Street was widened and surfaced from High Street to Bow Street.
The Chapter 782 money was used to widen, reconstruct and asphalt George Street from School Street to Cowell Street.

REPORT OF THE SCHOOL BUILDING COMMITTEE
To the Honorable Board of Selectmen:
Gentlemen:
The School Building Committee wishes to report that in the past year we have accomplished a great deal toward the construction of a new elementary school.
The first step was the selection of an architect. Stone Associates of Boston was selected after interviewing 5 architects of the 23 who applied.
Educational Specifications were filed with the M.S.B.A.C. (Massa- chusetts School Building Assistance Commission) in September 1963.
The site selected by the School Expansion Needs Committee was found unsuitable after a thorough investigation by the School Building Committee. A site on Messenger Street was selected. The M.S.B.A.C., the E.D.A. (Master Planners) and the architect all agreed that this was the best site. Money for the site was voted at a Special Town Meeting on November 18, 1963.
The preliminary plans were approved by the M.S.B.A.C. at a con- ference with the School Building Committee on November 12, 1963.
School construction funds were authorized at a Special Town Meet- ing January 20, 1964.
At the time this report was written sub-bids were to be opened Febru- ary 11, 1964, general contractor bids February 18, 1964 and a meeting with the M.S.B.A.C. for final approval was scheduled for February 21, 1964.

Gentlemen:
I herewith submit my report as Inspector of Wires for the Town of Plainville for the year ending December 31, 1963.
Fifty-five permits were issued and $55.00 in fees turned over to the Town Treasurer.
I would like to take this opportunity to thank the Board of Selectmen, Town Departments, Contractors and the townspeople for the cooperation given me during the year.

REPORT OF THE BUILDING INSPECTOR
To the Honorable Board of Selectmen
Gentlemen:
I herewith submit my annual report as Building Inspector for the Town of Plainville for the year ending December 31, 1963.
A total of sixty-four permits were issued, and fees amounting to $390.00 were collected for same.
These permits consist of eight Business, 11 homes, 4 trailers and 64 miscellaneous, totaling $360,604.65.00.
I have again inspected all places serving food and drink and have renewed certificates of inspection.
I would like to thank the Board of Selectmen and all various people for their courtesy and cooperation.

The required monthly reports were sent to the Department of Health.
Fourteen carcasses have been inspected and stampd.

All cattle brought in from out of state were identified by ear tag and released.
The fall inspection asked for by the State was completed and the report sent to the State.

1963
REPORT OF WATER COMMISSIONERS - 1963
To the Honorable Board of Selectmen
Gentlemen:
Following is the report of the Water Department for the year ending December 31, 1963, which has been a busy one, but which we feel will be of great benefit to the town.
Two old water services were renewed, three broken hydrants repair- ed, six new services installed and twenty-five meters installed in homes without meters.
Deed for land purchased for well sites were received, having been duly recorded with Norfolk County Deeds Book 4044, page 30.
The commissioners were notified October 3, 1963 by telegram, signed by Senator Ted Kennedy and Congressman Joseph W. Martin, Jr., that the town had been awarded the grant of $210,000.00 for APW Mass. 57G water project with verification on October 9, 1963 from HHFA, New York. The townspeople showed their approval by their unanimous vote at the Special Town Meeting on October 21st. All papers immediately necessary were signed following the town meeting in the Town Offices by Com- missioners, Town Clerk, Selectmen and town counsel. Contract specifi- cations and maps for the project completed by Camp, Dresser & McKee, have been approved by HHFA. Town Treasurer William Armstrong has handled the authorized bonds. Contracts were properly advertised in the local paper and will be publicly opened January 16, 1964 in the Town Office Building.
We wish to thank the Selectmen, Town Clerk, Treasurer, also the townspeople, Highway Dept., North Attleboro Water Dept., for the co- operation rendered this board during the year.
