ARTICLE 9. Motion by Stanley Cole and seconded by Miles Hooker that the Town vote to transfer $10,000 from available funds in the treasury to a Reserve Fund to provide for the extraordinary unforseen expenses. as authorized by Section 6, Chapter 40, General Laws. Unanimously voted.

ARTICLE 10. Motion by Everett Skinner and seconded by Raymond V. Miller and unanimously voted that the town vote to raise and appropriate the sum of $1,550.00 for the cost of the Town's share of Chapter 90 Highway Main- tenance and that in addition the sum of $3,000.00 be trans- ferred from unappropriated available funds in the treasury to meet the State and County's share of the cost of the work, the reimbursement from the State and County to be restored upon their receipt to unappro- priated available funds in the Treasury.
ARTICLE 11. Motion by Everett Skinner and seconded by Raymond Miller and unanimously voted that the town raise and appropriate the sum of $4,750.00 to meet the town's share of the cost of Chapter 81 Highways, and that in addtion the sum of $9,900.00 be transferred from unappropriated available funds in the Treasury to meet the State's share of the cost of the work. The reimbursement by the state to be restored upon the receipt to unappropriated available funds in the Treasury.
ARTICLE 12. Motion by Everett Skinner and seconded by Miles Hooker and unanimously voted that the Town raise and appropriate the sum of $12,050.00
to start the laying out and construction of George Street from Route 1 to School Street, or to reconstruct and widen Messen- ger Street from a point opposite the home of Eugene Gucwa eastward to junction of Route 106, under Chapter 90 of the General Laws. The money to be raised as follows: The Town's share of $3,050.00 be raised and appropriated by taxation and the State and County's share of this work, $9,000.00 to be transferred from unappropriated available funds in the Treasury. The reimbursement from the State and County to be restored upon their receipt to unappro- priated available funds in the Treasury.
ARTICLE 13. Motion by Everett Skinner and seconded by Raymond Miller and unanimously voted that the sum of $5,381.12 be appropriated for the permanent construction of George Street, from School Street to Cowell Street and to meet said appropria- tion the sum of $5,381.12 be transferred from proceeds received from the State under the provisions of Chapter 782, Acts of 1962.

Upon reconvening the meeting Gordon Proal made the motion that Article 28 be taken up at this time, as many of the voters were leaving, and this article was important to the town.
ARTICLE 28. Motion by Gordon Proal and seconded by Raymond Miller that the proposed amendment to the King Philip Regional School District Agreement entitled "Amendment Number Two to Agreement for Regional School District, Towns of Norfolk, Plainville and Wrentham" be and it is hereby accepted. Unanimously voted.
ARTICLE 14. Motion by Raymond Crowell and seconded by Daniel Maione that No Action be taken on this article. (File with the Home Housing and Finance Agency forms under Public Works Acceleration Act. P. L. 87-8658 or regulations for securing and accepting contributory funds for public works construction.) Mr. LeRoy Wilson explained the purpose of this Act, and as government approval has not been received at this time, a special town meeting will be called in the future to consider this article. Unanimously voted that No Action be taken.
ARTICLE 15. Motion by Daniel Malone and seconded by Raymond Miller that the town vote to transfer from available funds in the Treasury the sum of $10,000.00 to the Water Main Reserve Account, for future improve- ments to the Water System. Unanimously voted.
ARTICLE 16. Motion by Marshall Brown and seconded by Daniel Malone and unanimously voted that the sum of be raised and appropriated for the Fire Department Appa- ratus Fund.

ARTICLE 21. Motion by Stanley Cole and seconded by Raymond Miller and unanimously voted that the sum of be raised and appropriated for the carrying on the different categories of Welfare. Mr. George Pray questioned the de- crease in the appropriation, and it was explained that because of the balance in the Federal Grant Account it was expected that this appropriation would be adequate.
ARTICLE 22. Motion by Raymond Crowell and seconded by Raymond Miller that the Town vote to raise and appro- priate the sum of $3,102.60
for the Town's share of the cost of the Norfolk County Group Insurance Plan, under Chapter 32B of the General Laws. Unanimously voted.
ARTICLE 23. Motion by Daniel Malone and seconded by Miles Hooker that the Town vote to raise and appropriate the sum of $300.00
for the foreclosing of Tax Titles by the Treasurer, as required by Chapter 185 of the Acts of 1946. Unanimously voted.

for Civilian Defense, and unanimously voted.
ARTICLE 25. Motion by Eugene Thayer and seconded by Francis McCabe that the Town vote to accept Section 103A of Chapter 54 of the General Laws (Ter. Ed.) of the Commonwealth of Mass. relative to absent or physically disabled voters. As the voice vote was doubted a. standing vote was called for. Results of standing vote: Yes: 93, No: 37. Motion carried.
ARTICLE 26. Motion by Raymond Miller and unanimously voted that the Town accept the provisions of General Laws, Chapter 40, Section 8C, as amended, and direct the Selectmen to appoint a Conservation Com- mission in accordance therewith to promote the natural resources and protect the watershed resources of Plainville. A committee of seven members and not more than nine members to be appointed.

ARTICLE 27. Motion by Miles E. Hooker and seconded by Raymond V. Miller and unanimously voted that the Town amend Article II Section of its By-laws by striking therefrom the second sentence thereof and inserting in lieu thereof, the following, "He shall be paid such compensa- tion as the Selectmen from time to time shall determine." (2/3 vote required. )
ARTICLE 30. Under this article, Mr. George Pray questioned the status of three appointed committees studying school problems. The Moderator ruled that the School Expansion Needs Committee had been discharged and its report had been accepted by the Town, leaving Com- mittees 1 and 3 still in existence. (Educational Planning Committee and School Building Committee.)
Mr. Harry Schoening, Chairman of the School Building Committee reported on recent meetings of the School Building Committee and ad- vised the voters that a special town meeting will be held when a full report is complete.
At 10:40 upon motion by Jay Clough the Town Meeting was adjourned.

ARTICLE 1. To see if the Town will vote to rescind the vote of Article 1, of June 26, 1961, and transfer from this article $17,000.00 into the Water Main Reserve Account, or do or act in any manner relative thereto.
ARTICLE 2. To see if the Town will vote to rescind the vote of Article 2 of June 26, 1961, and transfer from this Article $5,500.00 into the Water Main Reserve Account, or do or act in any manner relative thereto.
ARTICLE 3. To see if the Town will vote to file with the Home Housing and Finance Agency or other agency of the United States Gov- ernment forms under Public Works Acceleration Act, P. L. 87-8658 or regulation for the securing and acceptance of contributory funds for pub- lic works construction and to raise and appropriate a matching sum not to exceed $210,000.00 such funds to be under the direction of and expended by the Water Commissioners for the purpose of constructing a water stor- age tank on Town owned land off East Bacon Street; a new well supply and pumping station on Town owned land off George Street; all pipes. conduits and related facilities necessary to the use of the storage tank and pumping station; and water mains not less than six inches but less than sixteen inches in diameter along South Street, East Bacon Street, Messenger Street, Everett Street and George Street with connections to

ARTICLE 4. To see if the Town will vote to install 850 feet, more or less, of water mains, not less than six inches but less than sixteen inches in diameter, Southerly on Taunton Street to the North Attleboro Town line, and to raise and appropriate for the aforesaid purpose, a sum not to exceed $10,000.00 to be expended by and under the direction of the Water Commissioners and to determine how said appropriation shall be raised, whether by taxation, by appropriation of available funds, by borrowing or otherwise, and if by borrowing, to authorize the issuance and sale of bonds and notes of the Town thereof, or do or act in any manner relative thereto.
ARTICLE 5. To see if the Town will vote to install 1200 feet, more or less, of water mains, not less than six inches but less than sixteen inches in diameter, Easterly on Messenger Street to the proposed new Elementary school, and to raise and appropriate for the aforesaid pur- pose a sum not to exceed $15,000.00 to be expended by and under the direction of the Water Commissioners and to determine how said appro- priation shall be raised, whether by taxation, by appropriation of avail- able funds, by borrowing or otherwise, and if by borrowing to authorize the issuance and sale of bonds and notes of the Town thereof; however, t'iat no bond authorized under this Article shall be issued and no con- struction shall be initiated until such time as the property is purchased for school purposes, or do or act in any manner relative thereto.
And you are directed to serve this Warrant, by posting up seven (7) attested copies thereof in said Town, seven (7) days at least before the time of holding said meeting.

MINUTES OF SPECIAL TOWN MEETING
OCTOBER 21, 1963
A special town meeting was held in the auditorium of the Elemen- tary School on Monday, October 21, 1963. The meeting was called to order by the Moderator, Charles O. Peasley at 7:35 P.M.
The call of the meeting was read by Town Clerk, Austin F. Grant.
The Moderator appointed the following as tellers: Right side of hall: Arthur W. Washburn, Jr. and Fred Paul, Jr .; left side of hall: Ralph Hancock and Robert Root. Town Clerk, Austin F. Grant was appointed Ballot Box Officer in the event of a ballot vote.
The voters were checked into the hall by Registrars of Voters, Rich- ard M. Cobb and John Martin and lists showed 135 voters present; 82 men and 53 women.
The bounds of the hall were declared to be the seats on the floor of the auditorium, persons sitting in the bleachers would not be entitled to vote.

ARTICLE 1. Motion by Mrs. H. Bertha Browne and seconded by Robert Malin that the town vote to rescind the vote of Article 1 of June 26, 1961 Special Town Meeting and transfer from this article $17,000.00 into the Water Main Reserve Account. As this article required a two-thirds vote, a standing vote was called. Unanimously voted-Yes: 94; No: 0.
ARTICLE 2. Motion by Stanley Cole and seconded by Raymond Miller that the town vote to rescind the vote of Article 2 of June 26, 1961 and transfer from this article the sum of $5,500.00 into the Water Main Reserve Account. A two-thirds vote re- quired. Unanimous vote-Yes: 108, No: 0.
ARTICLE 3. Motion by Robert O. Malin and Seconded by Raymond V. Miller that the sum of Two Hundred Ten Thousand ($210,000.00) Dol- lars be appropriated for the purpose of providing the Town's share for the construction of a water storage tank on Town-owned land off East Bacon Street, the construction of a new well supply and a pumping station on Town-owned land off George Street, the laying of all pipes, conduits, and related facilities necessary to the use of the storage tank and pumping station, and the laying of water mains of not less than six inches but less than sixteen inches in diameter along South Street, East Bacon Street, Messenger Street, Everett Street, and George Street, with connec- tions to Washington Street and School Street;
The forms to be filed with the Housing and Home Finance Agency of the United States Government under Public Works Acceleration Act P. L. 8-8658 or regulation for the securing and acceptance of contributory funds for public works construction;
That, to meet said appropriation of Two Hundred Ten Thousand ($210,000.00) Dollars, the sum of Fifty-Two Thousand ($52,000.00) Dollars be transferred from the Water Main Reserve Account, and the Town Treasurer with the approval of the Selectmen be and he hereby is authorizd, under and pursuant to the Massachusetts General Laws, Chap- ter 44, Section 8, Clauses 4 and 5, and any other law thereto enabling. to issue and sell, at one time or from time to time, serial bonds or notes of the Town in the aggregate principal amount of One Hundred Fifty- Eight Thousand ($158,000.00) Dollars, each such issue to be payable over a term not to exceed fifteen years from the date thereof; and
That the total proceeds from the transfer of said funds and the sale of said bonds and notes be under the direction of and expended by the Water Commissioners of said Town for the above-named purposes.

ARTICLE 5. Motion by Richard Flynn and seconded by Raymond Miller that the Town vote to install 1200 feet, more or less, of water mains, not less than six but less than sixteen inches in diameter, easterly on Messenger Street to the proposed new Elementary School.
That a sum not to exceed Fifteen Thousand ($15,000.00) Dollars be appropriated for the aforesaid purpose;
That to meet said appropriation of Fifteen Thousand ($15,000.00) Dollars, the Town Treasurer with the approval of the Selectmen be and he hereby is authorized, under and pursuant to Massachusetts General Laws, Chapter 44, Section 8, clauses 4 and 5, and any other law enabling, to issue and sell bonds or notes of the Town in the aggregate principal amount of Fifteen Thousand ($15,000.00) Dollars, to be payable over a term not to exceed fifteen years from the date thereof;
That the proceeds from the sale of said bonds or notes be under the direction of and expended by the Water Commissioners of the said Town for the above-named purposes;

However, that no bond authorized under this Article shall be issued and no construction shall be initiated until such time as the property is purchased for school purposes.
Arthur W. Washburn, Jr., questioned the locations as having no point of beginning, and Everett W. Skinner amended the Article to read: To install 1200 feet, more or less, of water mains, not less than six inches but less than sixteen inches in diameter, easterly on Messenger Street. from Taunton Street, to the proposed new Elementary School.
Vote on the amendment was unanimous; and the two-thirds vote on the amended article was also unanimous: 134 yes, 0 no.
At this time, Mr. Daniel Malone asked that Article 4 be reconsidered. The question to reconsider will require a two-thirds vote, the result of this vote was 53 Yes and 63 No. As this was not two-thirds, the vote to reconsider was not granted.
At 8:15 P.M. Arthur W. Washburn, Jr., moved that the meeting be adjourned. Unanimously voted.

MONDAY, NOVEMBER 18, 1963
at 7:30 o'clock p.m., then and there to act on the following articles, viz:
ARTICLE 1. To see if the Town will vote to authorize the Board of Selectmen under Chapter 40 Section 3 of the General Laws to lease a por- tion of the land now known as the Cowell property, and which is shown on the Assessor's maps of the Town on Sheet 4, Parcel 32, (which has been tentatively set aside for use by the Plainville Athletic League for recreational purposes) containing approximately 3.5 acres more or less, with 400 feet abutting George Street, and 380 feet abutting land presently or formerly of the Literary Society of Saint Catherine of Siena to the Plainville Athletic League Inc. (P. A. L.) or its successor for Recreational purposes. Said lease to be for $1.00 per year and to have a 90 day re- newal option as long as said Plainville Athletic League, Inc. (P. A. L.), or its successor is operating within the Town. Be it further understood that if and when said organization, or its successor, shall become non- existent or that said organization or its successor shall fail to exercise the option within the stated period, that within 30 days thereafter and without further vote of he Town, his land shall be transferred by the Board of Selectmen, or the then governing body of the Town, with all improvements made thereon, to the Plainville Conservation Commission for Recreational purposes, or do or act in any manner relative thereto.

ARTICLE 2. To see if the Town will vote to transfer those parcels of land totalling approximately 200 acres on both sides of George Street, assessed for real estate taxes to Henry Cowell, 2 Market Street, San Francisco, California and taken by the Town for non-payment of such taxes under G. L. Chapter 60, Sections 79 and 80 to the Conservation Commission of the Town of Plainville and to its custody and control for all purposes included in Chapter 40, Section 8-C and amendments thereto. Said land being more specifically described as follows:
Parcel #1. The land situated on both sides of George Street and being more particularly described in that deed from John Cowell to Henry Cowell dated February 25, 1884, and recorded with Norfolk County Registry of Deeds in Book 554, Page 454, and to which reference may be had.
Parcel #2. The land situated on both sides of George Street and being more particularly bounded and described to Henry Cowell dated March 10, 1884, and recorded with Norfolk County Registry of Deeds in Book 554, Page 602 and to which reference may be had.
Parcel #3. The land situated on both sides of George Street and more particularly described in that deed from Mr. John Cowell to Henry Cowell dated June 26, 1865 and recorded with Norfolk County Registry of Deeds in Book 333, page 163 and to which reference may be had, or do or act in any manner relative thereto.
ARTICLE 3. To see if the Town will vote to raise and appropriate or transfer from available funds in the Treasury a sum of money for the Conservation Commission, or do or act in any manner relative thereto.
ARTICLE 4. To see if the Town will vote to amend the Building By-Laws by adding the following article: No house trailer shall here- after be placed or located, on wheels or on a foundation of any sort or kind, and utilized as a dwelling or for dwelling purposes on lands within the Town of Plainville, except:
1. Upon such lands as are duly licensed, registered and approved as a Trailer Coach Park, or
2. Upon such other land in the Town of Plainville as the Board of Appeals upon application may by Special Permit approve and authorize for such use or uses above stated, or do or act in any manner relative thereto. (2/3 vote required.)
