EXPENDITURES FOR 1868.
The Selectmen present the following estimate of the current expenses for the consideration of the town. And in presenting the same, wish it to be understood that it is only to provide for the several items named in the following list and that any addi- tional expenditures must be provided for by special vote, or added to the town debt. The amount estimated for interest the current year ($6000.00) is sufficient to remind all that the town debt is already too large. It is earnestly recommended that whatever expenditures may be made, such sums shall be raised by taxation the present year. In consequence of the general depression in business and in consideration that so large a pro- portion of personal property under existing national laws is ex- empt from taxation, the town will not probably think it advis- able to make large outlays except for purposes really necessary or expedient.

TOWN DEBT.
It will be observed by examining the account of the Treas- urer that the balance against the town has largely increased since the last report, Feb. 1st, 1864. This increase is ac- counted for principally, in consequence of the town, at its last annual meeting, making and authorizing appropriations for the following purposes, without providing for the payment of the same.

The town debt having now reached a very formidable sum, re- quiring large annual appropriations for interest, the Selectmen have been impressed with the necessity of funding it in such a manner as shall place the town free from any embarrassment that would be likely to arise in the event of a sudden call for the payment of any considerable portion of the principal of the demand liabilities. The Selectmen during the winter have been notified by various parties holding notes that payment would be required the coming spring or an enhanced rate of interest paid, claiming that. after deducting taxes, an adequate compensation for the use of money was not received. Up to the present time the town has not paid more than six per cent interest, while very many of the cities and towns of the Commonwealth have been obliged to pay from one to three per cent per annum more or to sell six per cent bonds at a marked discount. With these considerations in view, and under a vote of the town passed March, 1864, authorizing such a course, the Committee appoint- ed for the purpose, having unexpectedly a favorable opportunity, have borrowed of the Treasurer of the State of Massachusetts the sum of Seventy-Five Thousand dollars, payable in yearly installments of Five Thousand dollars, commencing March 1st, 1869, with semi-annual interest at six per cent. The amount so received has been applied to the payment of outstanding notes, giving such holders in town as desired the privilege of still re- taining their notes. It may be expedient to pass a vote at the annual meeting confirming the action of the Committee hereto- fore chosen, hence the Selectmen have inserted an article in the warrant for that purpose.
ALMS HOUSE.
The expenses in the Alms House have been nearly double those of any former year, and the number of inmates has been proportionally large. This institution is not what it should be. The building needs to be enlarged and repaired so as to make a comfortable home for those of our people who are necessitated to live there.
POOR OUT OF THE ALMS HOUSE.
The expenditures in this department have been largely in- creased the past year, partly by the general depression in bus- iness, the severity of the winter months, and partly by the operation of an act of the Legislature of 1865, relating to the

settlement of soldiers and their families, and while this town has expended generously, (under our present system) to support and relieve those who were in distress, yet towns who have comfortable and commodious Alms Houses and a farm connected therewith, under proper management, with a population in num- ber and character like our own, have supported their poor for the last five years at less than half the expense it has cost this town. It is a subject worthy of consideration, whether the same system will not apply to this as to other towns, and the receiver as well as the giver of charity be benefitted thereby.

THE SOLDIER'S MEMORIAL TABLETS.
The following list contains the names of eighty-one patriotic citizens of Randolph, which by a vote of the town have been placed upon Marble Tablets, erected in Stetson Hall, and were consecrated to their memory Dec. 24th, A. D. 1867.
