ALMSHOUSE.


As was anticipated, the expenses for the relief of the poor under the present system have been largely diminished ; and while the cost has been three thousand dollars less than the previous year (under a different management), yet in no instance has charity been refused. It is the belief, from last year's experience, that the poor are better cared and pro- vided for in a family by themselves, than as supported for- merly. As improvements are made on the farm, and its productiveness thereby increased, the expenses will be still further reduced.


TOWN DEBT.


The debt of the town, as will be seen by the Report of the Treasurer on March 1st, 1869, was $88,718.50 ; March 1st, 1870, was $78,626.26 ; making a reduction of $10,092.24 the past year, while in addition thereto, the new engine- house and land at South Randolph have been paid for, the town making no appropriation for the same. It is earnestly recommended that an appropriation for the annual payment on the State Loan ($5,000) be made by the town at the annual meeting, which, with the other usual appropriations, and the same economy, will make a similar, or even greater reduction in the town debt the coming year.

COPY OF BY-LAWS,


Adopted by the town of Randolph, at their annual meeting holden on the 6th day of April, 1868.


1st. Any minor in the town of Randolph, between the ages of seven and sixteen years, who shall be convicted of being an habitual truant from school, or who shall be con- victed of wandering about in the streets or public places of said town, having no lawful occupation or business, not at- tending school, and growing up in ignorance, shall be punished for each offence, by fine not exceeding twenty dollars to be recovered to the use of the town, or by confinement in any such institution of instruction, house of reformation, or suitable situation, provided by the town for the purpose, for such time, not exceeding two years, as the Court or Justice having jurisdiction of the case may determine.


2d. The compensation of the Court or Justice before whom warrants issued under this by-law are returned, and the Truant Officer making service thereon, shall be the same as now taxed and allowed in criminal prosecutions.

A total of ten thousand and six hundred dollars. The ac- count current presented herewith shows a cash balance of one hundred eighteen dollars fifty-seven cts. ($118.57) with no out- standing bills. The Trustees have heretofore been annoyed, by the fact that while the school year, so far as the teachers' salary is concerned, closes with the summer term, the regu- lar "financial" year of the term is continued to March ; hence they have it this time embraced in their account payments for one year and three fourths (13); or, to the conclusion of the present term (March 31st). The salary of Mr. Deane was raised in September last to fifteen hundred dollars per annum. The Trustees have but little to add to the tenor of their previous reports with regard to the school the past year. The attendance has averaged about forty-five (45) scholars, and commendable progress made by the pupils who have availed themselves continuously of the opportunities offered ; of this however the public will be better enabled to

judge by attending the annual examination, on Thursday, 31st inst., to which all are cordially invited by the Trustees and Mr. Deane. The Trustees would renewedly urge upon parents and friends more frequent visits to the school, at their convenience, during term seasons.


This report should not be closed without an allusion to the pleasing character of the re-union of past and present mem- bers of the school in December last when so many were en- abled to renew old associations, greet respected teachers, and cheer companions on in life's continued journey.

November 26. - House on North Street, known as the Stephen Haydon Place, belonging to Seth Mann, 2d. In- cendiary. Insured, $400. Engines present, Fire King, In- dependence, and Fearless.


November 28. - Alarm of fire, house on Warren Street. . Engine present, Fire King.


February 7. - House on Vine Street, belonging to Widow Smith. Insured. Caught from chimney. Engines present, Independence and Fire King.


The several engines are located the same as last year, and have companies attached, which have responded promptly to all calls of fires and alarms, a number of which might have proved more serious, but for their presence.


The Engineers, seeing the great need of ladders and hooks at fires, have, after consulting the Selectmen, caused a Hook and Ladder Carriage to be built, to which a company has been attached, and is located in the Fire King House.


The Fearless Engine being owned by individuals (with the town constantly making repairs on it), the Engineers would recommend buying the same at a fair price, and that a committee be chosen for that purpose.


The Department labor at a disadvantage on account of a scarcity of water, and in many localities would be powerless in the dryest seasons ; and we earnestly recommend that the town renew their previous vote on reservoirs ; and also that citizens in the different parts of the town exert themselves to secure a supply sufficient to protect their property, as reser. voirs can be built that will answer all purposes at a much smaller expense than is anticipated.


We also recommend, that the town provide for an efficient Fire Police, the need of which the Engineers see at all fires, and which would be a great protection to property in case of a large fire in the most thickly-settled parts of the town.


We have expended the money appropriated by the town for hose for the Aquarius. The Department being well pro-

vided, we will not recommend the purchase of hose the ensuing year.


During the past year, the town has appropriated money for building a new house for the Aquarius, which has been built. The town has also appropriated money for a new house for the Relief, the old one being badly damaged by the gale last September.


The town will observe that the several Houses are paying quite an income from rent of the halls, and paying in part the . extra outlay in money by the town.


In our estimation, it will be necessary to raise for the Fire Department, the ensuing year, the following sums :

The journeying of the year has reminded us of the statute requiring the School Committee to report " the condition of the several public schools, which report shall contain such statements and suggestions in rela- tion thereto, as they may deem necessary to promote the interests thereof."


Our financial ability to perform the duties devolving upon us, consisted of appropriations by the Town, and income from other sources as follows, viz. :

This sum, as has been usual for the past four or five years, has proved too small, as will be seen in Select- men's report.


The exact amount of expenditures above the appro- priation we are, at the time of writing, unable to state. The reason for this is, that charges for incidental school expenses, are entered upon bills in connection with other town expenses, and presented to the Select- men for payment, of which we had no account.


By recurring to town reports, it will be seen, that for the year 1866, with an appropriation of $500, the Com- mittee expended, $1,227 79
