SCHOOLS.


All expenditures in this department being under the direction of the School Committee, for details and recommendations see their Report, commencing on page 49.


HIGHWAYS.


The streets in all parts of the town have been kept in good repair the past year, and in some sections greatly improved. It is recommended an appropriation of three thousand dollars be made for repairs the coming year, in order to continue the highways in their present condition. Gravel from the town farm can be furnished for the roads in that vicinity. The sub- ject of reducing the number of Highway Surveyors has often been suggested by different persons as tending greatly to the efficient and economical management of this department of town affairs. If deemed expedient the town can take action in relation thereto at its annual meeting.


ALMS HOUSE.


The Overseers of the Poor, having been notified by the build- ing committee, that the new alms house would be ready for oc- cupancy on the first day of January of the present year, the services of Mr. Mace Gay as Superintendent, and his wife as Matron, were engaged at a salary of $350 00 per year. It will be observed on page 34 there are at the present time twenty- six inmates of the new house. In consequence of this number being larger than expected it became necessary to finish the ' third story at an expense of about $650. After careful investi-

gation in relation to the best method of heating the building it was decided to use Clogston's Steam Heating Apparatus, which cost all complete, about $800, and for the three months it has been in operation has given entire satisfaction. The furniture for the house is almost entirely new, and cost $800 00. For other expenses of the buildings and land see report under head- ing of New Almshouse. Although the land and buildings have re- quired a large outlay, yet the efficiency, economy and humanity of this arrangement can hardly be overrated. Here the poor can receive cvery comfort that an enlightened community de- mands, and that at a moderate expense. The farm is capable of being gradually improved, and thereby annually increasing in productiveness, will greatly assist in supporting the institution.


Total expense for supporting the poor in and out of the alms- house for Nov. and Dec. 17. 1868, $1,445 17.


Total expense for Jan. and Feb., 1869, under the New Alms- house System, $415 68. This difference is principally account- ed for from the fact that many who formerly received assistance, decided to support themselves, rather than be relieved in the man- ner the town has provided.


TOWN DEBT.


It will be seen by referring to the report of the Treasurer the debt of the town has increased about $9,300 00 the last year. This increase has arisen in consequence of purchasing the town farm, and erection of buildings thereon, at an expense of $12,600, and also interest on the town debt amounting to $3500 00, for the payment of which no provision was made by the town. It will readily be seen if the money had been raised for the above named purposes the debt of the town instead of being increased would have been reduced about $7,000.

The yearly account accompanying this report gives a cash bal- ance of Eight Hundred Twenty-Seven and 8-100 Dollars ($827.08) the greater part of which will be required to meet the expenses, salary, &c., already accrued, as by the division of terms it is inconvenient to make the "Fund" year conform with the "Financial" year of the town. The records of the school show that from forty (40) to forty-five (45) pupils have been registered during the year and that the attendance has been very good until within a few weeks, when the prevailing sick- ness has in this as in other schools prevented the presence of numerous scholars. The class graduating at the close of the present term numbers but four (4), a fact that the Trustees deeply regret, convinced as they are that to render the School the greatest advantage, the pupils entering should continue through the entire course. Parents, the Trustees feel, do not sufficiently realize the great impediment thrown in the way of their children's education in not allowing them to remain if pos- sible the entire course of four years, when they have once en- tered the School. It is hoped at the opening of the new term and year, more than the average number of qualified applicants will present themselves for admission. The Trustees, and Mr. Deane the teacher, take this opportunity (if the reports shall be seasonably distributed) to invite parents and all others in-

clined, to be present at the annual examination on Friday April 2d, and also to visit the School as often as possible during its sessions.

During the past year the department has been called out to the following fires :


May 9 .- Barn of Col. Moses C. Beal, on South Main street. Insured for $200. Incendiary.


Sept. 6 .- House of Mr. Timothy Lyons, on Mill street. In- sured for $500. Accidental.

Feb. 13 .- An alarm was given caused by the setting on fiue of an unoccupied barn on West street belonging to Mr. F. A. Stanley, but the fire was extinguished without the assistance of the department.


Feb. 22 .- Same barn was again set on fire and consumed. Insured.


The department remains in the same condition as to efficien- cy, the number of Engines, location, &c., as at our last annual report ; but the Fearless is still owned by individuals, and the engineers would again renew their recommendation that the town purchase this Engine at a fair price.


We have expended the money appropriated by the town at its last annual meeting for new hose by the purchase of 400 feet and think it would be economy to raise a sum sufficient for the purchase of 200 feet more to replace those worn out and worth- less in the east part of the town,


The greatest obstacle to the efficiency of the department at fires is the want of water; the best wells in town will not last an engine more than fifteen or twenty minutes, and the most of them not more than from three to five. At the burning of Mr. T. Lyon's house on Mill street, the department was promptly on hand and attempted to draft from five different wells without being able to get a drop of water on the fire, partly owing to the great depth of wells in the vicinity, and the dry season of the year. We therefore would recommend that the town renew their vote of two years ago in regard to reservoirs.


In accordance with the vote of the town we have caused to be erected (at a cost not exceeding the appropriation) a commo- dious house for the Fire King, suitably large for look and lad- der truck or a hose carriage, whenever in the opinion of the town it is thought advisable to purchase them.


The suggestion made by the engineers last year in regard to a Fire Police has been partially carried out, but as the fires the past year have not been extensive there has not been that amount of labor that larger fires would create. So far as our observations go we are of the opinion that it is a practical thing,

and we therefore would recommend the continuance of the Fire Police.


In our estimation it will be necessary to raise for the Fire Department, the ensuing year, the following sums :
