Article 33. To see if the town will vote to extend the water pipes from the residence of Robert Dickey, on High Street, to the junction of said High and Vine Streets, and raise and appropriate money for the same.
Article 34. To hear and act on the report of any com- mittee, and choose any committee the town may think proper.
The polls will be opened at 6 o'clock A.M., and remain open four hours, and such longer time as the voters may determine.
And you are directed to serve this warrant by posting attested copies hereof at five or more public places in said town, seven days at least before the time of holding said meeting, and by publishing the same in the "Randolph Register and Holbrook News," a newspaper published at said Randolph.

ANNUAL TOWN MEETING.
RANDOLPH, March 2, 1896.
Pursuant to the preceding warrant, the inhabitants of the Town of Randolph assembled at Stetson Hall in said Ran- dolph at six (6) o'clock A.M., March 2, 1896, and transacted the following business :
The Town Clerk, Hiram C. Alden, called the meeting to order at six o'clock A.M., and read the warrant and return.
The ballot box was examined and seemed to be all right. The polls were then opened.
By vote, the Town Clerk was authorized to deposit one ballot for John T. Flood for Moderator.
John T. Flood was accordingly elected Moderator.
Voted, that we proceed to ballot for all such town officers as towns are by law authorized to choose at their annual meeting, viz. :
A Town Clerk; a Town Treasurer; three Selectmen, Assessors and Overseers of the Poor; one Superintending School Committee ; three Auditors ; seven Constables ; three Fish Wardens ; one Trustee Stetson School Fund ; one Water Commissioner ; one Collector of Taxes ; also on same ballot to vote "yes " or " no " in answer to the question, "Shall

license for the sale of intoxicating liquors be granted in this town ? "
That the polls be kept open until two o'clock p.M. That Articles 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 23, 24, 25, 26, 27, 30, 31, 32, 33 and 34 of the warrant be referred to a committee of seven to be appointed by the Moderator, said committee to report at an adjournment of this meeting ; and when this meeting adjourns, it shall be to Monday, March 16, 1896, at seven o'clock r.M., for the pur- pose of taking action upon the report of said committee.
The committee was appointed as follows : J. White Bel- cher, Charles G. Hathaway, Rufus A. Thayer, Arthur Hag- ney, John V. Beal, William H. Gibbons, John B. Thayer.
The Moderator administered the oath of office to the follow- ing ballot clerks : Edward O'Flaherty, Thomas L. Stetson.
The Moderator appointed and administered the oath of office to the following persons : At check-list, Joseph J. McMahon, Fred L. Belcher ; at ballot box, Rufus A. Voted, that for the purpose of procuring a temporary loan to and for the use of the Town of Randolph, in anticipation of taxes of the present municipal year, the Town Treasurer is hereby authorized and directed, with the approval of the Selectmen, to borrow from time to time a sum or sums, in the aggregate amounting to not more than thirty-five thou- sand (35,000) dollars, and to execute and deliver the note or notes of the town therefor, payable within one year from the time the loan is made, and at a rate of interest not exceed- ing six (6) per cent. per annum ; all debts incurred under this vote (by the town) shall be paid from the taxes of the municipal year.
Voted, that the Treasurer, with the approval of the Select- men, be authorized to borrow money to replace, renew or refund any or all notes of the town now outstanding that may be now due or on demand, or that may become due during the present year.

After the declaration of the result of the vote, it was -

ADJOURNED TOWN MEETING.
RANDOLPH, March 16, 1896.
Agreeably to adjournment of the annual town meeting, held March 2, 1896, the inhabitants of the Town of Ran- dolph, qualified to vote in town affairs, assembled in Stet- son Hall at 7 o'clock r.M., and transacted the following business :
The Moderator, John T. Flood, Esq., called the meeting to order promptly at 7 o'clock. Few voters being present at that time, a recess of twenty minutes was declared.
Promptly at 7.20 o'clock the meeting was again called to order.
In order to avoid discussion during the meeting, the Moderator declared that no motion would be entertained, unless the " mover " and "seconder " each arose in his place and addressed the chair.
Article 4. Voted, that the report of the several town officers for the year ending December 31, 1895, be accepted.
Article 5. Voted, that the sum of $8,921 be raised and appropriated as follows :

And that the sum of $2,200 be raised and appropriated for for Stetson High School; and in addition thereto, that the Treasurer be instructed to pay to the Trustees, for the sup- port of said Stetson High School, the amount of bank tax received by him and arising from the investment known as the Stetson School Fund. Voted, that the Treasurer, with approval of the Selectmen, be authorized and directed to borrow upon notes of the Town of Randolph such sums of money not exceeding $3,000 as may be required to pay the expenses incurred for the support of schools, including Stet- son High School, from January 1, 1897, to March 1 in said year, and that said notes thus issued shall be a part and be paid from the money raised and appropriated for the support of schools for the year 1897.
Article 6. Voted, that the sum of $4,500 be raised and appropriated for repairs of highways, the same to be ex- pended under the direction of the Selectmen, as follows :

Article 11. Voted, that the sum of $2,000 be raised and appropriated for the payment of interest on the Randolph Water Loan, as it accrues on the same.
Article 12. Voted, that the sum of $2,000 be raised and appropriated for hydrants, street service, public buildings and drinking fountains.
Article 13. Voted, that the Selectmen be empowered to make such contract with Charles Doughty for lighting the streets by electricity as they may deem expedient, and that the sum of $3,400 be raised and appropriated for said purpose ; also that the placing of additional lights and mak-

ing such changes in the location of those already established, as may be thought necessary, be left with the Selectmen.
Article 14. Voted, that this Article be referred to the Se- lectmen to consider the legality of such payment, and if found by them to be a lawful claim against the town, to pay the same from the general appropriation for miscellaneous ex- penses.
Article 15. Voted, to postpone for the present year.
Article 16. Voted, that the sum of $400 be raised and appropriated for the purpose of opening a new school in Tower Hill schoolhouse ; to defray expenses incurred by preparing same, and in payment of salary of a teacher.
Article 17. Voted, to indefinitely postpone.
Article 18, 19 and 33. Voted, that the Water Commis- sioners be instructed to extend the water pipes on Allen Street to the residence of Columbus Holbrook on Chestnut Street, as petitioned for by Thomas Devine and others, and on High Street from the residence of Robert Dickey to the junction of High and Vine Streets, so far as the proceeds from the sale of the two water bonds remaining unsold will pay for the same ; and should the proceeds thereof be insuf- ficient in their estimation to complete said extensions, it is then recommended that the town, at a legal meeting called for that purpose, authorize the Water Commissioners to pe- tition the Legislature for authority to issue additional bonds not exceeding $10,000 for the completion of said extensions and for other legitimate purposes.
Article 23. Voted, that & of one per cent be allowed for the collection of taxes.
Article 24. Voted, that the sum of $50 be raised and ap- propriated for the care of and keeping in repair the clocks in the towers of the First Congregational and First Baptist Churches ; also the clock in Stetson Hall, the same to be expended under the direction of the Selectmen.

Article 25. Voted, that the town instruct the Selectmen to appoint special officers or direct officers elected by the town to enforce all the laws of the Commonwealth, and that the sum of $500 be raised and appropriated for said purpose.
Article 26. Voted, that each person employed by the town shall receive such sum of money as is equal to the value of his labor; and that the laborers residing in town and the residents owning teams shall be employed in preference to any others.
Article 27. Voted, that the sum of $300 be raised and appropriated for medical attendance on the poor; said sum to be apportioned equally among the several physicians, and to be in full for attendance upon all persons under the care of the Overseers of the Poor for one year from January, 1896. That is to say, each resident physician shall receive the sum of $50 for his services, provided he makes fifty visits dur- ing the year; after that, he shall receive no compensation for his services, but shall attend such of the poor as may call upon him for his services ; those physicians that make less than fifty visits shall receive pay at the rate of one dollar for each of said visits.
Article 30. Voted, that the town authorize the Collector of Taxes to charge interest at the rate of six per centum per annum on all taxes remaining unpaid on and after October 10, 1896.
Article 31. Voted, that the town authorize the Collector of Taxes to use the same means which a Town Treasurer may use when acting as collector.
Article 32. Voted, that the salary of the Town Treasurer be fixed at $300 per year ; and, in addition to the same, that a sum not exceeding $150 be raised and appropriated for the payment of the premium on the guarantee bond of said Treasurer for the year 1896-1897, in some reliable company, the same to be approved by the Selectmen as required by law.

The following resolution was unanimously adopted by rising vote :
" Resolved, that the voters of the Town of Randolph, in town meeting assembled, express their appreciation of the integrity and faithfulness of their late Town Clerk and Treasurer, Hiram C. Alden, as manifested during an excep- tionally long term of service."
The following resolution was also adopted :
" Resolved, that the Town Treasurer be instructed to set apart, and hereafter to keep separate and distinct under the name of the 'Coddington Fund' the proceeds of the Ran- dolph National Bank stock recently converted into cash, and formerly constituting a portion of said fund."
Voted, unanimously, that the sum of $20 be paid John T. Flood, Esq., for his services as Moderator.
After expressing thanks, Mr. Flood directed that the above amount be paid by the Selectmen to Post 110, G.A.R., for their monument fund.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Randolph, qualified to vote in town affairs, to assem- ble at Stetson Hall, in said town, on Tuesday, the thirty- first day of March, inst., at 7.30 o'clock P.M., then and there to act on the following articles, namely :
Article 1. To choose a Moderator to preside at said meet- ing.

SPECIAL TOWN MEETING.
RANDOLPH, March 31, 1896.
Pursuant to the preceding warrant, the inhabitants of the Town of Randolph, qualified to vote in town affairs, as- sembled at Stetson Hall at 7.30 o'clock P.M., on Tuesday, March 31, 1896.
The Town Clerk called the meeting to order, and read the warrant and return thereon.
Article 1. Asa P. French was elected Moderator.
Article 2. Voted, unanimously, that the Board of Water Commissioners of the Town of Randolph be authorized and directed, in behalf of said Town of Randolph, to petition the present Legislature for authority to issue, from time to time, bonds, notes or scrip, not exceeding ten thousand dollars, in addition to the amounts already authorized by law, for the purpose of raising money to pay the necessary expenses and liabilities incurred under the provisions of Chapter 217 of the Acts of the year 1885, in manner and form and with the same powers as are provided for in said Act for the issue of the " Randolph Water Loan " by said town of Ran- dolph, also for extending its system of water works.
Article 3. This Article occasioned a great deal of discus- sion, "pro and con." Two motions, one to raise and ap- propriate one thousand dollars to pay two night police, the other to raise and appropriate five hundred dollars to pay one night police, were successively defeated.
