TOWN MEETING WARRANT.


COMMONWEALTH OF MASSACHUSETTS.


NORFOLK, SS.


To either of the Constables of the Town of Randolph,


GREETING :


In the name of the Commonwealth of Massachusetts, you are required to notify and warn the inhabitants of the Town of Randolph, qualified to vote in town affairs, to assemble in Stetson Hall in said town, on Wednesday the twenty-seventh day of May, instant, at 7.30 o'clock in the evening, then and there to act on the following articles, viz. :


Article 1. To choose a Moderator to preside at said meet- ing.


Article 2. To see if the town will accept Chapter 372 of the Acts of the Legislature for A.D. 1896, entitled, "An Act to authorize the Town of Randolph to make an additional Water Loan."


Article 3. To see if the town will authorize the Treasurer with the approval of the Selectmen to issue notes of the town to replace those now outstanding, the same to be refunded upon such terms as they may deem most favorable to the town; also to ratify the action of the Treasurer in relation to any note or notes that may have been renewed since the annual town meeting, with the approval of the Selectmen.


And you are directed to serve this warrant by posting at- tested copies hereof, at five or more public places in said town, seven days at least before the time of holding said meeting, and publishing the same in the " Randolph Register and Holbrook News," a newspaper published in said Ran- dolph.


Hereof fail not, but make due return of this warrant, with your doings thereon, to the Town Clerk on or before the day and hour of said meeting.

SPECIAL TOWN MEETING.


RANDOLPH, May 27, 1896.


Pursuant to the preceding warrant, the inhabitants of the Town of Randolph, qualified to vote in town affairs, assembled in Stetson Hall, on Wednesday evening, May 27, 1896, at 7.30 o'clock.


The Town Clerk called the meeting to order, and read the warrant and the officer's return thereon.


Owing to the small number of voters present, it was - Voted, to take a recess till 7.45 o'clock.

Promptly at 7.45 o'clock the Town Clerk again called the meeting to order.


John T. Flood was elected Moderator.


Article 2. Voted, unanimously, that Chapter 372 of the Acts of the Legislature for A.D. 1896 be accepted ; and that the Water Commissioners be authorized to proceed to issue bonds according to the tenor of the act.


Article 3. Explanation as to the meaning of this Article being called for, the Town Clerk stated that while the town, at its annual meeting, had already voted favorably on a sim- ilar article, a two-thirds vote, together with a record show- ing that the vote was a two thirds vote, was necessary to render it operative ; the records of the annual meeting (taken from minutes of previous incumbent) make no mention of a two-thirds vote and would not be accepted by bankers in Boston ; hence the necessity of the present Article.


It was voted, unanimously, that the Treasurer, with the approval of the Selectmen, be authorized to borrow money to replace, renew or refund any or all notes of the town now outstanding, that may be now due or on demand, or that may become due during the year; and that the renewal by the Treasurer, with the approval of the Selectmen, of any note or notes of the town since the annual town meeting of A.D. 1896 be ratified.


Voted, to dissolve the meeting.

GREETING :


In the name of the Commonwealth of Massachusetts, you

are hereby required to notify and warn the inhabitants of the Town of Randolph, qualified to vote in State elections, to assemble in Stetson Hall, on Tuesday, the third day of No- vember next, at six o'clock in the forenoon, then and there to give in their votes to the Selectmen on one ballot for Electors of President and Vice-President of the United States, two Electors-at-large and one Elector for each Con- gressional District into which the Commonwealth is divided, for a Representative in the fifty-fifth Congress of the United States for the Twelth District, for Governor, for Lieutenant Governor, for a Councillor for the Second District, for Secre- tary of the Commonwealth, for Treasurer and Receiver Gen- eral, for Auditor of the Commonwealth, for an Attorney General, for a Senator for the First Norfolk District, for one Representative in the General Court for the Seventh Norfolk District, for a Clerk of Courts in and for Norfolk County, for one County Commissioner in and for Norfolk County, for one Special Commissioner in and for Norfolk County, also to give in their votes by ballot for or against the fol- lowing Articles of Amendment to the Constitution, to-wit :


"First Article of Amendment .- The Governor and Lieu- tenant Governor and Councillors shall hold their respective offices for two years next following the first Wednesday in the January succeeding their election, and until others are chosen and qualified in their stead.


"The first election to which this article shall apply shall be that held on the Tuesday next after the first Monday in No- vember in the year eighteen hundred and ninety-eight, and thereafter elections for the choice of all the officers before mentioned shall be held biennially on the Tuesday next after the first Monday in November.


"All the provisions of the Constitution inconsistent with the provisions herein contained are hereby annulled.


"The Secretary, Treasurer and Receiver General, Auditor

and Attorney General shall hold their respective offices two years, beginning with the third Wednesday in the January succeeding their election, and until others are chosen and qualified in their stead.


"A person shall be eligible as Treasurer and Receiver Gen- eral for three successive terms and no more.


" The first election to which this article shall apply shall be that held on the Tuesday next after the first Monday in November in the year eighteen hundred and ninety-eight ; and thereafter elections for the choice of all the officers be- fore mentioned shall be held biennially on the Tuesday next after the first Monday in November.


" All the provisions of the Constitution inconsistent with the provisions herein contained are hereby annulled."


" Second Article of Amendment .- Senators and represen- tatives shall hold their respective offices for terms of two years, beginning with the first Wednesday in the January succeed- ing their election.


" The first election to which this article shall apply shall be that held on the Tuesday next after the first Monday in November in the year eighteen hundred and ninety-eight; and thereafter elections for the choice of senators and repre- sentatives shall be held bienially on the Tuesday next after the first Monday in November.


" The general court shall assemble every year on the first Wednesday in January ; and each general court shall, with- out any proclamation or other act of the governor, be finally dissolved on the day preceding the day appointed for the first assembling of the next elected general court.


" All the provisions of the Constitution inconsistent with the provisions herein contained are hereby annulled."


The polls for the reception of the ballots aforesaid will be opened at six o'clock A.M. and will be kept open for four hours, and such further time as the voters shall determine.

ANNUAL STATE ELECTION.


RANDOLPH, November 3, 1896.


Pursuant to the preceding warrant, the inhabitants of the Town of Randolph, qualified to vote at State elections, assembled in Stetson Hall at six o'clock A.M., on Tuesday, November 3, 1896.


The meeting being called to order, the warrant and return was read by Patrick H. Mclaughlin, chairman of the Board of Selectmen.


The following named persons were appointed as special officers to assist in conducting the election, viz. : W. A. Croak and Thomas J. Kiernan, ballot clerks ; Edward O'Fla- herty and Thomas L. Stetson, assistant inspectors ; Royal T. Mann, Franklin W. Hayden, John P. Sullivan, William B. Spear, Hugh J. Molloy, John H. Field, Arthur W. Alden, William W . Hurley, Herbert F. French, Edward Long, John B. Brennan, Nelson Mann, tellers ; Fred M. French, assist- ant at check-list.


All the above named persons were sworn by the Town Clerk.


Joseph J. McMahon, in charge of ballot box ; sworn by Patrick H. Mclaughlin.


The election officers delivered to the ballot clerks a package said to contain eleven hundred and fifty (1,150) ballots, and took their receipt therefor.


Voted, that the polls remain open till two o'clock P.M.


The ballot box, by unanimous consent of the election officers, was opened four times before the close of the polls, at the following named hours :


At 7.45 A.M., when the register showed 236 votes.


At 9.07 A.M., when the register showed 436 votes.


At 10.35 A.M., when the register showed 653 votes. At 1 P.M., when the register showed 885 votes.

The ballot-box worked with perfect satisfaction all through the day, and at the close of the polls the counts of all de- partments were in unison.


The hour of two o'clock having arrived, the question of closing the polls was brought before the meeting.


Voted, to close the polls.


The ballot-box registered 937 ballots.


The check-list showed 937 names checked.


The ballot clerks issued 937 ballots.


The presiding officer counted 937 votes thrown.


The ballots being sorted and counted, a record of the same was made in open town meeting, and declaration of the re- sult was made as follows :
