The polls for the reception of the ballots aforesaid will be opened at six o'clock A.M., and will remain open for four hours, and such longer time as the voters may determine.
And you are directed to serve this warrant by posting at- tested copies hereof, at five or more public places in said town, seven days at least before the time of holding said meeting, and by publishing the same in the "Randolph Register and Holbrook News," a newspaper published in said Randolph.
Hereof fail not, and make due return of this warrant, with your doings thereon, to the Selectmen, on or before the day and hour appointed for said meeting.

STATE ELECTION.
Pursuant to the preceding warrant, the inhabitants of Ran- dolph, qualified to vote in State elections, assembled at Stet- son Hall on Tuesday, November 7, 1899.
The warrant was read by the Chairman of the Selectmen, and at six o'clock A.M. the polls were declared open for the reception of ballots. The following named persons served as election officers :

Royal T. Mann, Nelson Mann, Fred L. Belcher, Ezra Hol- brook, John K. Willard, William F. Barrett, Franklin W. Hayden, James F. Sullivan, Tellers.
The ballot box was opened four times during the time set for balloting, viz. :
At 8.25 o'clock A.M., the register showing 265 ballots. At 9.40 o'clock A.M., the register showing 372 ballots. At 11.13 o'clock A.M., the register showing 477 ballots. At 12.45 o'clock A.M., the register showing 609 ballots. Voted, that the polls remain open until 2 o'clock P.M. Voted, that the polls remain open until 2.30 o'clock P.M.
At half-past two the polls were closed. The presiding officer counted 692 ballots and both check lists showed 692 names checked.
The ballots having been counted in open town meeting, declaration of the result was made as follows :

TOWN MEETING WARRANT.
COMMONWEALTH OF MASSACHUSETTS.
NORFOLK, SS.
To either of the Constables of the Town of Randolph,
GREETING :
In the name of the Commonwealth of Massachusetts, you are required to notify and warn the inhabitants of the Town of Randolph, qualified to vote in town affairs, to assemble at Stetson Hall in said town, on Monday the fifth day of March next, at six o'clock in the forenoon, then and there to act on the following articles, namely :
Article 1. To choose a Moderator to preside at said meet- ing.
Article 2. To choose all such town officers as are required by law to be chosen by ballot ; also on the same ballot to vote "Yes" or "No" in answer to the question, " Shall license be granted for the sale of intoxicating liquors in this town ?"
Article 3. To choose all such town officers as are not re- quired by law to be chosen by ballot.
Article 4. To choose a Tree Warden.
Article 5. To see if the town will vote to amend the vote passed February 26, 1891, which designated the town officers to be placed upon the official ballot, so as to include the office of "Tree Warden."
Article 6. To hear the report of the town officers, and act thereon.
Article 7. To raise such sums of money as may be deemed

necessary for the support of schools, and appropriate the same.
Article 8. To raise money to defray the general town ex- penses for the current year, and appropriate the same.
Article 9. To raise money for the repairs of highways and determine the manner of expending the same.
Article 10. To see what action the town will take in rela- tion to the Fire Department, and raise and appropriate money therefor.
Article 11. To see what action the town will take in rela- tion to a fire alarm system, and raise and appropriate money therefor.
Article 12. To see if the town will make an appropriation for the decoration of soldiers' graves under the direction of Capt. Horace Niles Post, 110, G.A.R.
Article 13. To see what sum of money the town will raise and contribute to the sinking fund, as required by law to meet the payment of the "Randolph Water Loan."
Article 14. To see what sum of money the town will raise and appropriate for water for hydrants, street service, public buildings, drinking fountains and cemeteries.
Article 15. To see what sum of money the town will raise and appropriate for lighting the streets by electricity.
Article 16. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money tempo- rarily in anticipation of taxes of the present municipal year, and fix the sum he is authorized to borrow.
Article 17. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to issue notes of the town to replace those now outstanding, the same to be refunded upon such terms as they deem most favorable to the town.
Article 18. To see what action the town will take in re- lation to the note maturing June 2, 1900.
Article 19. To see if the town will vote to pay for the in-

surance on the Town Treasurer's bond for the year 1900- 1901, and raise and appropriate money therefor.
Article 20. To see what action the town will take with reference to the enlargement or improvement of the present school accommodations, and raise and appropriate money therefor.
Article 21. To see if the town will raise money to convey pupils to and from the public schools in such cases as the School Board may deem expedient.
Article 22. To see if the town will vote to accept the pro- visions of Chapter 466 of the Acts of 1898, entitled, "An act relative to the employment of Superintendents of Schools by small towns," and will authorize the School Committee, if they deem it expedient, to arrange such union, in accordance with the provisions of said act, as may be most advantageous, subject, however, to the approval of the State Board of Edu- cation, and will raise and appropriate money therefor.
Article 23. To see if the town will raise money for repairs on the almshouse and barn.
Article 24. To see what compensation the town will allow for the collection of taxes.
Article 25. To see what action the town will take in rela- tion to medical attendance on the poor, and raise and appro- priate money therefor.
Article 26. To see if the town will instruct the Selectmen to appoint special police officers to enforce the laws, and raise and appropriate money for the payment of such officers.
Article 27. To see what action the town will take in regard to the suppression of the illegal sale of intoxicating liquors, and raise and appropriate money therefor.
Article 28. To see what action the town will take in rela- tion to Chapter 344 of the Public Statutes, Acts of 1899, en- titled, "An act to make eight hours a day's work for city and town employees."

" Be it enacted, etc., as follows :
" Section 1. Eight hours shall constitute a day's work for all laborers, workmen and mechanics now employed, or who may hereafter be employed, by or on behalf of any city or town in this Commonwealth.
"Section 2. All acts and parts of acts inconsistent here- with are hereby repealed.
"Section 3. This act shall not take effect in any city or town until accepted by a majority of the voters voting there- on at an annual election. Such vote shall be taken by ballot. When so accepted this act shall take effect from the date of such acceptance."
Article 29. To see what action the town will take in rela- tion to the pay of laborers employed by the town.
Article 30. To see if the town will authorize the Collector of Taxes to charge interest at the rate of six per cent per annum on all taxes remaining unpaid on and after October 10, 1900.
Article 31. To see if the town will authorize the Collector of Taxes to use the same means which a town treasurer may use when acting as collector.
Article 32. To see if the town will authorize and appoint the Selectmen to be the agents and attorneys for the town to prosecute, defend, compromise, and settle any and all suits and proceedings in which the town may be in any manner in- terested, as a party or otherwise, for the ensuing year, except so far as the same relates in any way to the water supply.
Article 33. To see if the town will authorize and appoint the Water Commissioners to be the agents and attorneys for the town to prosecute, defend, compromise, and settle any and all suits and proceedings in which the town may be in- terested, as a party or otherwise, so far as the same in any manner relates to the taking of the waters of Great Pond, or

in the construction of the water works, either jointly or separately, as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.
