REPORT OF TOWN TREASURER.
The events of the past year affecting our financial standing have been uneventful, although our statement shows an in- crease in the town debt of $1,133.
This increase is accounted for by the issue of notes amount- ing to $2,000 to pay for the fire alarm system, and by the net amount of overdrawn accounts, $700. From this total is deducted the amount of two serial notes paid in 1900, one of $850 and one of $500, the balance representing very nearly our net increase in debt.
It will be necessary for the Treasurer to ask at the next meeting an appropriation to cover the amount of the net over- draw, above appropriations.
The last of the ten year loans, amounting to $3,000, to provide money for new streets will fall due June 19, 1901, and it is recommended that payment thereof be made by the issue of serial notes of $300 each, running one to ten years.
The deposit of $2,000 made by the Stoughton & Randolph Street Railway Company as a pledge for the faithful perform- ance of the conditions of their franchise, is still in the Na- tional Exchange Bank, Boston, to the credit of the town.
The "Interest " account, also the account of Court Fees and Records of Births, Marriages and Deaths being especially in the province of the Treasurer, are presented in detail :

RECORDS OF TOWN MEETINGS IN 1900.
ANNUAL TOWN MEETING.
RANDOLPH, March 5, 1900.
Pursuant to a warrant issued by the Selectmen of Ran- dolph, dated February 19, 1900, duly served and returned by Michael F. Sullivan, Constable, calling on the inhabitants of Randolph, qualified to vote in town affairs, to take action on the thirty-eight articles contained therein, the qualified voters assembled in Stetson Hall, on Monday, March 5, 1900.
All the requirements of law preliminary to the opening of the polls were complied with, the oath of office being ad- ministered by the Town Clerk to Edward O'Flaherty and Thomas L. Stetson, ballot clerks, who receipted for 1,260 regular and sixty special ballots.
A six o'clock A.M., the Town Clerk called the meeting to order, and having read the warrant and the officer's return thereon, called for action under
Article 1. To choose a Moderator to preside at said meet- ing.
Voted, no objection being offered, that the Town Clerk be instructed to cast one ballot for John T. Flood for Mod- erator.
The ballot having been so cast, it was
Voted, to close the polls.
John T. Flood was declared elected Moderator, and took charge of the meeting.

The following election officers, appointed by the Select- men, were called to take their respective stations, and the oath of office was administered by the Moderator :
Eugene L. McAuliffe and Samuel A. Foster, deputy ballot clerks ; Fred L. Belcher, assistant at check list ; Dexter T. Clark, assistant at ballot box.
Article 2. To choose all such town officers as are re- quired to be chosen by ballot, also on the same ballot to vote "Yes" or "No," in answer to the question, "Shall license be granted for the sale of intoxicating liquors in this town ? "
Voted, that we proceed to ballot for all such town officers as towns are by law authorized to choose at their annual meeting, viz. : a Town Clerk, a Town Treasurer, three Se- lectmen, Assessors and Overseers of the Poor, one Superin- tending School Committee, three Auditors, seven Constables, three Fish Wardens, one Trustee Stetson School Fund, one Water Commissioner and a Collector of Taxes ; also on the same ballot to vote " Yes " or "No" in answer to the ques- tion : " Shall license for the sale of intoxicating liquors be granted in this town?" That the polls shall be kept open until two o'clock P.M. ; that Articles 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 29, 30, 31, 35, 36, 37 and 38 of the warrant be referred to a com- mittee of seven to be appointed by the Moderator, said com- mittee to report at an adjournment of this meeting, and when this meeting adjourns it shall be to Monday, March 19, 1900, at 7.30 o'clock P.M. for the purpose of taking action upon report of said committee.

The polls were then declared open for the reception of ballots, and the ballot box was examined, found to be in apparent good order, and shown to be empty.
During the time set for voting, the ballot box was four times opened, and the ballots removed therefrom, viz. :
At 9.05 o'clock A.M., when the register indicated 367 bal- lots cast.
At 11.00 o'clock A.M., when the register indicated 529 ballots cast.
At 11.50 o'clock A.M., when the register indicated 582 ballots cast.
At 1.30 o'clock P.M., when the register indicated 749 bal- lots cast.
The Moderator administered the oath of office to the fol- lowing named persons appointed election tellers by the Se- lectmen :

Voted, that the vote passed February 26, 1891, designat- ing the officers to be placed upon the official ballot, shall be so amended as to include the office of Tree Warden.
Article 16. To see if the town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money temporarily in anticipation of taxes of the present municipal " year, and fix the sum he is authorized to borrow.
Voted, unanimously, that for the purpose of procuring a temporary loan to and for the use of the Town of Randolph, in anticipation of taxes of the present municipal year, the Town Treasurer is hereby authorized and directed, with the approval of a majority of the Selectmen, to borrow from time to time a sum or sums in the aggregate amounting to not more than thirty-eight thousand dollars, and to execute and deliver the note or notes of the town therefor, payable

within one year from the time the loan is made, and at a rate of interest not exceeding six per cent. per annum ; all debts incurred under this vote by the town shall be paid from the taxes of the present municipal year.
Article 17. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to issue notes of the town to replace those now outstanding, the same to be re- funded upon such terms as they deem most favorable to the town.
Voted, unanimously, that the Treasurer, with the approval of a majority of the Selectmen, be authorized to borrow money to replace, renew or refund any or all notes of the town now outstanding that may be now due or on demand or that may become due during the present year.
Article 32. To see if the town will authorize and appoint the Selectmen to be agents and attorneys for the town to prosecute, defend, compromise, and settle any and all suits and proceedings in which the town may be in any manner interested as a party of otherwise, for the ensuing year, except so far as the same relates in any way to the water supply.
Voted, that the Selectmen be so authorized and appointed.
Article 33. To see if the town will authorize and appoint the Water Commissioners to be agents and attorneys for the town to prosecute, defend, compromise, and settle any and all suits and proceedings in which the town may be interested as a party or otherwise, so far as the same in any manner relates to the taking of the waters of Great Pond, or in the construction of the water works, either jointly or separately, as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.
Voted, that the Water Commissioners be so authorized and appointed.

ADJOURNED TOWN MEETING.
RANDOLPH, March 19, 1900.
The meeting adjourned from March 5, 1900, to this date was called to order at 7.30 o'clock P.M. by John T. Flood, Moderator.
Through some oversight the printed reports of the com- mittee on appropriations were not received, and a recess of fifteen minutes was declared by the Moderator, pending the receipt and distribution of the same.
At 7.45 o'clock P.M. the meeting was called to order and it was
Voted, that the report of the committee on appropriations be accepted ; after which action was taken on the respective articles as follows :
Article 6. To hear the report of the town officers and act thereon.
Voted, that the reports of the annual town officers for the year ending December 31, 1899, be accepted.
Article 7. To raise such sums of money as may be deemed necessary for the support of schools, and appropriate the same.
Voted, that the sum of $11,100 be raised and appropriated as follows :

And that the sum of $2,200 be raised and appropriated for the Stetson High School ; and in addition thereto, that the Treasurer be instructed to pay to the trustees, for the support of said Stetson High School, the amount of bank tax received by him, and arising from the investment known as the Stetson School Fund.
It is also voted that the Treasurer, with approval of the Selectmen, be authorized and directed to borrow, upon notes of the town of Randolph, such sums of money, not exceeding three thousand dollars, as may be required to pay the ex- penses incurred for the support of schools, including Stetson High School, from Jannary 1, 1901, to March 1 in said year, and that said notes thus issued shall be a part of and be paid from the money raised and appropriated for the support of schools for the year 1901. Total, $11,100.00.
