TOWN MEETING WARRANT.


COMMONWEALTH OF MASSACHUSETTS.


NORFOLK, SS. 1


To either of the Constables of the Town of Randolph:


GREETING :


In the name of the Commonwealth of Massachusetts, you are required to notify and warn the inhabitants of the Town of Randolph, qualified to vote in town affairs, to assemble at Stetson Hall, in said town, on Monday the first day of March next, at six o'clock in the forenoon, then and there to act on the following articles namely :


Article 1. To choose a Moderator to preside at said meeting.


Article 2. To choose all such town officers as are required by law to be chosen by ballot; also on the same ballot to vote "yes " or "no " in answer to the question, " Shall license be granted for the sale of intoxicating liquors in this town ?"


Article 3. To choose all such town officers as are not re- quired by law to be chosen by ballot.


Article 4. To hear the report of the town officers and act thereon.


Article 5. To raise such sums of money as may be deemed necessary for the support of schools, and appropriate the same.


Article 6. To raise money for the repairs of highways and determine the manner of expending the same.


Article 7. To raise money to defray the general town ex- penses for the current year, and appropriate the same.


Article 8. To see what action the town will take in rela-

tion to the Fire Department, and raise and appropriate money therefor.


Article 9. To see if the town will make an appropriation for the decoration of soldiers' graves under the direction of Capt. Horace Niles Post, 110, G.A.R.


Article 10. To see if the town will make an appropriation for the decoration of "firemen's graves" under the direction of the "Veteran Firemen's Association," as petitioned for by Henry F. Rooney and others.


Article 11. To see what sum of money the town will raise and contribute to the sinking fund, as required by law, to meet the payment of the "Randolph Water Loan."


Article 12. To see what sum of money the town will raise and appropriate for water for hydrants, street service, public buildings and drinking fountains.


Article 13. To see what sum of money the town will raise and appropriate to the payment of interest on the " Randolph Water Loan."


Article 14. To see what action the town will take in re- lation to lighting the streets by electricity, and raise and ap- propriate money for the same.


Article 15. To see what action the town will take in re- lation to placing additional lights on West Street, as peti- tioned for by Clarence Hagar and others, and raise and appropriate money therefor.


Article 16. To see if the town will vote to accept the pro- visions of Chapter 431 of the Acts of 1888 as amended, and to unite with the town of Holbrook, or with any other town or towns in the discretion of the School Committee, to em- ploy a superintendent of schools, and raise and appropriate money therefor.


Article 17. To see if the town will appoint a committee of ten to inquire into the present needs of the town with refer-

ence to school building accommodations, and to report thereon within four months from the date of their appointment.


Article 18. To see if the town will instruct the Selectmen to fix the boundaries on the south side of Short Street, and remove all obstructions, as petitioned for by John B. Wren and others.


Article 19. To see if the town will vote to instruct the Water Commissioners to extend the water main from its present terminus on Canton Street to the residence of Lemuel Capen, as petitioned for by Thomas B. Jones and others, and raise and appropriate money therefor.


Article 20. To see if the town will vote to instruct the Water Commissioners to extend the water main from the junction of Canton Street at Old Street, through Old Street to North Main Street, as petitioned for by John Finley and others, and raise and appropriate money therefor.


Article 21. To see if the town will vote to instruct the Superintendent of Streets to build a sidewalk on the easterly side of Fowler Street, as petitioned for by James F. Sullivan and others, and raise and appropriate money therefor.


Article 22. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money tem- porarily in anticipation of taxes of the present municipal year, and fix the sum he is authorized to borrow.


Article 23. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to issue notes of the town to replace those now outstanding, the same to be refunded upon such terms as they deem most favorable for the town.


Article 24. To see if the town will vote to pay for the insurance on the Town Treasurer bond for the year 1897- 1898, and raise and appropriate money therefor.


Article 25. To see if the town will accept the list of jurors as prepared by the Selectmen, and published in the town report as required by law.

Article 26. To see what compensation the town will allow for the collection of taxes.


Article 27. To see what action the town will take in rela- tion to the care and keeping in repair the clocks in the towers of the First Congregational and First Baptist Churches, also the clock in Stetson Hall, and raise and appropriate money therefor.


Article 28. To see if the town will instruct the Selectmen to appoint special police officers to enforce the laws, and raise and appropriate money for the payment of such officers.


Article 29. To see what action the town will take in relation to medical attendance on the poor, and raise and appropriate money therefor.


Article 30. To see what action the town will take in rela- tion to the pay of laborers employed by the town.


Article 31. To see if the town will authorize and appoint the Selectmen to be agents and attorneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be in any manner interested, as a party or otherwise, for the ensuing year, except so far as the same in any way relates to the water supply.


Article 32. To see if the town will authorize and appoint the Water Commissioners to be the agents and attorneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be in- terested as a party or otherwise, so far as the same in any manner relates to the taking of the waters of Great Pond, or in the construction of the water works, either jointly or separately, as authorized under Chapter 217 of the Acts of 1887, and to employ counsel if necessary.


Article 33. To see if the town will authorize the Collector of Taxes to charge interest, at the rate of six per centum per

annum, on all taxes remaining unpaid on and after October, 10, 1897.


Article 34. To see if the town will authorize the Collector of Taxes to use the same means which a town treasurer may use when acting as collector.


Article 35. To see if the town will vote to place electric lights on High Street from Vine to Chestnut Street, and raise and appropriate money therefor.


Article 36. To see if the town will build a sidewalk on Allen Street near the residence of Luther Rowe, and raise and appropriate money therefor.


Article 37. To hear and act on the report of any commit- tee, and choose any committee the town may think proper.


The polls will be opened at six o'clock A.M., and remain open four hours, and such longer time as the voters may de- termine.


And you are directed to serve this warrant by posting at- tested copies hereof, at five or more public places in said town, seven days at least before the time of holding said meeting, and by publishing the same in the "Randolph Reg- ister and Holbrook News," a newspaper published at said Randolph.


Hereof fail not, but make due return of this warrant with your doings thereon, to the Town Clerk, on or before the time of holding said meeting.


Given under our hands at Randolph this fifteenth day of February A.D. eighteen hundred and ninety-seven.
