Hereof fail not, but make due return of this warrant, with your doings thereon, to the Town Clerk, before the time of holding said meeting.

To the Inhabitants of the Town of Randolph :
The Selectmen and Assessors herewith submit their annual report for the year ending December 31, 1900.
The seventeenth day of November, 1900, our respected Chairman, Peter B. Hand, suddenly, and without warning, passed away.
In his death this Board suffers the loss of the services of a capable public official, and the community mourn the death of an honest and upright citizen.

HIGHWAYS.
REPORT OF THE SUPERINTENDENT OF STREETS.
To the Selectmen :
Following the usual custom, the work upon the highways began with the scraping of the. gutters in the early spring, after which portions of the roads most in need of repairs and which could not be macadamized at the time were surfaced with gravel. Mill street was gravelled from the residence of Augustus Forrest to the hollow near the residence of Michael Crowley, 2501 oads beings pread thereon. Fifty loads were spread on North Main street near the residence of Joshua Hunt, and sixty-five loads were spread in various places on High street. The severe rains of the early spring were the cause of unusual repairs on drains and culverts, some of which have been made at heavy cost but which are of a permanent character, and will prove to be the most economical in the end. Wherever it could be done, ten- inch and twelve-inch drain pipe has been substituted for the old stone culverts, which were continually being choked with

sand, and the principal places where such changes have been made are as follows : on South Main street near the shoe factory 104 feet, on Union street 42 feet, on Orchard street at the cemetery 50 feet, on North Main street in various places 200 feet, on West street 300 feet, and on Canton street 40 feet. A new board fence has been erected on North street across the entire strip of lowland of Lincoln Stetson, a distance of 640 feet. Work of macadamizing was begun on North Main street at the west corner, from the residence of C. H. Hendrick to near the fountain, except 200 feet which was macadamized two years ago. The work done this year comprises a strip 12,731 feet in length and 16 feet in width. Also on Main street, from Allen to Short street, the entire portion of the street on the easterly side of the railway track was macadamized, the strip being 2900 feet long and averaging 123 feet wide. Macadam was laid no School street over a surface 360 feet long and 18 feet wide, and on North street, the entire hill lying between Cottage and Pleasant streets was. macadamized from gutter to gut- ter, the strip laid being 960 feet long and 30 feet wide. Portions of streets have been patched with inch stone where- ever convenient, and a large portion of the screenings have been used to repair sidewalks. There have been used in all 2430 tons of crushed stone, and almost 100 tons still re- main in the pit ready for immediate use. There was. also used in macadamizing 350 loads of binding gravel. Fol- lowing the plan which has been found to work successfully, there has been spread upon the two-inch stone only a thin layer of one-inch material, a coarse binding gravel being substituted for a heavy coating of the latter; and the gravel being wet and rolled in and surfaced with screenings, has made a more compact and less expensive road than in former years. The system of macadam road building and repairing is now far enough advanced to require the constant use in

dry weather of a street sprinkler, which is necessary to pre- vent the dust on the surface blowing away, leaving the stone beneath exposed to be torn up by passing vehicles. The sprinkler in present use is too old and too small to answer our purposes, and I would recommend the purchase of a sprinkler better adapted to our needs. I would also recom- mend the purchase of a platform scales for the weighing of stone, which under our present system is unsatisfactory.
