REPAIRS OF HIGHWAYS.
REPORT OF THE SUPERINTENDENT OF STREETS.
To the Selectmen :
I received notice of my appointment as Superintendent of Streets by your Board on March 17, 1897, and on March 22, under my direction, the work of repairing the highways began with the scraping of the streets and cleaning of the gutters preparatory to the putting on of gravel, with the idea of surfacing as early in the season as possible, that the gravel used for that purpose might become embedded, and leave the highways in the best condition possible when most used for travel.
The work upon the highways in the Spring was finished about May 15; 1540 loads of screened gravel were used in surfacing the streets and sidewalks. After consultation with you, a steam roller was used on a portion of Main Street for surfacing, and, while in the nature of an experiment, the result fully warranted the expense incurred.
Were the town the owner of a steam roller, so that the ex- pense would be but the cost of fuel and operating, it would make a direct saving in the repairs of the highways, and with much better results.

The heavy rains that prevailed in this vicinity during the latter part of July and early in the month of August, caused great damage to the highways, and made necessary addi- tional repairs and expenditures that could not have been anticipated, causing the amount expended to exceed the appropriation.
The material that can be obtained for the surfacing of the streets is of poor quality, and located at such distances from where it is required,-making long hauls, -- that the results cannot be what they would be under different conditions ; and I believe the town should take some action that will result in the repairs of the highways being made according to more advanced methods.
The paving was carried on in connection with the ordinary highway repairs ; 250 square yards of paving were laid, catch-basins were constructed, and gratings placed at differ- ent points where the culverts were liable to become obstruct- ed, causing overflow of water on the streets.
The expense of building sidewalk on Allen Street exceed- ed the appropriation, as a discontinuance of the work when the appropriation had been expended would have left the street in an unsafe and dangerous condition.
The widening of a portion of Short Street has made a decided improvement in the street, and is slightly in excess of the appropriation.
The sidewalk on Fowler Street was built and the street improved by change of grade made in connection with build .- ing the sidewalk and within the appropriation.
With about thirty miles of streets to be kept in repair, the result from the money expended, as shown by the condition of the highways and as compared with streets of adjacent towns, is favorable.

REPORT OF OVERSEERS OF THE POOR.
The Overseers of the Poor herewith submit their report for the year ending December 31, 1897.
The demand for outside aid has been about the same as in 1896, the net amount expended being somewhat less.
The management of the almshouse and farm has continued under the care and supervision of Mr. and Mrs. George R. Weaver as Superintendent and Matron.
During the year nineteen persons have been supported in the almshouse (in the aggregate 5836 weeks).
In 1896 sixteen persons were supported 5062 weeks.
The amount expended for salary and supplies was $42.28 more this year than in 1896.
The increase in net expense was largely due to the decrease in the amount refunded for board of inmates.
The inside of the house is in its usual good condition, and during the year the outside has received two coats of paint, all necessary repairing having been previously attended to.
