At a legal meeting of the inhabitants of the town of Dedham, in said County, qualified as by the Constitution is required, to vote for civil officers, holden at Memorial Hall, in said town, in accordance with the foregoing warrant, on Tuesday next after the first Monday in November, being the fourth day of said month, in the year of our Lord one thousand eight hundred and ninety, for the purpose of giving in their votes for :

The meeting was called to order at 7 o'clock, A. M., by the Town Clerk, who read the warrant, and after the delivery of the ballots by the Chairman of the Selectmen to the Ballot Clerk, the polls were opened, and the Selectmen of said town presided at said meeting.

The Selectmen having appointed John B. Fisher and John F. Reilly as inspectors, under the provisions of Sec. 20, Chap. 413, Acts of 1889, and of Chap. 423, Acts of 1890, said inspectors were sworn to the faithful performance of their duties by the Town Clerk, and acted as ballot clerks under the provisions of said act. The deputy inspectors appointed by the Selectmen were Willie W. Baker and M. Gardner Boyd, and they were also duly sworn by the Town Clerk, and in the absence of the inspec- tors, acted in their place as ballot clerks.
Twenty voting shelves, or compartments, were provided by the Town according to the requirements of said act, and guarded as therein required, and one set of the ballots furnished by the Secretary of the Commonwealth was, by the Town Clerk (before the opening of the polls on said day), delivered sealed to the Chairman of the Selectmen, and his receipt taken therefor. At the opening of the polls, the seals of said package were publicly broken by the chairman, and the same were delivered to the bal- lot clerks, and cards of instruction, and specimen ballots, were posted in the compartments in the polling room as required by said act. Upon the delivery of the ballots to the voters by the ballot clerks the check list was used, and the name of each voter receiving a ballot checked thereon. The ballot, as delivered to each voter, was by him marked in the voting compartments, and deposited by him in the ballot box called the Standard, furnished and certified to by the Secretary of the Commonwealth, and the name of each voter depositing his ballot in said box was an- nounced in a loud and distinct tone of voice, and checked upon the voting list by the election officers in charge at said box and list.
All the ballots deposited in said ballot box as aforesaid, were sorted, counted, and recorded, and declaration thereof made, as by the Constitution is directed, and were for the following per- sons, viz. :

The Selectmen appointed Fred J. Stimson, Edward L. Bur- dakin, Charles H. Smith, and John B. Fisher as tellers to aid them in receiving, sorting and counting said ballots, and before entering upon their duties as such tellers they were duly sworn by the Town Clerk. The whole number of ballots cast was one thousand one hundred and twenty-six, and the check list used at the ballot box showed one thousand one hundred and twenty-six names checked thereon, and the check list used by the ballot clerk showed one thousand one hundred and twenty-six names checked thereon.
On motion the polls were closed at fifteen minutes past four o'clock, P. M.

After the declaration of the vote, all the ballots cast at said election were sealed up in an envelope and indorsed thereon by the Selectmen, and the check lists used were also sealed up, and all placed in the custody of the Town Clerk. Certificates of said ballotings, signed by the Selectmen, and attested by the Town Clerk, were sealed up in open town meeting ; after which, on motion, at 6.45 o'clock, P. M., the meeting was dissolved.

Williams, and failed to count certain other ballots prope ly for John W. Candler ; and further, because the said election officers failed to properly foot or add up the votes cast for Member of Congress at said election :

Pursuant to the foregoing petition and the provisions of sec. 104, chap. 423, Acts of 1890, the Selectmen appointed Wednes- day, the twelfth day of November, 1890, at four o'clock P. M., at Memorial Hall, in Dedham, as the time and place to recount the ballots cast Nov. 4, 1890, in said Dedham, for Representative to Congress in the Ninth District ; and the Selectmen appointed as tellers, to aid them in counting said ballots, Fred. J. Stimson, Charles H. Smith and John E. Fisher, who were duly sworn by the Town Clerk, and at the time and place aforesaid the Town- Clerk delivered the envelope containing said ballots to the Select- men, who broke the seal thereof, and recounted the ballots for said office, and it was found that the whole number of ballots was eleven hundred twenty-six.
John W. Candler of Brookline had five hundred thirty-four. Melvin H. Walker of Westborough had eighteen.
George Fred. Williams of Dedham had five hundred thirty- nine.

A certificate of the result of such recount was made out and signed by a majority of the Board of Selectmen and attested by the Town . Clerk, and sealed up in an envelope and delivered to the Town Clerk, to be forwarded to the Secretary of the Com- monwealth ; and after such recount all said ballots cast at said election were thereupon again sealed up in an envelope and en- dorsed by the Selectmen, that the same had been opened and again sealed up, in conformity to law, and the same was placed in the custody of the Town Clerk.

D. 1890, at half-past seven o'clock in the evening, then and there to act on the following articles, namely :
First. - To choose a Moderator of said meeting.
Second. - To see if the Town will accept the provisions of Chapter 386 of the Acts and Resolves of the year 1890.
Third. - To determine what officers, if any, not required by law to be chosen by ballot, shall be so chosen, and the number and terms of such officers.
Fourth. - To see if the Town will accept any existing provi- sions of law, and, if so, what provision of law, providing a sys- tem or manner of electing Selectmen, Overseers of the Poor, or Assessors.

Article One. - Howard Colburn was appointed and sworn by the Town Clerk as teller to aid the Town Clerk in receiving and counting votes cast for Moderator.
Thomas P. Murray was chosen Moderator by written ballot, in receiving which the check list was used.
Article Two. - Voted unanimously to accept the provisions of Chapter three hundred and eighty-six (386) of the Acts and Resolves of the year 1890.
Article Three. - Voted that the Town, at the next annual Town Meeting, elect by ballot :
Three additional Selectmen.

Three Assessors ; one additional Overseer of the Poor ; three Members of the Board of Health ; a Town Clerk; a Town Treasurer ; a Collector of Taxes ; three Auditors ; three addi- tional Surveyors of Highways ; and nine Constables, all for one year. Two School Committee, for three years ; and one School Committee, for one year ; and three Trustees of the Public Library, for three years ; and also to fill all vacancies which may be caused by the death or resignation of any Town officers, who have been elected by ballot, whose terms of office shall not expire at said meeting.
Article Four. - Voted that the subject matter of this Article be indefinitely postponed.
And on motion, the meeting was dissolved.
