Voted that the Town proceed to ballot for one Town Clerk, one Town Treasurer, one Collector of Taxes, five Selectmen, three Assessors, three Overseers of the Poor, three Auditors, three Park Commissioners, nine Constables, all for one year; one School Committee for one year, to fill vacancy; two School Com- mittee for three years; three Trustees of the Public Library for three years; one member of the Board of Health for one year; one member of the Board of Health for two years; one member of the Board of Health for three years. And, also, upon the same ballot, to vote upon the question: "Shall license be granted for the sale of intoxicating liquors in the Town?"


The moderator appointed as additional ballot officers, Charles A. Cline and John F. Reilly, and they were sworn by the town clerk. Twenty-three voting shelves or compartments were provided by the town, according to the requirements of law, and guarded as the law requires.

After the Moderator had been chosen as aforesaid, and before the opening of the polls, the Town Clerk delivered to said ballot clerks the bundle packed by him and sealed as required by law, containing 2400 official ballots and 75 special official ballots for School Committee only, and the Town Clerk caused the cards of instruction to be posted in each of the twenty-three voting com- partments, provided by the town and guarded as required by law, and the Town Clerk also caused three such cards and five speci- men ballots to be posted about the polling room outside the guard rails, and a receipt for said ballots was given by the ballot clerks to the Town Clerk.


Upon the delivery of the ballots to the voters by the ballot clerks, the check list was used, and the name of each voter receiv- ing a ballot was announced and checked thereon. The ballot, as delivered to each voter, was by such voter marked in the voting compartments, and deposited by the voter in the ballot boxes, called the Standard, furnished and certified to by the Secretary of the Commonwealth, the ballots cast by the women being deposited in a separate box from those deposited by the men, and the name of each voter depositing a ballot in said boxes was announced in a loud and distinct tone of voice, aud checked upon the voting list by the election officers in charge at said boxes and list.


The following persons were appointed by the Moderator, as Tellers to aid him in receiving, sorting and counting the ballots cast at said meeting, viz : - Edward L. Burdakin, George C. Stearns, Crawford R. Brown, Frank W. Power, Charles A. Cline, Wm. F. Whitman, William W. Smith, Frank D. Tracy, Henry W. Weeks, John F. Reilly, Alfred C. Smith, Thos. W. Dolan, Henry E. French, Fred. B. Kingsbury, Wm. H. Dawes, Ferdinand F. Favor, Charles W. Wolcott, William C. Williams, and said tellers were duly sworn to the faithful discharge of their duties, by the Town Clerk.


With the consent of the Moderator and Town Clerk the ballot box used for the men voters was opened at 1.20 p. m., and 850 ballots taken therefrom, for the purpose of counting the same. The blank forms furnished by the Secretary of the Com- monwealth were used by the election officers. The ballots were divided into blocks, and canvassed by the tellers, and the result

thereof reported in each case to the Moderator, who caused the same to be recorded on the blank forms provided for the purpose.


Whole number of ballots cast by the men voters was 1201; whole number of ballots cast by the women voters was 2. The two check lists used for the men voters each showed 1201 names checked thereon, and the two check lists used for women voters each showed two names checked thereon. The number of ballots left at the close of the polls, deducted from the whole amount receipted for by the ballot clerks, showed 1201 delivered to the men and 2 to the women. After all the ballots deposited in said boxes had been sorted and counted the Moderator made declara- tion as follows :-

The polls were closed, on motion, at 4.42 o'clock P. M .. after which the Moderator appointed as the Committee under the By- laws, to whom were referred the remaining Articles of the warrant, the following persons :- Stephen M. Weld, George C. And on motion at 11.25 o'clock P. M., the meeting was ad- journed to the first Monday of April next, at 7 o'clock, P. M., as aforesaid, at this place.

We, the undersigned, legal voters of the Town of Dedham, respectfully petition for a recount of the votes cast at the elec- tion in Dedham, Monday, March 4, 1895, upon the question of granting licenses for the sale of intoxicating liquors in said town, having reason to believe that an error was made in ascertaining or declaring the result of the count of the ballots cast upon said question.

Whereas, a written statement this day has been filed with the Town Clerk, signed by Edward. C. Paul, C. P. Baker, Edward P. Burgess, Elijah Howe, Jr., James Y. Noyes, Nathan- iel Morse, Albert Hale, Adam Gunn, C. A. Taft, Geo. A. Guild and J. W. Wilson, wherein it is alleged that said signers have reason to believe that an error was made in ascertaining or de- claring the result of the count of the ballots cast at the town meeting of March fourth, 1895, on the question of granting licenses for the sale of intoxicating liquors. Now, therefore, in accordance with Section 211 of Chapter 417 of the Acts of 1893, I shall publicly recount such ballots, at Lower Memorial Hall, on THURSDAY, March 7th, 1895, at four o'clock in the afternoon.

Voted that all contracts under the said appropriation for printing, be given to the Dedham printer who makes the lowest responsible bid therefor.


Article Ten- Voted that the Town raise and appropriate the sum of $200 for the decoration of soldier's graves.


Article Eleven-Voted that the Town raise and appropriate the sum of two thousand eight hundred dollars for the Dedham Public Library.


Article Twelve-Voted that the Town raise and appropriate the sum of ten hundred and fifty dollars to keep the cemeteries in Dedham Village and West Dedham in repair.


Article Thirteen-Voted that the Town raise and appropriate the sum of eleven thousand five hundred dollars for repairs of highways, sidewalks, and lumber for bridges and railings.


Voted, that the town appropriate the further sum of five thousand dollars to continue the work of concreting the sidewalks in town.


Voted that the appropriation for concreting sidewalks be ex- pended under the direction of a competent Engineer who shall determine the grades and side lines, and the thickness of the concrete and the proper construction of the same.

borrow said sum of five thousand dollars on the note or notes of the town, payable five hundred dollars each, in one, two, three, four, five, six, seven, eight, nine and ten years respectively, at a rate of interest not to exceed four per cent. per annum .. (See vote after Article 48.)


Voted also that the Selectmen be instructed to pay laborers upon the highways, two dollars per day of nine hours each.


Article Fourteen-Voted, that the town raise and appropriate for the purpose of this article, (expenses of the public schools) the sum of ($38,050) thirty-eight thousand and fifty dollars.


Article Fifteen-Voted, that the amount received from other towns for scholars attending the public schools in Dedham be appropriated for the contingent expenses of the public schools.


Article Sixteen-Voted, that the town raise and appropriate the sum of $700 for the sanitary improvements asked for under this article.


Article Seventeen-Voted, that the town raise and appropri- ate the sum of ($5500) fifty-five hundred dollars to finish and furnish the new Avery School, and grade the yard thereof. .

Article Twenty-four-Voted that the town raise and appro- priate the sum of thirty five dollars for a hydrant at the corner of East street and the new street leading to Fairbanks Park.

Article Twenty-nine-Voted that the School Committee are hereby authorized and requested to purchase and add to the Avery School lot the following land :


Land of Dowd, extending from line of present lot of Avery School to Mother Brook, and bounded on the East by land of Greenhood. Land of Greenhood, between Dowd land and proposed street. Land of McCarthy, bounded by land of Green- hood, Avery School, Chauncy street and proposed street, and that $3700 be appropriated therefor; and further voted that the School Committee allow the superintendent of streets to take, from time to time, such material as in their opinion will not injure said land for school purposes. All materials so taken to be credited by the street department to the schools, at same price as would be paid elsewhere.

. Article Twenty-seven-1Voted to amend the Town By-laws as follows :


To amend Article 3, Section 2, by adding at the end thereof the words : "Provided, however, that all orders for the abate- ment of taxes shall be signed by a majority of the Assessors.


To amend Section 8, Article 3, of the Town By-Laws by in- serting after "a " in the first line the words "general or" ; and after the word "grants " in the third line, the words, "in the treasury, January 31 "; and add to said section the words, " with the estimated expenses of each account for the months of Feb- ruary and March, then next ensuing," so as to read, No money granted for a general or special purpose shall be applied to any other use, unless by a vote of the town, and all unexpended balances of such grants in the treasury January 31 shall be reported in the annual report of the Selectmen, with the estimated expenses of each account for the months of February and March then next ensuing.


To amend section 9, article 3, by inserting after the word "any" in the fourth line the words, "general or," and by adding to said section the words, "except as provided in section 13 of this article," so as to read : Section 9-No orders shall be drawn upon the Treasurer for any purpose not authorized by a vote of the town, or the laws of the commonwealth, nor shall the amount of orders drawn against any general or special appropriation exceed the same, except as provided in section 13 of this article.


To add the following sections : Section 11-All appro- priations made for the annual expenditures of the town shall be for the twelve months embraced between April 1 and March 31, inclusive, except the appropriations for the salaries for town officers, which shall be for the year beginning with the annual March meeting, and all unexpended balances of such annual appropriations in the treasury on the first day of April, together with the amount of the general account, shall be reported by the Treasurer to the town at its meeting on the first Monday in April.


Section 12: All moneys received by the Treasurer in excess of the receipts estimated by the Assessors in making the tax levy,

or anticipated by vote of the town, shall be credited by the said Treasurer to the account from which the receipt originated; and, in event of any receipt not being directly traceable to any account the same shall be credited to an account to be known as General Account.


[] Section 13: In event any appropriation made by the town is insufficient to meet the legal and necessary requirements of any de- partment, the treasurer of the town may, upon an order signed by the Chairman of the Board of Selectmen, and a majority of the Board of Auditors, transfer to such department an amount not ex- ceeding $300 from any balance then in general account.
