TOWN OF DEDHAM FOR THE YEAR 1895-6.

COMMONWEALTH OF MASSACHUSETTS.


NORFOLK, SS. To either of the Constables of the Town of Ded- ham, in said County, Greeting.


You are hereby required, in the name of the Commonwealth aforesaid, to notify and warn the inhabitants of said Town of Dedham, qualified to vote in town affairs, to assemble at Memo- rial Hall, in said town, on the first Monday in March, (being the fourth day of said month), A. D. 1895, at seven o'clock in the forenoon, then and there to act on the following articles, namely :-


Article One-To choose a Moderator to preside at said meeting.


Article Two-To choose all necessary Town Officers. The following are to be chosen by ballot, viz :- One Town Clerk, one Town Treasurer, one Collector of Taxes, five Selectmen, three Assessors, three Overseers of the Poor, three Auditors, three Park Commissioners, nine Constables, all for one year; one School Committee for one year, to fill vacancy; two School Com- mittee for three years; three Trustees of the Public Library for three years; one member of the Board of Health for one year; one member of the Board of Health for two years; one member of the Board of Health for three years. And, also, upon the same ballot, to vote upon - the- question :- "Shall license be granted for the sale of intoxicating liquors in the Town?" All Town Officers, except as above named, are to be chosen for one year.

Article Three-To hear and act on the report of the Audi- tors of the Treasurer's and Collector's accounts.


Article Four-To see if the Town will accept the list of jurors, as prepared by the Selectmen, and posted according to law.


Article Five-To hear and act on the report of the Com- mittee on the distribution of the interest of the Damon and Draper donations, and choose a Committee to distribute the in- terest the ensuing year.


Article Six-To see if the town will authorize the Collector of Taxes to use the same means as the Town Treasurer may use when acting as Collector.


Article Seven-To see what rate of interest the town will authorize the Collector to charge on all taxes not paid Novem- ber 1, 1895.


Article Eight-To see what action the town will take with reference to the compensation of the Collector of Taxes, as pro- vided in section 6, article 3, of the Town By-Laws.


Article Nine-To see what sums of money the town will raise to defray the incidental and other necessary expenses, not otherwise provided for, of the Town for the ensuing year.


Article Ten-To see what sum of money the Town will raise and appropriate for the decoration of soldiers' graves


Article Eleven-To see what sums of money the Town will raise and appropriate for the Dedham Public Library.


Article Twelve-To see if the Town will raise and appro- priate money to keep the cemeteries in Dedham Village and West Dedham in repair.


Article Thirteen-To see what sum of money the Town will raise and appropriate for repairs of highways, side-walks, and lumber for bridges and railings, and for removing snow.


Article Fourteen-To see what sum of money the Town will raise and appropriate for the support of Public Schools, and the payment of the salary of the Superintendent of Schools, for the ensuing year; and, also, to see what sum of money the Town will raise and appropriate for instruction in the elementary use of . hand tools, and in sewing in the public Schools.


Article Fifteen- To see if the Town will appropriate the amount received from other towns for scholars attending the

Public Schools in Dedham for contigent expenses of the Public Schools.


Article Sixteen-To see if the Town will raise and appro- priate money to improve the sanitary conditition and ventilation of the schoolhouses, and remove the outbuildings belonging thereto.


Article Seventeen-To see what sum of money the Town will raise and appropriate for finishing and furnishing the new Avery School-house, and for grading the lot of land on which it stands, and any addition that may be made thereto.


Article Eighteen-To see if the Town will vote to purchase land and erect a house thereon, for the use of Hose Co., No. 3, East Dedham, as recommended by the Board of Engineers, and raise and appropriate money therefor.


Article Nineteen-To see if the Town will vote to purchase a new hook and ladder truck, as recommended by the Board of Engineers, and raise and appropriate money therefor.


Article Twenty-To see if the Town will vote to remodel the engine house on Washinton street, Dedham Village, for the use of the Hook and Ladder Co., as recommended by the Board of Engineers, and raise and appropriate money therefor.


Article Twenty-one-To see if the Town will vote to build a reservoir for fire purposes at the Baptist Church, West Dedham, as recommended by the Board of Engineers, and raise and · appropriate money therefor.


Article Twenty-two-To see if the Town will vote to build a reservoir for fire purposes at Pond Plain, West Dedham, as recommended by the Board of Engineers, and raise and appro- priate money therefor.


Article Twenty-three-To see if the Town will vote to pur- chase horses and harnesses for use of Hose Company, No. 3, at East Dedham, as recommended by the Board of Engineers, and raise and appropriate money therefor.


Article Twenty-four-To see if the Town will vote to place a hydrant for fire purposes at the corner of East street and the new street leading to Fairbanks Park, as recommended by the Board of Engineers, and raise and appropriate money therefor.


Article Twenty-five-To see if the Town will vote to con- nect the bells on the engine houses with the fire alarm system,

as recommended by the Board of Engineers, and raise and appropriate money therefor.


Article Twenty-six-To see if the Town"will vote to place additional fire alarm boxes at the following locations, as recom- mended by the Board of Engineers, viz .: East street, near rail- road bridge; Rockland street, corner Bussey; Greenhood street, corner Colburn; Milton street, corner Milton Place; High street, corner Bullard; and High street, corner Westfield street; and raise and appropriate money therefor.


Article Twenty-seven-To see if the Town will repeal or or amend article three of its by-laws, or any section thereof, and adopt other by-laws concerning the financial regulations of the Town.


Article Twenty-eight-To see if the Town will amend its by-laws concerning the government of its town meetings, and adopt other by-laws for the regulation and limitation of debate in said meetings.


Article Twenty-nine-To see if the town will vote to pur- chase land in the rear of the Avery School-house lot sufficient to enlarge said lot, and for play-ground and bath-house purposes, and raise and appropriate money for the same.


Article Thirty-To see if the Town will light East street, from Endicott to its junction with Canton street, and Canton street to the house of the late John Eaton, with electricity, and raise and approprtate money for the same.


Article Thirty-one-To see if the Town will authorize the Selectmen and the Town Treasurer to borrow money in antici- pation of the collection of taxes for the current year, to be paid therefrom.


Article Thirty-two-To see what sum the Town will raise and appropriate for the use of the Park Commissioners as sug- gested or recommended in their report.


Article Thirty-three-To see if the Town will vote to elect, commencing with the annual town meeting of 1896, its Board of Park Commissioners for one, two and three years, and one for three years, at each annual meeting thereafter.


Article Thirty-four-To see if the Town will vote to pur- chase and improve the whole or any part of the proposed Powder Rock Park, Avery Park, or any other locations which

the Park Commissioners may recommend to the Town at this meeting, and raise and appropriate money therefor.


Article Thirty-five-To see if the Town will accept and allow the taking of certain lands lying between the N. Y. N. H. & H. R. R., and Whiting avenue by the Park Commissioners, for a public park, as more fully set out by a report to the town by said Commissioners, and on a plan showing the boundaries and measurements thereof, as filed by them with the Town Clerk.


Article Thirty-six-To see if the Town will accept a new street, to be known as Fairview street, leading from Oakdale avenue to Whiting avenue, as laid out by the Selectmen, and raise and appropriate money therefor.


Article Thirty-seven-To see if the Town will instruct or authorize the Board of Selectmen or the Highway Surveyors to lay out a street between High street and Chauncey street, near land of Tapley, Raymond and others, near. Avery School, alto- gether about three hundred feet in length.


Article Thirty-eight-To see if the Town will vote to re- grade that part of Cedar street, in Oakdale, lying between Wal- nut street and Dartmouth avenue, and raise and appropriate money for the same.


Article Thirty-nine-To see if the Town will vote to abolish the Committee of Twenty-one, and amend Section 1 of article 1 of the Town By-Laws to that effect.


Article Forty-To see if the Town will vote to amend sec- tion 1 of article 1 of the Town By-Laws, so that no one holding official position under the Town, shall be appointed a member of said Committee of Twenty-one.


Article Forty-one-To see if the Town of Dedham will vote to purchase the plant of the Dedham Water Company, and raise and appropriate money for the same.


Article Forty-two-To see if the Town will appropriate the sum of $200 to be expended for out-door band concerts during the summer months of 1895.


Article Forty.three- To see if the Town will vote to extend the electric lights on Dover street, from High Rock street to the Dover line, on Hartford street, and raise and appropriate money for the same.

Article Forty-five-To see if the Town will instruct the

Article Forty-six-To see if the Town will instruct the Board of Selectmen to pay money to Catherine Watts, for injuries sus- tained by her by falling on the sidewalk on High street, in Dedham, in the winter of 1893, and to determine what sum it shall instruct the Selectmen to so pay.


Article Forty-seven -- To see if the Town will instruct the Selectmen to pay Patrick Eagan the balance due him for work performed by him on the highways.


Article Forty-eight-To hear and act on the report and recommendations of the Town Clerk, relating to printing Town Records.


Hereof fail not, but make return of this warrant, with your doings thereon, unto the Selectmen, on or before said day and time.

By virtue of this warrant I have notified and warned the legal voters of the Town of Dedham aforesaid, to meet at the time and place, and for the purposes specified in said warrant, by posting attested copies thereof in each of the post offices in said town, and in twenty other public places in said town, seven days at least before the day of said meeting, and by causing an at- tested copy thereof to be published twice before the time of said

meeting, in the Dedham Transcript, a newspaper published in said town of Dedham.

At a meeting of the inhabitants of the town of Dedham, in said County, qualified to vote in town affairs, held pursuant to the foregoing warrant, at Memorial Hall, in said town, on the first Monday of March (being the fourth day of said month) A. D. 1895.


The meeting was called to order at the time and place named in said warrant, by the Town Clerk, who presided at the choice of Moderator.


Edward L. Burdakin was appointed and sworn by the Town Clerk, a teller, to aid the Town Clerk in receiving and counting votes cast for moderator.


John R. Bullard was chosen Moderator by written ballot, in receiving which the check list was used.


Article Two-Before the opening of the polls, the Selectmen appointed as Ballot Clerks, Aaron W. Baker and Frank E. Morse, and they were sworn into said office by the Town Clerk before entering upon their duties.
