The committee recommend that Article 14 (relating to the purchase of contiguous land), be indefinitely postponed. The present lot is sufficiently large for such a school-house as is needed. It would in some respects be of advantage to have more frontage and to have the lot squared in the rear. A frontage of about 50 feet, with a depth equal to that of the present lot, can be had for about $1200. If this adjoining land were of such a grade and character that it could be utilized without large further ex- pense, the committee might be disposed to recommend the pur- chase of it. The land, however, would be of comparatively little use unless the new building were to be placed on the centre of the lot as enlarged. It would certainly not look well to have the building on one side of the lot. If, however, the lot were to be thus enlarged, and the new building placed in the centre of it as enlarged, the building would be brought close up against a high bank of gravel, and it would, therefore, be necessary to re- move a large amount of soil from the front portion of the new purchase, to a depth of at least 100 feet from the front of the lot. In the opinion of a number of the committee this would entail a large expense, and so much delay as seriously to postpone the completion of the proposed building. It is for these reasons that the committee recommend that Article 14 be indefinitely post- poned.

We, having signed the above, assent to all that is contained therein except so much as relates to enlarging of the school- house lot.

Voted that the town proceed to erect on the Avery lot, in place of the present school house, a nine-room school house with a hall on the second floor, at an expense not exceeding $35,000, including contingent and unforseen expenses.
Voted that the town purchase land adjoining said Avery lot as bonded of Felix Dowd, and that twelve hundred dollars be appropriated therefor.
Voted that the sum of eight hundred dollars be appropriated for grading the Avery school lot, as enlarged.
Voted, by a unanimous vote, (92 persons voting in the affirmative and none in the negative) that the Town authorize the Selectmen and Treasurer to borrow, for the purposes of the fore- going votes, a sum not exceeding $37,000. upon the bonds, notes and scrip of the town, payable in such instalments as are re- quired by law, over a period of 20 years, with interest payable semi- annually, and a rate not exceeding 4 per cent per annum, and said vote was declared by the moderator as passed by more than a two thirds vote.
Voted that a committee consisting of Frederick D. Ely, Thomas P. Murray, Robert H. O. Schulz, James T. Clark, and Julius H. Tuttle be appointed to carry into effect the foregoing votes relating to the purchase of land and erection of said school house.
Voted that said committee be authorized to sell at public auction the present Avery school house building.
On motion of Col. James M. Ellis the town passed the following resolution :
Resolved : That a committee of three be appointed by the Moderator to make inquiry in regard to any available lots for public play grounds or parks, to report in writing at the next March meeting, giving location of said lots and the probable cost of the same.
Also, to deliver a copy of their report to the Board of Park Commissioners, when this board is elected.

And the town appointed as said Committee James M. Ellis, John R. Bullard and James T. Clark.
And on motion the meeting was disolved.

NORFOLK, SS. To any Constable of the Town of Dedham, in said County, Greeting :
You are hereby required, in the name of the Commonwealth aforesaid, to notify and warn the inhabitants of said town of Ded- ham, qualified to vote in town affairs, to assemble at Memorial Hall, in said town, on Monday, the thirtieth day of July, A. D. 1894, at half-past seven o'clock P. M., to act on the following articles, namely :
Article One-To choose a Moderator to preside at said meeting.
Article Two-To hear and act on report of the committee appointed to inquire as to the matter of public parks and play grounds.
Article Three-To see if the Town will rescind the whole action taken at its last annual meeting, under Articles twenty-nine and thirty of the warrant for said meeting, relating to Park Com- missioners.
Article Four-To see if the Town will elect three competent persons to constitute a Board of Park Commissioners for the Town of Dedham, and determine the manner of their election and prescribe their terms of office.
Article Five-To see if the Town will vote that hereafter Park Commissioners shall be elected by ballot at the annual elec- tion of town officers, and fix their terms of office.
Article Six-To see what sum of money the Town will raise and appropriate for the use of the Board of Park Commissioners.
Article Seven-To see if the Town will vote to elect a Board of Health by ballot at the next annual meeting of the town, con- sisting of three persons-to serve, one for the term of three years,

one for the term of two years, and one for the term of one year beginning with the first Monday of April next, and until their re- spective successors are chosen and qualified ; and thereafter, at the annual meeting, choose in the same manner, one person who shall hold said office for three years from the first Monday of April then next ensuing, and until another is chosen and qualified in his stead, under Chapters 218 and 473 of the Acts of 1894.
Article Eight-To see what action the Town will take as to laying out or accepting the proposed extension of Whiting avenue, from Walnut street to East street, or see what action the town will take as to instructing its Board of Selectmen as to the same, and what sum of money the town will raise and appropriate for the same.
Article Nine-To see if the Town will vote to instruct the Selectmen to open a bureau of registration, where all unemployed citizens of the town may register their names, and in their turn be given an equal share of the work done by the town.
Article Ten-To see if the Town will vote to instruct and order the Selectmen to divide into gangs of from five to ten men each those unemployed citizens who desire to have an opportunity to do town work, and work in rotation each gang a certain period of time, no one gang to work more than two weeks, to the exclu- sion of another.
Hereof fail not, but make return of this warrant, with your doings thereon, unto the Selectmen, on or before said day and time.
Given under our hands, and the seal of said Town, at Ded- ham, aforesaid, this eighteenth day of July, A. D. eighteen hun- dred and ninety-four.

At a meeting of the Inhabitants of the Town of Dedham, qualified to vote in town affairs, held pursuant to the foregoing warrant, at Memorial Hall, in said town, on Monday, the thirtieth day of July, 1894 :
The meeting was called to order at the time and place named in said warrant, by the Town Clerk, who presided at the choice of Moderator.
Article One-John R. Bullard was elected Moderator by written ballot, in receiving which the check list was used.
Article Two-The committee named in said article presented a printed report, and the town voted, 125 persons voting in the affirmative and 129 persons in the negative, not to accept said report.
Article Three-Voted that all votes of the Town under Arti- ticles twenty-nine and thirty of the warrant for the annual town meeting of 1894 be, and they hereby are, rescinded.
Articles Four and Five-acted upon together-Voted to elect by a ballot in form of the Australian ballot, at an adjournment of this meeting, to be held August 6, 1894, at which meeting the polls shall be open from 12 o'clock noon until 9 o'clock P.M., three Park Commissioners, to hold office until the annual March Town meeting of 1895, and that hereafter three commissioners shall be annually elected by ballot for the term of one year, at the regular March meeting of the town, in the same manner as other town officers are elected. And further voted that a caucus of the citi- zens be held in the Town Hall, August 2, 1894, at 7.30 o'clock P. M., for the purpose of nominating at least six candidates for the office of Park Commissioners for the above term, at which

caucus the check list shall be used, and the nomination made by marking, the time allowed for said marking to be one hour at least. Voted that the Town Clerk be instructed to call said caucus.
Article Six-Voted that the sum of five hundred dollars be appropriated for the use of the Park Commissioners, none of which shall be expended in salaries, and that the amount so ap- propriated shall be borrowed on the note of the town, signed by the Treasurer and countersigned by a majority at least of the Selectmen, said note to be payable during the year 1895.
Article Seven-Voted to elect a Board of Health by ballot, at the next annual meeting of the town, consisting of three per- sons-to serve, one for the term of three years, one for the term of two years, and one for the term of one year, beginning with the first Monday of April next, and until their respective successors are chosen and qualified ; and thereafter at the annual meeting choose in the same manner, one person who shall hold said office for three years trom the first Monday of April then next ensuing, and until another is chosen and qualified in his stead, under Chapters 218 and 473 of the Acts of 1894.
Article Eight-Voted that the subject matter of this article be indefinitely postponed.

August 1, 1894. A certified copy of the list of persons liable to enrolment, in and for the Town of Dedham, County of Nor- folk, for the year 1894, has been placed in my hand by the Assessors of this Town, and filed according to law. It contains the names of twelve hundred and forty-nine men, and I have mailed return to the Adjutant General.

At a meeting of the inhabitants of the town of Dedham, in said County, qualified to vote in town affairs, held at Memorial Hall, in said Dedham, on Monday, the sixth day of August, 1894, by adjournment from the thirtieth day of July, 1894.
The meeting was called to order at twelve o'clock, noon, the time previously appointed, by John R. Bullard, the Moderator.
Articles Four and Five. The Moderator declared that the polls were open to receive ballots for Park Commissioners, and the balloting began at once. Twenty-three voting compartments were provided for the voters, within which to mark the ballots, and the ballot received by each voter was by him marked in one of said voting compartments by a cross at the right of the name of each candidate for whom said voter desired to vote, and de- posited by him in the ballot box called the Standard, furnished and certified to by the Secretary of the Commonwealth, and the name ot each voter depositing a ballot in said box was announced and checked upon the voting list. The Moderator appointed as tellers to aid him in receiving, sorting, and counting the ballots, Henry D. Humphrey, Woodbury G. Smith, Frank W. Power, and Thomas J. Hannon, who were duly sworn by the Moderator.
The whole number of ballots cast was three hundred seventy-four. The ballot box register showed three hundred seventy-four ballots cast, and the check list showed three hundred seventy-four names checked thereon. The polls were closed at nine o'clock, P. M., and upon a canvass of the ballots cast it was found that
Francis L. Babcock had received two hundred thirty votes. John Crowley had received forty-nine votes.
. Chester A. Reed had received one hundred forty votes.

Charles C.Sanderson had received one hundred forty-two votes.
Erastus Worthington, Jr., had received two hundred twenty eight votes.
Thomas T. Robinson had received two hundred thirteen votes.
Michael J. Skulley had received one vote.
Preston R. Mansfield had received one vote.
William Warner had received one vote.
Emil Sedlack had received one vote.
John Harris had received one vote.
Blanks, one hundred fifteen.
And said Babcock, Worthington and Robinson were declared by the Moderator duly elected Park Commissioners.
After the declaration of the vote the ballots cast at said elec- tion were sealed up in an envelope and endorsed thereon by the Moderator, and also the check list used at said ballot box was sealed up in another envelope and also endorsed thereon by the Moderator, and both envelopes were placed in the custody of the Town Clerk, after which, on motion at 9.45 o'clock, P. M., the meeting was dissolved.

Dear Sir :
In accordance with the requirements of Chapter 80, Section 33 of the Public Statutes of Massachusetts, the Board of Health hereby make return of abatement of a nuisance existing upon lands of Thomas P. Murray, James B. Martin, Margaret Cronan, and others in East Dedham.
Upon petition of Thomas P. Murray, under date of April 16, 1894, stating that certain lands in East Dedham were sodden and spongy in character, and other allegations as set forth in said petition, on file with the Clerk of the Board, a public hearing was held April 18, 1894, by the said Board of Health, due notice having been served in writing upon the following parties :
Thomas P. Murray, as petitioner and chairman of Board of Selectmen, Mrs. Margaret Cronan, James B. Martin, Daniel V. Kelley, Edmund Meighan, R. M. Finn, and William T. Tapley, and all such parties appearing or being represented at such hear- ing. After hearing all parties the Board of Health passed the following vote :
Voted : "That the premises, in their present condition, created a nuisance. That the Selectmen be requested to allow the superintendent of streets to make the necessary repairs and renewals to such drain as described in petition, under the direc- tion of the Board of Health. That due notice of such action be . sent to all parties interested, and that the cost of such repairs and work be assessed as may be determined by the Board, after the completion of the work."
Due notice of such action was sent each of the above named parties notified of the hearing and, under date of April 20th, a re- monstrance was received from James B. Martin. No appeal in Superior Court having been filed by the said James B. Martin, within the statutatory limitation of seven days, the Board pro- ceeded to abate such nuisance, in the manner set forth in their vote, and having received due returns from the superintendent of streets, on September 20, 1894, do hereby make the following apportionment of expense to be assessed :

And the Board of Health present such sums to be assessed upon the said Thomas P. Murray and James B. Martin in accord- ance with the statutes, such apportionment being by vote of the Board of Health, on September 26th, 1894.
