To the Citizens of the Town of Douglas:
Following is the Annual Town Clerk's Report:
VOTES PASSED BY THE TOWN SINCE THE 1943 ANNUAL TOWN MEETING
Special Town Meeting-June 9, 1943
Article 1. The Town voted to transfer the sum of fifteen hundred dollars ($1,500.00) from the Machinery Rentals Account to the Machinery Maintenance Fund.
Article 2. The Town voted to transfer the sum of eighty-nine dollars and seventy-four cents ($89.74) from the Workmen's Compensation Insur- ance Account to the General Highway Insurance Account.
Article 3. The Town voted to raise and appropriate an additional sum of money for Snow Roads, voting fifteen hundred dollars ($1,500.00).
Article 4. The Town voted to transfer the sum of seven hundred and eighty-seven dollars and seventy-nine cents ($787.79) from the Water Surplus Account to the Water Pumping Station Account.
Article 5. The Town voted to raise and appropriate an additional sum of two hundred dollars ($200.00) for the Water Pumping Station Account.
Article 6. The Town voted to raise and appropriate an additional sum of five hundred dollars ($500.00) for the Machinery Maintenance Fund.
Article 7. The Town voted to raise and appropriate the sum of five hundred dollars ($500.00) for repairs at the Town Garage.
Special Town Meeting-September 10, 1943
Article 1. The Town voted to postpone the acceptance of a deed from Francisco Bowen's heirs Quitclaiming all right, title and interest in land taken by Selectmen in laying out the Town way from Main Street to Grammar School Lot.
Article 2. The Town voted to accept a Quitclaim Deed from the Trus- tees of the Methodist Church of East Douglas of the right, title and interest of said Church in the land taken by the Selectmen for a town way.

Article 3. The Town voted to accept the report of the Selectmen on the laying out of the Town way from Main Street to the Grammar School Lot and also voted to transfer the sum of fifteen hundred dollars ($1,500.00) from Overlay Reserve Account to the School Ct. Construction Account.

Article 1. The Town voted to make the following transfers:
Transfer from the Welfare Relief Appropriation the sum of ninety-two dollars and ninety-two cents ($92.92) to the Old Age Assistance Appropri- ation.

Article 4. The Town voted to appropriate the sum of nine hundred seven dollars and thirty cents ($907.30) in settlement of judgment in the suit of Florence Wilson vs. the Town of Douglas, said money to be taken from Surplus Funds in the hands of the Treasurer.
Article 5. The Town voted to appropriate the sum of seven hundred twenty-three dollars ($723.00) for Health Expense, said money to be taken from Surplus Funds in the hands of the Treasurer.

The Douglas Police Department wishes lots of luck and success to the two members who are in the Armed Forces of the United States. Namely: -Sgt. Chester Fulone, who now holds the rating of a Sergeant in the Mili- tary Police and Patrolman James Vecchione who is a Warrant Officer in the Navy in Foreign Service. May they both be back with us soon.
In the year of 1943, throughout the Country, there has been a very noticeable decrease in Crime, Motor Vehicle accidents and violations. Every Police Department is experiencing this lull in activity. This condi- tion, however, is not surprising considering the fact that there is some ten million men now in the various services. In this Town alone there is approximately three hundred in the Armed Forces of our country and about ninety-five percent of these men are licensed operators. Also such facts as the "No Pleasure Ban" that we went through for over one-half of the year of 1943 along with gasoline and tire rationing tended to cause a decided decrease in M.V. travel. What is most impressive is that there was not one Felony committed in Douglas during this past year. The crimes that were committed were Misdemeanors. However, one outstand- ing matter must be brought to the attention of the citizens of Douglas and for which, each one of them must be commended. All through the United States, Juvenile Delinquency has been a decided problem to all Police De- partments since the beginning of the War. Various committees have given this a large amount of editorial publicity. The year of 1943 showed a sharp decline in Juvenile Delinquency in Douglas over that of 1942. We appre- ciate the difficulties the mothers and fathers are having because of the fact that they have been so busy working in the Plants for the War effort and realize that proper discipline over their respective families is at times very problematical. The above statistics prove that the people of Douglas have managed to cope with this outstanding situation.
In the Fall of 1943, the Police Department continuing on with com- petitive shooting in the New England Police Revolver League, won first place. Each member of the team was awarded medals for this achievement. Patrolman Charles McCue, the department's outstanding revolver shot, won high individual score in this match.
The Douglas Auxiliary Police Unit maintained their high efficiency in the handling of Civilian Defence measures that arose during the year. Namely Blackouts, etc. Again we extend our praises and thanks to this voluntary Unit. A revolver team representing the Auxiliary Police is also

competing in the New England Police Revolver League and has done ex- ceptionally well. All at their own expense.
The ambulance-cruiser, purchased Jan. 1, 1942, made fifteen emergency trips to various hospitals. The type of cruiser has shown that it is a fine asset to the Community.
Two hundred and sixty-six bicycles have been registered up to date. Because of this step that was taken to register the bicycles there has been a great decrease in riding on sidewalks, riding double, etc.

The following fact is submitted with thankful appreciation to the citizens of Douglas. Three hundred and three dogs were licensed in this Town during the year of 1943. The highest number licensed in the history of the Town. This could only be done through the cooperation of the citizens here.
To the best of my knowledge there are no unlicensed dogs in the Town at this time.
