To the Citizens of the Town of Douglas:
Following is the Annual Town Clerk's Report:
VOTES PASSED BY THE TOWN SINCE THE 1946 ANNUAL TOWN MEETING
Special Town Meeting-April 30, 1946
ARTICLE 1. To see if the duly qualified voters of the Town of Douglas will vote to elect a road commissioner for the said Town of Douglas for a term of one year and that the said road commis- sioner be elected from year to year by the voters of the said Town and that said office shall not be filled by appointment.
ARTICLE 1. Voted to take no action. The moderator ac- cepted the following resolution: It was resolved to keep the present system.
Special Town Meeting-August 7, 1946
ARTICLE 1. The town voted to transfer the sum of three thousand dollars ($3000.00) from the Machinery Rentals Account to the Machinery Maintenance Fund.
ARICLE 2. The town voted to transfer the sum of three hun- dred forty-seven dollars and sixty-seven cents ($347.67) from the Highway Compensation Insurance Account to the Special Highway Insurance Account.
ARTICLE 3. The town voted to nullify the vote taken under Ar- ticle 7, of August 30, 1945 and take up the subject matter therein un- der Article 4.
ARTICLE 4. The town voted to authorize the Town Treasurer with the approval of the Selectmen to borrow forty-four hundred dollars ($4400.00) for the purchase of the new truck for the high- way department by giving a note or notes therefor payable within 5 years, the balance of the purchase price of four hundred sixty- two dollars and ninety-two cents to be met by applying the trade- in allowance of four hundred dollars ($400.00) and by transfering sixty-two dollars and ninety-two cents ($62.92) from the Machinery

Special Town Meeting-November 22, 1946
ARTICLE 1. The town voted to transfer the sum of three thousand ($3000.00) dollars from the Machinery Rentals Account to the Machinery Maintenance Fund.
ARTICLE 2. The town vote to transfer the sum of one hundred ($100.00) dollars from the Highway Compensation Insurance Ac- count to the Special Highway Insurance Account.
ARTICLE 3. The town voted to authorize the highway super- intendent to sell any of its old Highway Machinery Equipment in- cluding an old snow plow.
ARTICLE 4. The town voted to purchase a new snow plow: and to meet said appropriation the town voted to transfer the sum of nine hundred and fifty-five ($955.00) dollars from the Machin- ery Rentals Account therefor.
ARTICLE 5. The town voted to authorize the Agent of the Devise of Moses Wallis to sell certain securities held as an invest- ment of said Devise of Moses Wallis: and voted to authorize him to re-invest the proceeds in such securities as are legal investments for trust funds.
ARTICLE 6. The town voted to transfer the sum of fifteen hundred ($1500.00) dollars from the Water Department Surplus to the Water Department General Account.
ARTICLE 7. The Town voted to modernize the heating unit at the old Town Hall and voted to transfer he sum of elevent hun- dred and fifty dollars ($1150.00) from the Overlay Reserve therefor.
ARTICLE 8. The town voted to appropriate an additional sum of eight hundred ($800.00) dollars for Special Repairs at the Old Town Hall, and to meet said appropriation the town voted to trans- fer the sum of eight hundred ($800.00) dollars from surplus funds in the hands of the treasurer therefor.
ARTICLE 9. The town voted to appropriate an additional sum of fourteen hundred ($1400.00) dollars for Special Highways, and to meet said appropriation the town voted to transfer the sum of fourteen hundred ($1400.00) dollars from the surplus funds in the hands of the treasurer therefor.

ARTICLE 10. The town voted to appropriate an additional sum of twenty-five hundred ($2500.00) dollars for Snow Roads, and to meet said appropriation the town voted to transfer the sum of twenty-five hundred ($2500.00) dollars from surplus funds in the hands of the treasurer therefor.
ARTICLE 11. The town voted to appropriate an additional sum of four hundred ($400.00) dollars for Aid to Dependent Children, and to meet said appropriation the town voted to transfer the sum of four hundred ($400.00) dollars from surplus funds in the hands of the treasurer therefor.
ARTICLE 12. The town voted to appropriate an additional sum of five hundred ($500.00) dollars for Old Age Assistance, and to meet said appropriation the town voted to transfer the sum of five hundred ($500.00) dollars from surplus funds in the hands of the treasurer therefor.
ARTICLE 13. The town voted to appropriate the sum of six- teen hundred and eighty-five ($1685.00) dollars for modernizing the equipment on Fire Truck No. 2, said money to be raised in the tax levy of 1947.
ARTICLE 14. A motion was made and seconded that the sum of ($10,000.00) ten thousand dollars be appropriated for the pur- pose of laying a water main of not less than six inches in diameter on Martin Road: and to meet said appropriation the treasurer, with the approval of the selectmen, be and hereby is authorized to bor- row the sum of ($10,000.00) ten thousand dollars, and to issue notes of the town therefor payable in accordance with the provisions of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than five years from the date of issue of the first note, or at such earlier time as the treasurer and selectmen may determine, and that the money be expended by the Committee ap- pointed in 1941.

The year 1946 has passed. Again we are proud to be able to state that 365 more days have gone by without a fatal accident. A total, thus far, of 2648 days. Few communities can boast of such a record and only the splendid cooperation of the M. V. operators of Douglas has made it possible. A single careless moment will mar this achievement. WHO IS IT GOING TO BE? YOU ??
Crime in general showed a decided decrease over previous years. We hope that this condition prevails during the year of 1947.
