To the Citizens of the Town of Douglas:


Following is the Annual Town Clerk's Report:


VOTES PASSED BY THE TOWN SINCE THE 1944 ANNUAL TOWN MEETING


Special Town Meeting-May 22, 1944


Article 1. The Town voted to transfer the sum of one' hundred and eighteen dollars ($118.00) from the Workmen's Compensation Insurance Account to the General Highway Insurance Account.


Article 2. The Town voted to transfer the sum of eight hundred dollars ($800.00) from the Machinery Rentals Account to the Machin- ery Maintenance Fund.


Article 3. The Town voted to raise and appropriate the sum of six hundred dollars ($600.00) for the Fire Department.


Article 4. The Town voted to raise and appropriate the sum of fourteen hundred dollars ($1,400.00) for Special Repairs at the new Town Hall.


Special Town Meeting-September 27, 1944


Article 1. The Town voted to transfer the sum of forty-one dol- lars and fifty cents ($41.50) from the Workmen's Compensation Insurance Account to the General Highway Insurance Account.


Article 2. The Town voted to transfer the sum of one thousand dollars ($1,000.00) from the Machinery Rentals Account to the Machinery Maintenance Fund.


Article 3. The Town voted to transfer the sum of one thousand dollars ($1,000.00) from the Chapter 90 Construction Account to the Chapter 90 Maintenance Account.

Up to and including 12-31-44, the date on which this Annual Re- port is being submitted, the Town of Douglas has had 1918 days without a fatal accident. This record is one that the citizens of the Town should be proud of and one for which the motor vehicle operators of the community should be commended. Only the co- operation of all motorists in Douglas has made this record so fine an achievment. The Police Department sincerely hopes that when the Annual Report for 1945 is submitted, this established record will have 365 more days added to it.


An increase in police activities and crime in general was noticea- ble in 1944 as compared with the previous year, 1943. One of the reasons for this of course was the direct result of the lifting of the "No Pleasure" driving ban that was in effect during 1943. In 1944, six felonies were committed in comparison to none for 1943. How- ever, it is commendable to note that these felonies and the more serious of the misdemeanors committed, were charges made against non-residents.


The Juvenile Delinquency Wave that has been prevailing throughout the country has not affected our community. Our fine juvenile record has been greatly aided by the clergy and local or- ganizations.


The Douglas Auxiliary Police, a voluntary unit, which was or- ganized to cope with Civilian Defense Activities has again proven its efficiency during 1944. In September, 1944, the men were called out on two occasions to assist in emergencies resulting from a plane crash and from Hurricane storm warnings. The work of the unit was highly commendable on both occasions.


A revolver team representing the Auxiliary Police was entered in the New England Police Revolver League and the team won second place in its class. Medals were given the members of the team for

this achievement. Stephen Bezik was awarded a medal for the high- est individual score in his class. All activities engaged in by the unit were carried out at the personal expense of the members themselves.


The Douglas Police Department won a first place in the New Eng- land Police Revolver League for the third consecutive year. Patrol- man Charles McCue, the Department's highest scorer, again won high individual honors.


To our two members of the Police Department in the service, Chief Warrant Officer James Vecchione, USNR, on duty in the European area and Technical Sergeant, Chester Fulone with the Military Police on duty in the Far East, the members of the Police Department ex- tend their best wishes for a successful termination of duties and an early return to Douglas.
