My dear Mr. Hilyard:
It is with pleasure that I submit my first report as Supervisor of Drawing in the Douglas Public Schools.
The main objective of Art and Handwork in our schools is "Appreciation." By this we mean intelligent recognition and sym- pathetic understanding of beauty in nature and human expression. The secondary objectives are: knowledge, skill and habits. Under knowledge we try to develop visual discrimination, memory and im- agination. Hence we find a reason for teaching objective drawing, theory of color, design and illustrative or imaginative drawing. The ability to measure correctly, to execute designs accurately, and to do various types of construction, develops skill. Continued develop- ment of skill must necessarily become a habit and it is the habits, ideals and attitudes gained through continued drill in our drawing classes that will finally carry over into the later business or home life of each child.
How better can we help our future citizens to use their increased leisure time than to teach them in childhood to see and feel the difference between ordr and disorder; to recognize form and beauty; to stimulate memory and imagination; and to use drawing freely as a language.
In closing, may I thank you, Mr. Hilyard, for your ever ready advice and assistance, and express the hope that the good work of the children and the pleasant associations with all my teachers may continue.

To any Constable of the Town of Douglas in Said County,
GREETING :
In the name of said Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of the Town of Douglas who are qualified to vote in Elections and Town Affairs to meet in the Town Hall in Said Douglas, on Monday the fourteenth day of February, 1949, A.D. at ten o'clock in the forenoon, then and there to act on the following articles, to wit:
Article 1. To elect a Moderator, a Town Treasurer, a Town Clerk, a Collector of Taxes, two Constables, an Agent of the Moses Wallis Devise, a Tree Warden, each for a term of one year; one Trustee of the Simon Fairfield Public Library, one Cemetery Com- missioner each for a term of two years to fill vacancies; one Trustee of the Simon Fairfield Public Library, one Selectman, one Assessor, one member of the Board of Public Welfare, one Water Commissioner, two members of the School Committee, one Cemetery Commissioner, one Recreation Commissioner each for a term of three years.
Article 2. To choose all other Town Officers for a term of one year.
Article 3. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Maintenance, or take any action in relation thereto.
Article 4. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Construction, or take any action in relation thereto.
Article 5. To see if the Town will vote to raise and appropriate or transfer from unappropriated funds in the Treasury, a sum of

money for Chapter 81 Highway Maintenance, or take any action in relation thereto.
Article 6. To see if the Town will vote to fix the salary and compensation of all elective officers of the Town as provided by section 108 of Chapter 41, General Laws, as amended:
Moderator, Town Treasurer, Town Clerk, three Selectmen, three members of the Board of Public Welfare, three Assessors, Col- lector of Taxes, Agent Moses Wallis Devise, three Trustees Public Li- brary, Tree Warden, three Cemetery Commissioners, six members of the School Committee, three Water Commissioners, two Constables, three members of the Recreation Commission, and raise and appro- priate a sum of money therefor.
Article 7. To consider the report and recommendation of the Finance Committee and to see what sums of money the Town will raise and appropriate to defray the necessary and usual expenses of the several departments of the Town including appropriations for Selectmen's Clerical hire, Treasurer's Clerical hire, Town Clerk's Clerical hire, Blanket Insurance (so-called, Insurance on Fire De- partment Equipment and Personnel, Veterans' Benefits, for the ob- servance of Memorial Day, for the care of Cemeteries, for the upkeep of the Town Clock (so-called), a sum of money to the Town of North- bridge for the use of the Town Lockup, a sum of money for Debts, Tax Title foreclosures, and Veterans benefits, for the fiscal year of 1949.
Article 8. To hear and act upon the reports of the several Town Officers and any outstanding committees and to choose any Com- mittee or Committees the Town may think proper.
Article 9. To see what disposition the Town will make of the Dog Fund.
Article 10. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue for the financial year beginning January 1, 1949, to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws as amended.
Article 11. To see if the Town will vote to have a Reserve Fund and raise and appropriate a sum of money therefor, or take any other action in relation thereto.

Article 12. To see if the Town will vote to transfer a sum of money from the Overlay Reserve Fund to the Reserve Fund, or take any action in relation thereto.
Article 13. To see if the Town will vote to transfer a sum of money form the Machinery Rentals Fund to the Machinery Main- tenance Account, or take any other action in relation thereto.
Article 14. To see if the Town will vote to transfer a sum of money from the Workmen's Compensation Insurance Fund to the General Highway Insurance Account or take any other action re- lating thereto.
Article 16. To see if the Town will instruct the Board of Se- lectmen to dispose of any of the Real Estate held by the Town by Foreclosure of Tax Titles and authorize and empower its Treasurer to give a deed for the same in the name and behalf of the Town or take any other action pertaining thereto.
Article 17. To see if the Town will vote to raise and appropriate a sum of money to pay the Town's proportionate share of the Wor- cester County Retirement System.
Article 18. To see if the Town will vote to make any increase in salaries of town employees (elective or appointive) retroactive to January 1, current.
Article 19. To see if the Town will vote to raise and appropriate a sum of money for the purchase of special equipment and supplies for the Tax Collector, Law Department, and Fire Department.
Article 20. To see if the Town will vote to raise and appropriate a sum of money to pay unpaid bills in the following departments: Welfare Department, Fire Department, or take any other action relating thereto.
Article 21. To see if the Town will vote to raise and appropri- ate a sum of money for the publication of a valuation book and street list for the year 1949, or take any other action in relation thereto.
Article 22. To see if the Town will vote to transfer a sum of money from the Machinery Rentals Account to pay outstanding Machinery Maintenance bills, or take any action in relation thereto.

Article 23. To see if the Town will vote to transfer a sum of money from the Water Department Surplus to the Water Depart- ment Special Account for the pupose of testing for new wells, driv- ing new wells, and/or engineering research for the location of new wells in the Town of Douglas, or take any other action in relation thereto.
Article 24. To see if the Town will vote to appropriate a sum of money to be raised in the tax levy of 1949, by transfer from available funds or borrowing as provided by Chapter 44, General Laws, to extend the water mains to Douglas Center, erect a stand pipe and install a booster pump on proposed new extension, or act anything in relation thereto.
Article 25. To see if the Town will vote to raise and appropriate a sum of money, or transfer from available funds, to extend the Water Main from Davis Street to the residence of John Gingras on North East Main Street, or take any action in relation thereto.
Article 26. To see if the Town will vote to raise and appropriate a sum of money, or transfer from available funds, to extend the Water Main on Manchaug Street to the Cemetery Bridge, or take any action in relation thereto.
Article 27. To see if the Town will vote to raise and appropriate a sum of money, by transfer from available funds, or borrow as pro- vided by Chapter 44, General Laws, to extend the water mains on Martin Road, or take any action in relation thereto.
Article 28. To see if the Town will vote to raise and appropriate a sum of money for the purpose of replacing the electrical fixtures at the Old Town Hall, or take any action in relation thereto.
Article 29. To transact any other business that may legally come before said meeting.
Article 30. To see if the Town will vote to raise and appropriate a sum of money for Health Clinics, or take any other action in rela- tion thereto.
