TOWN CLERK'S REPORT


To the Citizens of the Town of Douglas:


Following is the Annual Town Clerk's Report:


VOTES PASSED BY THE TOWN SINCE THE ANNUAL TOWN MEETING


Special Town Meeting Friday, June 3, 1949


ARTICLE 1. The Town voted to transfer the sum of nineteen hundred dollars ($1900) from the Machinery Rentals Fund to the Machinery account.


ARTICLE 2. The Town voted to transfer the sum of two hun- dred dollars ($200.00) from the Highway Compensation Insurance Fund to the Special Highway Insurance Account.


ARTICLE 3. The Town voted to raise and appropriate the addi- tional sum of five hundred dollars ($500.00) for Snow Roads.


ARTICLE 4. The Town voted to raise and appropriate the ad- ditional sum of five thousand dollars ($5000.00) for Old Age Assist- ance.


ARTICLE 5. The Town voted to raise and appropriate the sum of twelve hundred and fifty dollars ($1250.00) for Aid to Dependent Children.


ARTICLE 6. The Town voted to increase the present rate of compensation to the Old Age Assistant Agent by one hundred and eighty dollars ($180.00) and appropriated one hundred and eighty dollars ($180.00) therefor.


ARTICLE 7. The Town voted to raise and appropriate the sum of three thousand dollars ($3,000.00) to replace the existing water main on Northeast Main Street with a six inch main from the in- tersection of Davis Street to the Bosma Farm on said Northeast Main Street, and to meet this appropriation the Town voted to transfer the sum of one thousand dollars ($1,000.00) from the Water Depart- ment Surplus and to borrow two thousand dollars ($2,000.00) as pro- vided by Chapter 44, General Laws, as amended and paying said loan at the rate of one thousand dollars ($1,000.00) each year. The vote was by ballot and was unanimous. 19 in favor, 0 opposed.

TOWN OF DOUGLAS


Special Town Meeting Thursday, September 15, 1949


ARTICLE 1. To hear and act upon the report of the "Special Water Committee" appointed at the Annual Town Meeting, or to take any action in relation thereto.


Article 1. The Town voted that the present water committee be retained until the next annual Town meeting and that the fol- lowing article be placed in the warrant:


"To see if the Town will vote to raise and appropriate a sum of money by borrowing as provided by Chapter 44, General Laws, as amended, for the purpose of laying water mains of not less than six inches in diameter from the present pumping station in East Douglas to Douglas Center, for the development of addi- tional well fields, the installation of additional original pumping equipment, purchasing additional land for the Water System and the erection of a standpipe, or an article of like tenure."


Special Town Meeting Wednesday, December 21, 1949


ARTICLE 1. The Town voted to transfer the sum of $4,800.00 from the Machinery Rentals Fund to the Machinery Account.


ARTICLE 2. The Town voted to place this on the table.


ARTICLE 3. The Town voted to transfer the sum of Three Hundred and Ninety Dollars ($390.00) from the Highway Compen- station Insurance Fund to the Special Highway Insurance Account.


ARTICLE 4. The Town voted to transfer the sum of Eight Hundred Dollars ($800.00) from the Blanket Insurance Account to the Snow Roads Account.


ARTICLE 5. The Town voted to appropriate the additional sum of Three Hundred Dollars ($300.00) for Veterans Benefits to be taken from surplus funds in the hands of the Town treasurer.
