Douglas enjoys a Traffic record which is commendable to the local motorists. Another year has gone without a fatal accident. Twenty-two hundred eighty-three days have passed since our last one. Few towns in Massachusetts can boast of a like record. The Police Department sincerely hopes that the Douglas citizens zeal- ously protect this record and go through the year of 1946 without marring it by taking even greater caution while driving.
The year of 1945 brought a greater increase in Crime in general to Douglas. Arrests made were almost double those made in 1942 and, also, 1943 and 1944. Juvenile Delinquency, a problem that has been disturbing the entire country for the past three years but not noticeable here until 1945, was responsible for 17 Felony arrests (State Prison offences) and six serious misdemeanors. These facts cannot be ignored and, as it is the consensus of opinion of all Police Officials, Probation Officers and Courts that Juvenile Delinquency traces back to the home, we request the cooperation of the parents of families to assist in stopping this existing condition.
On July 1st, 1945, in conjunction with the Fire Department and through the cooperation of the Board of Selectmen, a new telephone setup of both Police and Fire Departments was established. At the present time the Police and Fire phones (333 and 222) are answered 24 hours a day and messages immediately forwarded to those of- ficers who are on duty.
The Cruiser-Ambulance has proven its proficiency many times this past year. Numerous emergency trips have been made to vari- ous hospitals with sick or injured persons.
We take this opportunity to formally welcome home Sgt. Chester Fulone and Patrolman James Vecchione who have both been in the Armed Services and on Foreign Duty.

REPORT OF THE WATER COMMISSIONERS
To the Selectmen of the Town of Douglas:
The Water Commissioners report as follows for the fiscal year 1945.
The wells were cleaned as was planned and we are getting water enough for the present needs. We are disappointed however in that we are not getting as much water as we had hoped for. Driving a pipe into the ground thirty or more feet is of course a gamble in trying to get water. We may end up with water in a fairly coarse gravel and get good results. We may hit some fine sand and the well will be of little use. Again we may not hit any water. The supply should be at least one half again as much as we are using. A well seemingly good may fail or some other cause, perhaps a greater demand, may cause embarrassment and worse.
Therefore later we should try for more water by driving more wells. The water is in the locality undoubtedly.
