WARRANT FOR TOWN MEETING MONDAY, FEBRUARY 13, 1950
10:00 A.M.
COMMONWEALTH OF MASSACHUSETTS
DOUGLAS
Worcester, ss.
To any Constable of the Town of Douglas in said County,
GREETING :
In the name of said Commonwealth of Massachusetts, you are hereby directed to notify the inhabitants of the Town of Douglas who are qualified to vote in elections and Town Affairs to meet in the Town Hall in said Douglas, on MONDAY, the thirteenth day of February, 1950 A.D. at Ten o'clock in the forenoon, then and there to act on the following articles, to wit:
Article 1. To elect a Moderator, a Town Treasurer, a Town Clerk, a Collector of Taxes, two Constables, an Agent of the Moses Wallis Devise, a Tree Warden; one Trustee of the Simon Fairfield Public Library, one Selectman, one Assessor, one Member of the Board of Public Welfare, one Water Commissioner, two members of the School Committee, one Recreation Commissioner each for a term of three years.
Article 2. To choose all other Town Officers for a term of one year including an Inspector of Wires.
Article 3. To see if the Town will vote to raise and appropriate or transfer from unappropriated avaialable funds in the treasury, a sum of money for Chapter 90 Highway Maintenance, or take any action in relation thereto.
Article 4. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Construction, or take any action in relation thereto.
Article 5. To see if the Town will vote to raise and appropriate or transfer from unappropriated funds in the Treasury, a sum of money for Chapter 81 Highway Maintenance, or take any action in relation thereto.

Article 6. To see if the Town will vote to fix the salary and compensation of all elective officers of the Town as provided by Section 108 of Chapter 41, General Laws, as amended:
Moderator, Town Treasurer, Town Clerk, three Select- men, three members of the Board of Public Welfare, three Assessors, Collector of Taxes, Agent Moses Wallis Devise, three Trustees Public Library, Tree Warden, three Cemetery Commissioners, six members of the School Committee, three Water Commissioners, two Constables, three members of the Recreation Commission, and raise and appropriate a sum of money therefor.
Article 7. To consider the report and recommendations of the Finance Committee and to see what sums of money the Town will raise and appropriate to defray the necessary and usual expenses of the several departments of the Town including appropriations for Selectmen's Clerical hire, Treasurer's Clerical hire, Town Clerk's Clerical hire, Blanket Insurance (so-called), Insurance on Fire De- partment Equipment and Personnel, Veterans' Benefits, for the observance of Memorial Day, for the care of Cemeteries, for the upkeep of the Town Clock (so-called), a sum of money to the Town of Northbridge for the use of Town Lockup, Inspector of Wires, and Equipment Insurance for the fiscal year of 1950.
Article 8. To hear and act upon the reports of the several Town Officers and any outstanding committees and to choose any Com- mittee or Committees the Town may think proper.
Article 9. To see what disposition the Town will make of the Dog Fund.
Article 10. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue for the financial year beginning January 1, 1950, to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws as amended.
Article 11. To see if the Town will vote to have a Reserve Fund and raise and appropriate a sum of money therefor, or take any other action in relation thereto.
Article 12. To see if the Town will vote to transfer a sum of money from the Overlay Reserve Fund to the Reserve Fund, or take any action in relation thereto.
Article 13. To see if the Town will vote to transfer a sum of money from the Machinery Rentals Fund to the Machinery Main- tenance Account, or take any other action in relation thereto.

Article 14. To see if the Town will vote to transfer a sum of money from the Workmen's Compensation Insurance Fund to the Special Highway Insurance Account or take any other action relat- ing thereto.
Article 15. To see if the Town will authorize the Assessors to use any Free Cash in the hands of the Town Treasurer to reduce the Tax Levy in 1950.
Article 16. To see if the Town will vote to instruct the Board of Selectmen to dispose of any of the Real Estate held by the Town by Foreclosure of Tax Titles and authorize and empower its Treas- urer to give a deed for the same in the name and behalf of the Town or take any other action pertaining thereto.
Article 17. To see if the Town will vote to raise and appropriate a sum of money to pay the Town's proportionate share of the Wor- cester County Retirement System.
Article 18. To see if the Town will vote to make any increase in salaries of Town Employes (elective or appointive) retroactive to January 1, current.
Article 19. To see if the Town will vote to raise and appropriate a sum of money for the purchase of special equipment and supplies for the Tax Collector, Selectmen, and the Veterans' Department.
Article 20. To see if the Town will vote to transfer a sum of money from the Machinery Rentals Account to pay outstanding Machinery Maintenance bills, or take any action in relation thereto.
Article 21. To see if the Town will vote to purchase a new pickup truck for the Highway Department and transfer a sum of money from Surplus Revenue in the hands of the Treasurer there- for, or take any other action in relation thereto.
Article 22. To see if the Town will vote to purchase a new police cruiser and authorize the Selectmen to sell the present police cruiser and apply the proceeds from said sale towards the purchase price of the new cruiser, or take any other action in relation thereto.
Article 23. To see if the Town will vote to raise and appropriate an additional sum of money for the purpose of replacing the electri- cal fixtures at the Old Town Hall, or take any action in relation thereto.
Article 24. To see if the Town will vote to transfer the sum of One Thousand ($1,000.00) Dollars from the Water Department Special Account to the Debt Account, or to take any other action in relation thereto.

Article 25. To see if the Town will vote to transfer the sum of One Thousand ($1,000.00) Dollars from the Water Department Spe- cial Account to the Water Department Special Replacement or Maintenance Account for the purpose of replacing or maintenance of present equipment at the pumping station, or take any other action in relation thereto.
Article 26. To see if the Town will vote to raise and appropriate a sum of money to pay unpaid bills in the following departments: Welfare Department, Health Department, Snow Roads Account. New Town Hall Maintenance Account, and Fire Department, or take any other action in relation thereto.
Article 27. To see if the Town will vote to appropriate a sum of money, to be raised in the tax levy of 1950, by transfer from avail- able funds or borrowing as provided by Chapter 44, General Laws as amended, for the purpose of laying water mains of not less than six inches in diameter from the present pumping station in East Douglas to Douglas Center, for the development of additional well fields, the installation of additional original pumping equipment, purchasing additional land for the water system, and the erection of a standpipe, or to take any other action in relation thereto.
Article 28. To see if the Town will vote to appropriate a sum of money, to be raised in the tax levy of 1950, by transfer from avail- able funds or borrowing as provided by Chapter 44, General Laws as amended, for the purpose of installing the necessary service connec- tions including the laying of pipe, pipes and fittings, water meters, fire hydrants, and all other labor and materials incidental to the supplying of water to new customers along the proposed main extension to Douglas Center, or take any other action in relation thereto.
Article 29. To transact any other business that may legally come before said meeting.

You are directed to serve this warrant by posting attested copies thereof at the Post Office at East Douglas and at the Insurance Of- fice, formerly the Post Office at Douglas, seven days at least before the time of holding said meeting.
Hereof fail not and make due return of this warrant with your doings thereon, to the Town Clerk, at the time and place of said meeting.
