TOWN CLERK'S REPORT
To the Citizens of the Town of Douglas:
Following is the Annual Town Clerk's Report.
VOTES PASSED BY THE TOWN SINCE THE ANNUAL TOWN MEETING
Special Town Meeting Thursday, June 18, 1959 at 7:30 P.M.
ARTICLE 1. To see if the Town will vote to raise and appro- priate a sum of money to pay for an outstanding 1957 Welfare Bill, or to take any other action in relation thereto.
ARTICLE 2. To see if the Town will vote to raise and appro- priate a sum of money for repairs made on the Town Accountant's Adding Machine or to take any other action in relation thereto.
ARTICLE 3. To see if the Town will vote to raise and appro- priate a sum of money to extend street lighting on Monroe Street or to take any other action in relation thereto.
ARTICLE 4. To see if the Town will vote to transfer the un- expended balance in the School Construction Account to the Special School Equipment and Maintenance Account, or to take any other action in relation thereto.
ARTICLE 5. To see if the Town will vote to authorize the Assessors to use an additional sum of Ten Thousand ($10,000) Dollars from Free Cash in the hands of the Treasurer to reduce the Tax Levy for the year 1959, or to take any other action in relation thereto.

ARTICLE 1. To see if the Town will vote to purchase Water Pipe, 6-inches in diameter, in quantity sufficient to reach from Main Street at its intersection with Glenn Street to a point opposite the new dwelling being constructed by Welcome Mowry Jr. on said Glenn Street, or to take any other action in relation thereto.
ARTICLE 2. To see if The Town will vote to raise and appro- priate or transfer from available funds an additional sum of money for disability assistance, or to take any other action pertaining there- to.

The Board of Engineers again recommend that the Town should give serious consideration to the purchase of a new Fire Truck for the safety of the people of Douglas.
At the present time the Department consists of a 1935 Ford Truck-a 1939 GMC Truck that was purchased from the Government second hand and made over into a Fire Truck-a 1939 Dodge Pickup Truck that was purchased second hand for Forest Fires and a 1946 Jeep that is used for Forest Fires.
During the year 1959, forty-one calls were answered by the Fire Department for the use of the Ambulance.

During the year 1959, seven alarms were answered by the Forest Fire Department to fight brush fires.

REPORT OF FIRE DEPARTMENT NEEDS COMMITTEE
Board of Selectmen Finance Committee Citizens of Douglas:
January 12, 1960
The following recommendations and suggestions are submitted

by the five member committee established as authorized at the An- nual Town Meeting in 1959, to make a survey of the East Douglas Fire Department equipment and personnel and submit its findings to the Board of Selectmen and Finance Committee for further action.
Below is a report of an inspection and test made by the New England Fire Insurance Rating Association of Boston, Mass .:
"In regard to your application for an inspection of the fire department equipment in the town of Douglas we have completed our investigation and offer the following recommendations:
1. That a new fire department pumping engine be purchased and placed in service. This unit should have a capacity of at least 750 gallons per minute and carry at least 1000 feet of 21/2-inch double jacket rubber lined hose, a 35 foot and a 24 foot extension ladder, and 2 roof ladders.
1(a) That the present Engine 1 be loaded with 1000 feet of 21/2-inch hose and maintained in reserve.
2. That consideration be given to the purchase of a modern fire department ladder truck. This truck should be equipped with at least 200 feet of ground ladders of suitable lengths and types.
Note: Due to the specialized services required of ladder trucks, including rescue work and elevation of fire streams, the use of power-raised ladders is highly desired.
Note: That the Suggested Specifications for Motor Fire appara- tus, prepared jointly by the National Board of Fire Under- writers and the International Association of Fire Chiefs, should be used as a guide in framing local specifications for the purchase of fire apparatus.
3. That consideration be given to replacing the present fire station with a new structure of fire-resistive construction designed to properly house fire department apparatus and manpower, and equipped to provide the functions of services required by modern fire department operation. Ample provisions should be made for housing future full paid personnel with due allowance for future additions. There should be adequate space for the proper care of hose and for repairs to apparatus and equipment.
4. That sufficient suitable outside alarm devices such as whistles or horns be installed to provide adequate coded notification to all members of the fire department.
5. That a suitable fire alarm transmitter be installed at the point where telephone alarms are received. All calls indicating a fire in a building should be sounded over the outside sounding devices on a coded signal indicating the approximate location of the fire.

6. That the listing of the telephone in the fire station, GR 6-2267 be removed from the local phone directory as there is no one normally in attendance at the fire station. The new listing should read as follows:
East Douglas, town of Fire Department To report a Fire dial 6-2222
This listing should also appear under "Fire Department" in the alphabetical section of the directory."
Based on the overall recommendations made by the Fire In- surance Rating Association of Boston, it would cost the Town of Douglas approximately $70,000 detailed as follows:
New pumper $18,000
Ladder truck 25,000
24 hour personnel coverage 11,000
Addition to present fire station 16,000 (Estimate)
Supplementing the above report are the results of the test made at the Whitin Reservoir on September 29, 1959:
"Results of service test conducted on both pumping engines on this date are as follows:
Engine 1, 513 g.p.m. at 120 pounds net pump pressure; 191 g.p.m. at 254 pounds net pump pressure with wide open throttle. During both tests no provisions for taking counter readings. Engine 2, 462 g.p.m. at 121 pounds net pump pressure; 207 g.p.m. at 255 pounds net pump pressure, wide open throttle during the capacity test; no provisions for taking counter read- ings. Both tests were conducted at draft at Whitin Reservoir using two lengths of 4" hard suction hose with an 8 to 9 foot lift."
