Article 19. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue for the finan- cial year beginning January 1, 1962, to issue a note or notes there- for, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws, as amended.


Article 20. To see if the Town will vote to transfer the sum of Three Thousand ($3,000.00) Dollars from the Overlay Surplus Fund to the Reserve Fund, or to take any other action pertaining thereto.


Article 21. To see if the Town will vote to transfer a sum of money from the Workmen's Compensation Insurance Fund to the Workmen's Compensation Insurance Account, or to take any other action in relation thereto.


Article 22. To see if the Town will vote to transfer a sum of money from the Machinery Rentals Fund to the Machinery Account or to take any other action in relation thereto.


Article 23. To see if the Town will vote to make any increase in salaries of Town Employees (Elective or Appointed) retroactive to January 1, current.

Since weather reports are not always reliable, and because the school department wishes to render maximum educational service by having schools open the greatest number of days, storm signals will not be used when there is reasonable doubt. Weather conditions may warrant the non-attendance of certain pupils who at the moment lack normal health. This would tend to make it advisable for parents to keep the child at home.


Good health is essential to sound education. Care for your child's health by keeping him at home when in your opinion as a parent his health interest would be best served.


For admission to the first grade in the schools of Douglas, the parent or guardian must present a birth certificate showing that the pupil is at least five years, nine months old on September 1st of the current year.

REPORT OF THE SUPERINTENDENT OF SCHOOLS


I herewith submit my sixth annual report as Superintendent of the Schools for the Town of Douglas. It has been a pleasure to serve in this capacity because of the very fine cooperation I have received from the School Committee, Professional Staff and Town Officials.


I refer you to the report of the High School for the fine aca- demic standard which has been maintained during the past year as shown by outside testing agencies. I desire to commend all the teachers both High and Elementary for the quality of instruction being offered. It is unforunate that all students do not avail them- selves of this opportunity.


Evening Vocational School


The Evening Vocational School is in its second year of operation. The interest of the Town's people and those from surrounding com- munities remains high. It is a pleasure to report that this depart- ment has received a high rating from the State Department of Education. It is the desire of the Superintendent that next year this offering be expanded to include other courses beyond Advanced and Beginners Clothing.

Mrs. Lena Quinn was transferred from the Junior to the Senior High School in September. The School Committee also added one teacher to the High School Staff in an attempt to strengthen the

English Department. All English in the High School now is taught by teachers who have majored in that field in their preparation for teaching. Classes are organized on a college preparatory or general basis allowing the teachers to expand the curriculum to fit the needs of the students and maintain a higher degree of prepara- tion for those planning to attend schools of advanced studies.


Improvements


During the last year many physical improvements have been made in the Douglas School System. A list of such improvements follows:


DOUGLAS CENTER SCHOOL

A long range program should be instituted to finance the re- placment of the present heating boiler, which according to experts is nearing the end of its economical life.

The American Legion Award to Boy's State went to Jerome Jessaume.

John Gallagher was a semi-finalist, and Charlene Resan and Thomas Juranty received Letters of Commendation. This means that these people were in the top two per cent of more than 500,000 students.


DRIVER TRAINING


R.E.N. Chevrolet Company of Whitinsville has graciously do- nated a new car for our Driver Training Course. Mr. Algert Luk- shis and Mr. L. Wayne Gilley are the Driver Training Instructors. Thirty-six students have completed the course during the year and received their licenses. The course consists of thirty classroom hours and six hours behind the wheel.


SPORTS RECORD


Boy' Basketball, coached by Mr. Kirwin Matthews: Douglas has joined the Western Worcester County League this year. Last year's record was 10 wins, 10 losses.


Girl's Basketball, coached by Zaven Dagirmanian: Participated in the Twin County Basketball League. Last year's record was 7 wins, 5 losses.


Boy's Baseball, coached by Zaven Dagirmanjian: Participated in Western Worcester County Baseball League. Last year's record was 7 wins, 5 losses.


Girl's Softball, coached by Wayne Gilley: Not affiliated with any league. Last year's record was 4 wins, 5 losses.


ELEMENTARY SCHOOL


The teachers of the Elementary School constantly and faith- fully strive to provide a suitable and basic education for each child in accordance with individual ability. Modern textbooks, reference books, adequate supplies and careful preparation of lesson plans in- sure the steady and continued intellectual development of each child.


The health and emotional problems of the pupils are well guarded by the school nurse and school physician. Safety programs are periodically provided to develop the need of self-awareness to the hazards of carelessness.


The Elementary School, though not a new and modern building, is meticulously maintained and thus provides the pupils and teachers with a neat and attractive atmosphere. The girls' and boys' toilet areas were painted during the summer. Two classrooms on the second floor were painted during the Christmas holidays.


In September, Mrs. Evelyn Newton was appointed art supervisor

and has been well received by pupils and teachers in her efforts to inspire creative activities.


Televised lessons are being continued with the usual success. Natural Science in the fifth grade and Physical Science in the sixth grade are exceptionally good and add greatly to the science program in these grades.


French is being continued in grades five and six. This program is more difficult to evaluate but seems to be giving the participating pupils a foundation for future foreign langugae study.


The phonics and Music T.V. lessons in grade two are very popu- lar and are valuable aids to the teacher.


For evaluation of student progress and for the determination of the weaknesses and strength of the curriculum, the following testing program has been adopted for grades one to six.


1. Iowa Basic Skills-Grades five and six. To be given in May.


2. Metropolitan Achievement Tests Grades one, two, three and four to be given in May.


3. California I.Q. Tests-Grades one and four. To be given in the fall.


4. Metropolitan Readiness Tests-Grade one. To be given in September.


ENTRANCE TO GRADE ONE


The School Committee has voted that the entrance age to grade one shall be five years, nine months as of September first. A parent whose child is between five years, seven months and five years, nine month as of September first may request a test to determine the child's readiness for school. Such tests will be administered under the supervision of Miss Samborski. The results of the test shall be final in determining the acceptability of the child tested to grade one.


DOUGLAS CENTER SCHOOL


The teachers are constantly looking for all means to improve their usefulness to the pupils by providing the best instruction pos- sible. To this end they are supplementing their present language program with a new workbook which has answered many of their needs. New history textbooks in the fourth grade have been eagerly accepted by the pupils.


The Metropolitan Achievement Tests were administered to all pupils in Grades one to four in May. The Metropolitan Readiness

Test was given in October. Pupils in Grades one and four will be given the California I.Q. Test this year as a part of a regular testing program.


Our Parents' Night Program seemed particularly successful this year. The response by the parents to our invitation was very grati- fying. While more time to talk with each parent is desirable any opportunity which brings the home and the school together leads to better understanding of the child's needs.


The installing of the porch light brought several favorable com- ments on Parents' Night.


During Fire Prevention Week, Mr. Kent Frost showed an in- teresting film to the children and talked with them about proce- dures to be followed in the event of a fire.


The grading of our ball field and playground will enable us to restore our lawn to its former beauty. It will provide a much needed area for our boys to play safely.


The Hot Lunch Program continues with its usual satisfaction.


Mrs. Newton, our new art supervisor, has brought to us new ap- proaches to expression through art. The response from the pupils has been very pleasing.
