LIBRARIAN'S REPORT
Eleven thousand two hundred seventy-seven volumes were taken out for home and school use; of this number 1739 non-fiction, 4221 fiction, 880 periodicals adult, 1178 non-fiction, 3068 fiction, 191 periodicals, juvenile.
Two hundred seventy-five new volumes were purchased and fifty volumes were given.
Sixty-eight new borrowers were registered, 20 adults, 48 juve- niles.
On June 13, 14 and 16, the teachers and pupils of the East Douglas Elementary School visited the library and many of the children signed as new borrowers.
Summer reading June 27 thru August 15, theme Hawaii, for the children from grade three thru grade seven. Thirty-nine signed up; because of going to camps and off on vacation 19 met the require- ment of 10 books with at least one non-fiction in the group. Certi- ficates and bookmarks were the awards. Robert Duprey read 29 books and Norma Lapointe read 21 books.
National Employ the Physically Handicapped Week was ob- served October 2-8, with displays from the N.E.P.H. posters and pam- phlets, and our books and magazines displayed.
A Merit Badge for reading was awarded Dennis Zifcak, Boy Scout Troop 134.
National Children's Book Week was November 13-14, posters were given to each of the three schools, new books purchased and bookmarks given out at the library.

was highlighted with decorations of the month. Books, both old favorites and new, and magazines were on display and used by both the children and adults.
Whenever the library had an interesting item or list of books it has been sent to both reporters to be used as they thought best.
My sincere thanks to the American Legion Auxiliary for the gift of fifteen dollars, the Douglas Grange gift of twenty-five dol- lars, the individuals who gave books and Mrs. James Wallen for many of the decorations.
Miss Rosalie Williams who has been Librarian for many years, retired May 31, 1960 and I was appointed Librarian July 1, 1960.

The Recreation Commission submits the following report for the year 1960:
The past year saw the Recreation Commission introduce an- other sport to the fans of the town when (as stated in last years report) a Slo-Pitch Softball League was formed. This League, along with the adult Basketball League, probably played to more specta- tors than any other Recreation program in the history of the town.
The Slo-Pitch League, headed by Commissioner David Cave, had eight teams participating and played through the summer months, with 128 men and boys taking part in the program. The large attendance, 4 nights a week, more than proved the success of the venture.
The adult basketball program had to be abandoned early in December due to the lack of experienced officials to referee the contests. It is hoped that if capable officials can be procured for the coming season, the program will probably be reinstated.

The skaters were treated to some early outdoor sport, when we had an early freeze in December. The lights were turned on at Hunt's pond and Dudley's pond in Douglas Center, about the middle of the month and will continue as long as the ice is safe.
The Commission wishes to state, at this time, that the town lost an energetic young worker when David Cave resigned to return to active duty in the U.S. Navy. He will be missed by all of us who have worked with him, and our best wishes go out to him for success in his new career.

I herewith respectfully submit my twenty-first annual report as Board of Health Nurse for the year ending December 31, 1960.
The primary function of official health agencies should always be the prevention of ill health. As your representative, I have en- deavored to carry out to the best of my ability the necessary func- tions that make for an understanding and efficient health de- partment.
COMMUNICABLE DISEASE PREVENTION
All clinics are held under the direction of Dr. R. H. Spooner and the Board of Health nurse.
Polio Vaccination:
On March 7 and March 9 evening clinics were held at the Town Hall, and on March 15 an afternoon clinic was held. The above clinics were held for adults with Dr. Raymond H. Spooner adminis- tering the Salk vaccine.

COMMUNICABLE DISEASES
With the exception of one or two physicians in this area, the physicians or parents are not reporting the communicable diseases to the Board of Health. The law requires that all communicable diseases be reported by physicians if they are in attendance. If no physician is in attendance, parents or some responsible person in the household is required to do so. The following figures do not, therefore, present an accurate account of the number of communi- cable diseases in Douglas for the past year.

Two diagnosed cases of tuberculosis were hospitalized at the Worcester County Sanatorium. One case was hospitalized but diag- nosed as non-tuberculous. One of these cases left the sanatorium against advice, but has not resided in Douglas since he left the san- atorium with a diagnosis of active pulmonary tuberculosis. Contacts of all diagnosed cases of tuberculosis have been X-rayed.
WELL CHILD CONFERENCES
On March 22 and 29, April 26. and May 17, Well Child Confer-

ences were held at the Town Hall from 9 to 12 in the morning. Dr. Spooner examined 37 children at these conferences, which are con- ducted on an appointment basis. The services of a nutritionist and a dental hygienist are made available by the State Department of Public Health. All parents are present with their children. History is recorded on the school health record for the entering school chil- dren. Vision testing is done on these children.

PREMATURES
Five premature infants were born to mothers residing in Doug- las. After careful investigation, none of these cases qualified for financial assistance from the Board of Health.
BLOOK BANK
On December 5 the Red Cross Blood Mobile Unit visited Doug- las. For numerous reasons only one blood collection was held.

Many factors influenced the decrease in the number of pints of blood collected. At the request of the Welfare Director, 17 pints of blood were given to old age recipients, thus saving the taxpayers $425.
When residents in the Town are in need of blood, arrangements may be made immediately regardless of the hour.
PREPAREDNESS PROGRAM
On March 12 and 13 the nurse participated in an exhibition of preparedness for disaster, which was held at the Town Hall. Many hours were spent with the chairman of this program in organizing the various units.

SPECIAL INSPECTIONS
Mr. Victor Nelson, an agent for the Board of Health, inspected fifteen buildings and premises before building permits were issued and investigated eight complaints pertaining to sewage disposal.
Pursuant with the provisions of Chapter 140, Section 6 of the General Laws, the agents, having been ordered to do so by the Board of Health of the Town of Douglas, inspected all food establishments in the community having applied for a Common Victualer's License. Mr. Roger A. Rondeau, a sanitarian from the State Department of Public Health, assisted Mr. Nelson in the inspections. Eight inspec- tions were made, and the discrepancies found and the necessary cor- rections to be made have been made known to the individuals. An annual inspection must be done. Mr. Rondeau has been most help- ful to us in this project, as well as many others pertaining to envir- onmental sanitation.
One inspection was made by Mr. Nelson and the nurse for a person applying for a license to operate a day-care center for chil- dren. The fire chief cooperated with the Health Department in this inspection.
Mr. Victor Nelson, Mr. Ralph Hippert, and the nurse attended a six-week seminar in Administration for Local Boards of Health held in West Boylston. This was sponsored by the Central Massa- chusetts Boards of Health Association. The nurse was a member of the training committee which set up this course. Certificates were awarded to us December 8 by the State Commissioner of Public Health.
In addition to the above course, Mr. Nelson, Mr. Hippert, and the nurse attended meetings explaining the new sanitary code which has been adpoted by the General Court.

I wish to thank the Board of Selectmen, the volun- teers, the Salvation Army Service Fund Committee, the Red Cross Motor Corps, Dr. Spooner, Mr. Nelson, the Red Cross Canteen Per- sonnel, the Commercial Department at the high school, and every- one who assisted me in the health program.
