of that Department on january 1, 1896, namely a deficit of $5036.83. The question of reducing Water Rates for Manufacturing Establishments was given faithful consideration.
The preparing of a schedule for such con- cernes has been a source of great labor and thought for the Water Board Changes from that first adopted have, been made, but always in the nature of a reduction, with the result, that under the present system, the Manufacturer. using about 1.000.000 gallons, or more, semi- annually, pays but five cents for each 1.000 gallons, or one sixth the rate paid by the small consumer.
The schedule now in force we deem eminently fair and equitable and recommend that no change be made The Rest of Meters.
The estimated life of a Meter is ten years. The present rental is 10% of the cost. The Water Department keep them in repair and replace with new when necessary. We consider this system just and recom. mand no changes.
Advance payment on Metered Water.
This matter, we think, has caused, more dis. cussion and created a greater degree of discut. isfaction, and with less reason, than perhaps any other rule of the Water Board.
Upon the introduction of water into the Village certain rates for its use, based upon the number of faucets etc. in each building were adopted. Payment of the Water Rates was re- quired in advance on January 1, and July 1. That is, on January 1, was to be paid the amount for the six months ending July I next. The reasons for this rule are so apparent

It was therefore decided by the water Commissioners that a moder sum should be required in advance, of use of Hetered Water, and $5.00 was adopted as a proper amount. At the end of the term this sun is deducted from the register. amount, and the consumer pays the balance It is plain, that while this sum appear adequate for dwellings it seems extreme small when applied to the large factory But we must not lose sight of the fact That under this plan, as applied to the Manufacturing Establishments, all are treate alike and no discrimination shown.
