Voted, That for the purpose of procuring a temporary loan to and for the use of town, in anticipation of the taxes of the present municipal year, the town. treasurer is hereby authorized and direct to borrow from time to time with the approval of the board of Selectve a sum or sums in the aggregate amount not exceeding Thirty thousand dollars ($30.000.) and to execute and deliver the note on notes of the town therefor, payable within one year from the time the loan is made, wit interest thereon at a rate not exce ing 6 per cent per annum

Article 5 Adame F. Brown, Chairman of Selectmen to whom was referred the subject matter of Article 1] of This warrant, presented the following report. Selection's Office. Westboro' Mase, March 19th Regarding Article 17 which is. To see if the Town will make arrangements with the Box Albany Railroad to, to have one or m bridges constructed in the vicinity of t and Water Streets or act anything in relation to the same, and referre to the Selection, we would respectful report as follows: Considering the strong public sentiment in favor of another bridge, and the actual ne of the same, after viewing the prem and carefully considering the matter decided unanimously that in additu to the bridge already provided for o the Railroad on Holmes St, there show be at least one more bridge, and th the best place for this bridge is und the Railroad on Water St, slightly West High . Our chairman therefore went Boston with Judge William J. Forbes, Satur March 12th and had a consultation? chief engineer Walter Shepard of the Tail and it was agreed to have a bridge constructed not less than fifteen fe wide and about nine feet high un the Railroad on Water St, the estima east of which was twenty- five hunds dollars, said cost to be apportioned

Westboro Mass Mar 28. 1898 The Board of Selectmen having been request to give an estimate as to the probable con repairing South St, would suggest that the town appropriate the sum of Five Hundred dollars ($500.) for the repairing of South St. this sum to be in addition to amount appropriated for Highways & Bridges.


The Board could well use the sum of One Thousand dollars, but do not think it wise to ask for more than Five hundred $50 With the sum of Five Hundred dollars, i shall plow and regrade the street and if four to be loamy, we shall dig this out and p in gravel

Edwin B. Harvey for the Trustees of the Public Library to whom article 24 of the Warrant. for the annual meeting of the year 1897 was referred read the reports as follows, Report of the Trustees of the Public Library on location for a Library Building The Trustees of the Public Library who were instructed by vote of the town under Article 24 of the Warrant for the annual meeting of the year 1897, to consider the matters stated in said Article and to report thereon at a future meeting ask leave to report. So much of the Article as relates to the purchase of land for a site for a Public Library Building," has been carefully considered by the Trustees and they unanimously re- port in favor of the purchase of land situated on the corner of Main and Parkman Streets, said land being a part of the Seeman estate, so called, at a price and conditions as hereinafter stated. The number of square feet in the site recommended is 12000, having a frontage of about 102 feet on Main St, and 118 feet on Parkman Street. The price for which it can be obtained by the town independent of the dwelling house thereon, is Five Thousand Dollars,

conditioned as follows: the land to b utilized as a site for a Public Library building, and unless sooner required for Auch purpose, the owner to be allowed its occupancy free of rental till April 1,189 and thereafter at a rental of ten dollar per month until such time as the town thay require it for building purposes.


Should the town purchase the land on such terms, Mr. Charles S. Henry represents to the Trustees of the Library that he will donate through them at the time of the purchase to the town a sum of mor equal to the amount paid for the law to be held in trust at interest until to same shall be- expended in the const tion of a library building. In making this report, the trustee do not consider it necessary to discur at lenght the many reasons that po to the necessity of a public library build The reasons are apparent to the ente interested, reading public. The first step toward the consummation of a building is to secure a site for one. The opportun through the public- spiritedness of one the residents of the town to secure. most desirable site without actual is now offered. Surely the town wow be most derelict in duty should it. at once embrace the opportunity. The town at the present time, with adding seriously to the burdens of taxatie can make the required appropriation. The appropriation of money for a libras building, or for a site for a building, in its nature unlike an appropriation for almost any other purpose. It is to speak, an appropriation for perman

339 improvements. Such appropriations have not to be made year to year as in the case of app fications for roade, for schools or for salaries of officials. Viewed in the light, the entire appropriation should not enter into the taxation of this year, or of any single year in the near future. Let the future, in part at least, pay. for the harvest it is to reap.


The trustees, therefore recommend that they be authorized to purchase in behalf of the town, the land herein designated; at the price and conditions as herein substantially set forth. Edwin & Harvey, for the Trustees

To the Justees of the Westborough Public Library, Dr. E. B. Harvey, Chairman. Realizing the present inadequate facilities in our public library, I hereby through the Board of Trustees submit to the town the following proposition, desiring that the saw be presented to the legal of Westborough for consideration. as soon as practicable Should the town decide to purchase- the lama for a site for a library building on the comme of Main and Parkman Streets as recommend in the report of the trustees adopted by the on the 15th instant, I will deposit att time of the purchase with the Treasurer of the Town the sum of Five Thousand Dollars, as a gift, on condition that sun shall be set apart from other func of the town, to be designated, the Library Building Fund; and that the same, principal and interest, or any thereof as may be required, shall be used. the erection at any future time of a suitable town library building.
