OF THE


Committee on Sanitation and Ventilation of Certain School Houses.

Joint Committee of Citizens and Sewer Commissioners on Sewer Rates.


The committee appointed at the last annual meeting to confer with the School Committe in relation to the sanitary condition of certain school houses, beg leave to report: That, with the School Committee, they examined the High and Grammar also the Sub-Grammar school houses and found the ventilation entirely inadequate for the number of scholars. They also found that the odor from the water closets permeated the basement of the buildings and often penetrated to the school-rooms. It was apparent to the committee that much larger ventilating flues were necessary. But this would require a larger quantity of pure warm air. The committee gave this subject careful consideration as to the best method of furnish ing the latter and finally concluded to recommend a system which is in use in the city of Lynn, by which the rooms are heated by cheap cylinder stoves, surrounded by jackets similar to ordinary furnaces. The cold air is brought in under the floor directly under the stove, passing through the floor when it is warmed and passes out at the top of the jacket into the room. The High School building can be heated partially by the furnaces, supplemented by stoves. The Sub-Grammar and High treet houses to be heated entirely by stoves. Thus the three buildings named will require new ventilating flues and, with the present furnaces in the High school, stoves for heating. We recommend that the water-closets on School street be con- nected with the town sewer, and the High street school house as soon as the sewer is extended through that street. The School Committee have plans and estimates of the cost of the entire work (with the exception of the sewer connections which will be paid from the regular incidental appropriation) amounting to twenty-three hundred and fifty dollars ($2350) which sum your committee recommend the town to appropriate, to be expended by and under the direction of the School Committee. Respectfully submitted,

The committee chosen by the town, "to see if the town will determine the basis upon which sewer assessments shall be made upon all persons and estates using the public sewer or receiving benefit therefrom," have attended to their du- ties and submit the following report:


We find that the town voted Mar. 3d, 1891, to choose a committee to con- tract with the City of Boston for a contribution towards the expense of a system of sewage disposal, and at a meeting held June 11th, 1891, the committee reported that they had made a contract dated May 26, 1891, with the City of Boston, the terms of which were presented in their report, which required a sewer to be laid in Main, South, Brigham and Milk streets, and their report was accepted.


At a meeting held April 18, 1892, a committee previously chosen reported as recommendations, "that action on the construction of sewers beyond those already authorized by the town be postponed until those now in process of construction are completed and until the demand for sewers from people outside the district can be ascertained," and "that the town by vote determine that every person who uses the sewers shall pay for the permanent privilege to his estate such reasonable sum as the selectmen shall determine," and their report was accepted.


At a meeting in August, 1892, the sewer commissioners recommended "that the mode of payment for the use of sewer be by annual assessment, to be collected with other taxes," and this recommendation was adopted by the town


We find a plan of a system of sewerage at the sewer commissioners' office, which is the plan according to which the sewers already built have been laid, but do not find any vote of the town that has reference to this plan or is an adoption of this plan as a sewer systen. This plan calls for the laying of about 48,000 feet of pipe-about 41,000 feet in the streets and about 7,000 feet from Water street to the sewer bed through private land. Of this the pipe through private land had been laid, and about 11,000 feet in the streets of the town, including several streets not covered by the contract with the City of Boston.


On March 6, 1892, the town voted that the recommendation be made to the selectmen that no sewer be extended or made unless the property owners on the street guarantee an income of 4 per cent on the cost of construction.


In view of the fact that the various votes of the town are vague and uncer tain as regards any system of sewers and that the committee consider it doubtful whether an assessment could be made which would comply with the law and could be collected, or which would be just and equitable, and of the votes of the town which indicate the purpose of the town to collect from those who enter the sewer either by the payment of a gross sum or by annual payments, the committee are of the opinion that it is not expedient to assess upon abuttors any portion of the cost of constructing and maintaining the common sewers; but the committee recom - mend that an annual rental be charged for the use of the sewer to all persons and estates using the same, according to the following schedule:

The town having indicated by several votes its purpose to collect one-half of the cost of the sewer from those using it, the committee consider that the amount received from rentals should be sufficient to cover one half of the .amount of the interest on the sewer bonds, one-half of the annual payment to the sewer sinking fund and one-half of the cost of maintaining the sewer; amd the schedule has been arranged so as to raise that amount as nearly as can now bė estimated.
