Water Commissioners' Report.
The following construction work has been completed during the year in accordance with the votes of the town previously passed :
A 4-inch pipe from opposite Matthew Ellesworth's barn to a point opposite W. S. Briggs' stable, which was com- menced in the fall of 1898, was completed early in the spring of 1899 at a cost of $425.07, making the total cost of this line $628.23. The receipts for water rates from this extension for the past year have been $61.50, or nearly 10 per cent. of its cost.
The Kidder extension of about 3000 feet of 6-inch pipe, for which most of the pipe had been provided last year, was put in on the same contract by F. A. Snow, for 20 cents per lineal foot, and $3.50 per cubic vard of rock excavation.
The amount spent on this extension this year is $1433.58 and the total expense $2140.40; the receipts from the same $178.68, or over 8 per cent. of cost.
The total length of 6-inch pipe laid to the estate of Henry L. Higginson is 2904 feet. Total cost of the same, $2467.19, upon which the town receives 5 per cent. of the cost in water rates, as guaranteed.
The extension on the South Great Road was carried only as far as Mr. Burgess' new house. Sufficient guarantee was not given to the Commissioners to warrant laying any further.
This work, as that on the Higginson extension, was done by James E. Burke of Waltham, at 20 cents per lineal foot and $3.50 per cubic yard of rock excavation. In both in- stances Mr. Burke did the work promptly and left the streets in good condition.
The cost of the Burgess extension, so far as the bills have been paid, has been $522.01. The total cost will probably be less than $650.00.
In accordance with the vote of the town, passed Oct. 21, 1899, the Commissioners voted to put a new boiler into the present station.

Bids received from two of the leading boiler makers and the contract awarded to E. Hodge & Co. of East Boston for the sum of $609.00.
This amount did not include the chimney connections. The boiler is 54 inches in diameter, with 71 3-inch tubes, 12 feet long, about 47 H. P.
The old Worthington pump was taken out at the time the new boiler was set.
The attention of the citizens is again called to the fact that the water rates are not paid promptly. The Collector reports the uncollected rates of 1897 and 1898 as being paid, but for 1899 there yet remains to be collected the sum of $769.10, a much larger amount than should be at this time of the year.
We believe there should be a revision of the Water Rates the present year.
We recommend the town to make a larger appropriation for hydrant service the present year. The amount paid per hydrant the past two years, fifteen dollars, is small in comparison with the amounts paid by surrounding cities and towns where the water is pumped. And while the amount of water used here amounts to almost nothing, yet the percentage is about the same as in larger cities where there are more hydrants and larger population. We find other towns receive a much greater proportion of their in- come from hydrant service than this town.
If we place our works upon nearly the same basis as other towns we may have lower rates and fully as much in- come as at present.
There are at the present time 140 services. There have been 12 new services added the past year.
There are at present 58 hydrants. There have been five new hydrants added the past year.
