Water Commissioners' Report.
The main pipes have needed no repairs during the past year, and the works aside from the new pump at the pumping station, remain the same as last year. No new hydrants or gates have been set. A two-inch blow off has been put in on the four-inch pipe opposite Mr. Page's.
In June the Commissioners decided that it would not be safe to attempt to run through the summer and trust to the old pump to furnish a sufficient supply of water. A new pump was therefore bought of the Deane Steam Pump Co., which would pump fully fifty per cent. more water than the old one.
This pump was connected with the new twelve-inch pipe and the water is now pumped directly into the reservoir.
The old pipe serving as a distributing main a detailed account of the cost of the pump and connections will be found in the Con- struction Account.
The pump was started July 16, and has been used to do all the work since that time.
During the latter part of August and early in September, the consumption of water increased so rapidly that on two different Sundays it was necessary to keep the pump running in order to keep any water in the reservoir.
The Commissioners felt sure that there must be some great waste of water and an inspector was appointed who was instructed to visit every service, examine all the fixtures and if any leaks were found to notify the owner to have the same attended to at once.
Over twenty-five leaks were discovered on service pipes, and after the repairs had been made, there was no trouble in keeping a. sufficient supply of water in the reservoir.
In November, an inspector from the Mass. District Police came to inspect the boiler. He reported it safe to run at a pres- sure not over fifty pounds per square inch, ordered a new set of tubes put in and other repairs made.

The repairs ordered have been made and the Inspector has been asked to allow the boiler to be used as it is until the new works can be built.
A new grate has been bought, somewhat larger than the last one and the experiment has been tried of using hard coal. Both furnace and pea size have been used. The result has not been satisfactory and we have been obliged to go back to soft coal.
The Codman extension voted by the town last summer was put in by contract by Mr. John T. Langford of Newton, for the sum of $649.47. Mr. Langford furnished all the materials and did all the work in a very satisfactory manner. Mr. Codman has not yet connected his service pipe with the new pipe.
Preparations have been made to lay a six-inch pipe to a point opposite Messrs. Kidder Bros., and a four-inch pipe to a point opposite the stable of Mr. Briggs.
The materials have been bought and delivered on the ground. The weather has been so severe that no work has yet been done.
An agreement has been made with F. A. Snow, who was the lowest bidder, to do the work, which will be commenced as soon as the spring opens.
The By-Laws require that in case of an extension of any water pipes, before the work is begun, a bond satisfactory to the Water Board must be filed with the Town Clerk, guaranteeing 5 per cent. per annum on the cost of construction for five years.
One of these bonds has been so filed and the other will be before the work is commenced.
The Commissioners would call the attention of the water takers to the clause on the water bills which says all bills are payable in advance.
During the past two years the rates have not been- paid as promptly as they should have been.
With the large interest account to be met when the new work is completed, it will be necessary that the payments be made within the thirty days as required.

REPORT OF THE TRUSTEES OF THE PUBLIC LIBRARY.
LINCOLN, Feb. 1st, 1899.
The Trustees of the Public Library submit herewith the report of its Treasurer and Librarians and a list of the books purchased during the year. We note with sincere regret the death of Mr. Leonard Thompson, of Woburn, whose friendship for us and interest in our library has often been shown by gifts of books, both old and new, in the selection of which a rare good judgment and taste have been exhibited.
Quite a number of old books and maps have been given to us during the year, and the Trustees appeal most earnestly to the citizens of the Town to deposit in the Library for safe keeping and reference any and all old books, maps or manuscripts relating to the Town, its history or its inhabitants.
