In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Lincoln, duly qualified to vote in Town affairs, to assemble at Bemis Hall on Saturday, October 15th, 1898, at 7.30 o'clock, P. M. to act on the following articles, viz :


ARTICLE 1. To choose a Moderator.

To see if the Town will authorize the Water Commis- sioners to take and hold under the provisions of Chapter one hundred and eighty-eight of the Acts of the year eighteen hun- dred and seventy-two, by purchase or otherwise any land near or adjoining the road by the south-westerly shore of Sandy Pond, for the purpose of erecting thereon an engine house with its appur- tenances and appliances, and of laying pipes to connect such engine house with the Pond and with the present water pipes, and for any or all the other purposes mentioned in said chapter ; and to see if the town will authorize the Water Commissioners to take and hold any other lands for any or all of the said purposes ; and to see if the Town will make an appropriation for the taking or purchase of any lands for the said purposes, or take any other action with reference to the subject of this article.


ART. 3. To see if the town will take any further action in regard to the construction of a new pumping station for the water- works, procuring new machinery and other appliances therefor, and laying and constructing pipes for the purpose of connecting such engine house with the present water pipes and with Sandy Pond ; and to see if the Town will make any appropriation for any of the said purposes, or take any action upon any appropriation already made therefor.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Lincoln, duly qualified to vote in Town affairs, to assemble at Bemis Hall, on Friday, October 28th, 1898, at 7.30 o'clock P. M., to act on the following articles, viz :


ARTICLE 1. To choose a Moderator.

ART. 2. To see whether or not the Town will by its Board of Selectmen license, or permit Mr. Herman L. Hoffman, of Cam- bridge, to erect and operate on the farm known as, and called, the Charles H. Stratton farm, a slaughtering and packing house,

with its appurtenances, in accordance with plans for such struc- tures, prepared for said Hoffman, and to be exhibited at said meeting, and act thereon.


This was the last article considered, and after some talk it was disposed of by a vote to dissolve the meeting.


ART. 3. To see if the Town will authorize the Water Commis- sioners to take and hold, under the provisions of Chapter 188, of the Acts of the year 1872, by purchase or otherwise, any land near or adjoining the road by the southwesterly shore of Sandy Pond for the purpose of erecting thereon an engine house with its appurtenances and appliances and of laying pipes to connect such engine house with the pond and with the present water pipes, and for any or all the other purposes mentioned in said Chapter; and to see if the Town will authorize the Water Commissioners to take and hold any other lands for any or all of the said purposes, and to see if the Town will make an appropriation for taking or pur- chase of any lands for the said purposes, or take any other action with reference to the subject of this Article.


Voted, To take up Articles 3, 4, 8 and 9 and act on them together.


Voted, That a special committee consisting of the Water Com- missioners, together with F. H. Jones, Charles S. Smith, William S. Briggs and Julius E. Eveleth are hereby appointed for the purpose of selecting a suitable site for a new pumping station for the water works. Such selection shall be made by not less than a two-thirds vote of the entire committee. If the committee, as constituted, fail to agree upon a suitable site, as above provided, then they may by a vote of not less than two-thirds of the entire committee from time to time add other voters of the Town to the committee until it is possible to make a selection of such · site according to the provisions of this vote.


Voted, That when the committee chosen for the purpose of select- ing a site for the new pumping station shall have determined upon a suitable location, the Water Commissioners shall take notice of such determination ; and the said commissioners are hereby authorized and directed thereupon to take and hold by purchase or otherwise all land's rights and easements which may be necessary and proper for the purpose of acquiring and using the site so selected by said committee, and thereupon to proceed to the erection upon such

site of a new pumping station, and the installation and construc- tion of proper machinery, appliances and appurtenances and of the necessary connections with the present water pipes and with Sandy Pond. The Town hereby declares its intention not to abandon by any change of the location of the pumping station, or otherwise, any lands, rights or easements or water rights hereto- fore taken, purchased or acquired for water purposes under the provisions of Chapter 188 of the Acts of the year 1872.


Voted, (unanimously) That the sum of $17,500 be, and the same hereby is, appropriated to defray the entire cost of the new pump- ing station, machinery, appliances, connections, approaches and grading. The Water Commissioners are authorized to expend only such part of the said appropriation as shall be determined by a two-thirds vote of the committee selecting the site of the new pumping station.


ART. 4. To see if the Town will take any further action in regard to the construction of a new pumping station for the water works, procuring new machinery and other appliances therefor, and laying and constructing pipes for the purpose of connecting such engine house with the present water pipes and with Sandy Pond ; and to see if the Town will make any appropriation for any of the said purposes, or take any action upon any appropriation already made therefor.


ART. 5. To see if the Town will extend the water pipe along the road by the house of Matthew Ellsworth from its present ter- minus to a point near the stable of William S. Briggs ; and to see if the Town will make any appropriation for the said purpose.


Voted, That the Water Commissioners be authorized to extend the water pipes along the road from the terminus of the present pipe opposite Matthew Ellsworth's to a point opposite the stable of William S. Briggs, provided that before the work of construction is begun, one or more of the persons whom it is proposed to supply with water by means of such extension, shall file with the town clerk a bond with sureties satisfactory to the Water Commissioners in the form and manner required by Section 10 of Article JI of the By-Laws.


Voted, That the Town appropriate the sum of $1,000 for the extension of water from its present terminus opposite the Ells- worth's to a point opposite the stable of W. S. Briggs.

ART. 6. To see if the Town will extend the water pipe along the road leading to Waltham from the centre of the Town to a point near the house of Messrs. Kidder; and to see if the Town will make any appropriation therefor.


Voted, That the Water Commissioners be authorized to extend the water pipes along the road from the corner near the watering trough in the centre of the Town to a point opposite the residence of Messrs. Kidder, provided that before the work of construction is begun, one or more persons whom it is proposed to supply with water by the means of such extension, shall file with the Town Clerk a bond with sureties satisfactory to the Water Commissioners in the form and manner required by Section 10 of Article 11 of the By-Laws. And that the sum of $2,000 be appropriated for the same.


ART. 7. To see if the Town will extend the water pipe along the road leading to Lexington by the house of George Flint from its present terminous to a point near the house of James B. Wheeler; and to see if the Town will make any appropriation therefor.

To see if the Town, for the purposes mentioned in Articles three, four, five, six, and eight and nine, or in any or all of the said Articles, will borrow any money or authorize the issue of any notes, bonds, or scrip, for such indebtedness under the provisions of Chapter 188 of the Acts of the year 1872, and of Chapter 341 of the Acts of the year 1897 ; and to see if the Town will rescind any former votes in reference to borrowing money for any of the said purposes, or take any other action in relation to the subject of this article.


ART. 9. To see if the Town will desiginate a site for the pro- posed new engine house and authorize the Water Commissioners to complete the new works.


ART. 10. To see if the Town will appropriate the sum of $49.47 in addition to the $600 already appropriated for the Codman ex- tension of water pipes.

EXTRACTS FROM ACTS AND RESOLVES OF 1897, CHAPTER 444.


SECTION 3. Physicians and midwives shall on or before the fifth day of each month report to the clerk of each city or town a correct list of all children born therein during the month next pre- ceding, at whose birth they were present, stating the date and place of each birth, the name of the child if it has any, the sex and color of the child, the name, place of birth and residence of the parents, the maiden name of the mother, and the occupation of the father.


Any physician or midwife neglecting to report such list for ten days after it is due shall for each offence forfeit a sum not exceed- ing twenty-five dollars.


SEC. 8. Any parent, keeper, superintendent or other person required by Section six of this act to give, or cause to be given, notice of a birth or death, who neglects to give the required notice or cause the same to be given, for ten days after it is due, shall for each offence forfeit not exceeding five dollars.


In conformity with the requirements of Chap. 444, Sec. 17, of the Acts of 1897, the Town Clerk hereby gives notice that he is prepared to furnish to parents, householders, physicians and mid- wives applying therefor, blanks for returns of births as required by law.

SELECTMEN'S REPORT.


There is nothing of great importance to embody in our report to the Town this year.


GIFT TO THE TOWN.


We wish to acknowledge with sincere thanks a gift to the Town from George G. Tarbell, M. D., of a map showing the outlines, streets, houses, etc., of the Town, as indicated by a plan drawn from a survey made in 1830, by John G. Hales of Boston.


NEW HIGHWAYS.


No laying out or alteration of Highways have been made during the past year.


TELEPHONE COMPANY.


The New England Telephone & Telegraph Company have been granted a location to erect and maintain lines (under restrictions prescribed by the Selectmen) as follows :-


From James B. Wheeler's house on the Lexington road to the County road to Waltham, by the Cemetery.


REPAIRS TO TOWN HOUSE.


The repairs to the Town House, authorized _by the Town have been completed, and we trust nothing more will have to be done for some time.


SCHOOL APPROPRIATION.


We have this year recommended that a certain sum, viz. $6,000, be appropriated to cover the entire expense of the support of the schools, school incidentals, School Superintendent, and music in schools. And it is recommended to simplify the book's of the Town, as now the Selectmen, Treasurer and School Committee, are obliged to keep four different accounts, where one would be sufficient.

CONTINGENT FUND AND SPECIAL APPROPRIATION.


The Selectmen have this year recommended a special Appro- priation from which to pay for breaking out roads, or any other emergency which may unexpectedly draw too heavily, in their judgment, upon any special appropriation. The experience of the past year shows very plainly that unusual snow storms will interfere very materially with the appropriation for Highways. The Surveyor of Highways had practically expended his entire appropriation, so that when the heavy storm in November came, there was not sufficient money to his credit to pay his employees for their labor. As the Selectmen, under the by-laws, cannot authorize any payment in excess of an appropriation, many of those who should have received their wages are still waiting for them, and a special article, (No. 20,) has been placed in the warrant in order that payment may be made to them at the earliest possible moment, and also other bills for which the original appro- priations were insufficient, viz., Support of Poor, and Counsel Fees.

Report of the Overseers of the Poor.


The number of poor supported by the Town at present is five. All in Insane Hospital. Mrs. Mary A. Souza having been returned to the Hospital during the year, and thus became a charge to the Town. The tramps have been cared for during the year by Mr. John F. Farrar, he being the lowest bidder, at an expense to the town of $100. In our last report we spoke of a citizen of this town as being cared for in Newton Hospital, the bill was paid by the town. She was in the Hospital much longer than we had hoped, and the expense was much greater, which caused our bills to exceed our income. The receipts and expendi- tures of this department will be found on another page. A bill for care of Patrick Kenna at Worcester Hospital of $42.71 is unpaid owing to the appropriation being insufficient to pay the same.
