Water Commissioners' Report.
The year just closed has been one of the most important in the history of the Water Works, both in the amount of work done and the results accomplished. Acting under the votes passed by the town, April 12, 1900, and May 1, 1900, authorizing the commissioners to extend the water pipes in the following directions, viz. : from its terminus opposite the residence of Mr. John A. Burgess, to a point opposite the residence of Mr. Geo. L. Cousins ; from its terminus opposite the stable of Mr. Wm. S. Briggs, to a point oppo- site the residence of Mrs. Bridget Roach, and from the Great Road Crossing (so called), to a point opposite the residence of Mr. Daniel H. Sherman; the commissioners asked for proposals from the three contractors who have done work for the water works in former years. Mr. James E. Burke of Waltham, being the lowest bidder, the contract was awarded to him for 22 cents per lineal foot for digging and laying, and $3.50 per cu. yd. for rock excavation. The work was done in a satisfactory manner under the direction of the en- gineer, Mr. Walter H. Sears.
On all three of these extensions the appropriations have been exceeded, the reason being that in each case more ledge was found than was expected. In the case of the Roach ex- tension it cost more to take out the rock than to lay the pipe. In all of these extensions a bond was filed with the Town Clerk in accordance with the by-laws of the town.
The total amount of pipe laid, 7,161.75 lineal ft.

HYDRANTS.
The hydrants, seventy in number, are all with one excep- tion, in good order ; the one at Farnsworth's corner does not work well, and in the spring will have to be repaired or re- placed by a new one.
Five new hydrants have been set during the year as will be seen by the engineer's report. These have been set in places where it would not have been possible to conveniently reach a fire in adjacent buildings with the amount of hose on either of the hose carriages. With the present arrangement of hydrants the town is better equipped for fire service than most rural towns.
SERVICE PIPES.
Two years ago the board adopted the policy which is cus- tomary in most towns of putting in the service pipes to the street line. During the past year there have been eighteen new services added, seven of which were on the old lines ; from two of these the town received no income the past year.
PUMPING STATION.
At the town meeting held April 12, 1900, the commis- sioners were instructed to erect the new pumping station on land already acquired by the town, and'at the same meeting the town voted not to cancel the contract which it had with the Deane Steam Pump Co .; by these two votes the town settled the whole question that had been under discussion for the two years previous. Your commissioners found them- selves directed to do this work, by vote of a well-attended town meeting. Upon submitting the question to the town coun- sel, as to whether the appropriation made in Oct. 1897 was still in force, we received a written opinion from them stating that in their opinion the appropriation was still in force. The bonds were therefore sold by the Treasurer, and we proceeded to procure plans for the new building, make further arrangements with the Deane Steam Pump Co. in

regard to the contract, and such other arrangements as were necessary to carry on the work.
Plans for the new station were drawn by Mr. Geo. F. Newton, while the superintending of the building was left to the engineer. All of the work was subject to the approval of the board. The result has been entirely satisfactory. The building, 64× 29, is of Weymouth seam face granite, laid in irregular courses ; is simple in design, and conven- ient in arrangement, and is located to the right of the old buildings in such a way as to leave a view of the whole pond open to the street.
The pump room, 25 × 26 ft., contains the pump, and vac- uum pump. Underneath this room is a basement, where are the valves on suction and discharge pipes. The boiler room 34 ×26 ft., contains two boilers, a feed pump and receiver, work bench, with drawers for tools, a coat closet and sink.
Opening to the right of the boilers is the coal pocket, 25 X25 ft. with a capacity for 100 tons of coal. Here are scales conveniently arranged for weighing the coal. A small toilet room containing a bowl; water closet and shower bath also opens from the boiler room.
PUMPS.
The commissioners met Mr. Deane by appointment in Boston, Aug. 15, and the following terms were mutually agreed upon :
The Deane Steam Pump Co., were to furnish and install the pumping machinery as contracted for July 19, 1897, under the same condition as to test and guarantee as the orig- inal contract.
The town, by its Water Commissioners, agreed to pay the Deane Steam Pump Co. the sum of $4,100. This sum did not include the boiler or the setting of the same, an allowance being made for that by Mr. Deane of $1,200.
The boiler in the original contract was larger than was needed to run the pump : the one offered in its place was

smaller than the one we already had in the old station. Believing that it was good economy to have a boiler of ample size, and knowing the efficiency of the boiler we were using, the Commissioners decided to put in another one of the same size. The result has been perfectly satisfactory as to economy in running, and the amount allowed has not only furnished all that was necessary for the purchase and setting of No. 2. Boiler, but has also been sufficient to set the No. 1 Boiler.
The following are the figures in settlement with the Deane Steam Pump Co. :

The pumping engine is of the compound condensing type, guaranteed to pump seven hundred and fifty thousand gal- lons of water into the reservoir, one hundred and fifty-four feet above high water mark in Sandy Pond, at a piston speed of not more than eighty feet per minute.

The duty guarantee 45,000,000 foot pounds per 100 pounds coal, for twenty-four hours test, or 33,000,000 foot pounds for two weeks run of ten hours per day.

The steam cylinders are covered with asbestos and have a cabinet lagging of black walnut.
The Vacuum Pump and Condenser, size 6in. × 8in × 12in.
The Feed Pump, which also has a receiver, size 41in. X 22in. × 4in.
Included in the contract besides the pumps described above, is a central, oil reservoir connected with all the pumps with sight feed,
The usual steam vacuum and water guages, all mounted with the old water gauge on a black walnut gauge board.
From the records of the engineer, of the ordinary running of the pump, we feel sure that the pump will come up to the requirements and that the amount of coal consumed will be less than one-half the amount we have been using.
The Underwriter Fire Pump, which has been in the old station, is still on its original foundation, the parts which were likely to be broken or stolen have been taken off and the pump itself covered to protect it from the weather.
As the new station neared completion and the new pump was put in, it, became apparent to the commissioners that it would not be in keeping with the surroundings to put a pump of that type in the station.
In the first place it would never be used unless the other pump became disabled because of the cost of running, and secondly, because it would cost nearly as much for special castings and labor to pipe it as for a larger pump and we think that the town will in the future wish to install another pump similar to the one just put in, in which case the pipes and castings for the Underwriter Pump would be useless.
We therefore decided, before doing anything about the matter, to refer the question to the town for instruction.
CHIMNEY.
The chimney of grey brick, 67 feet high, with flue 28in. in diameter, is located just back of the station between two large trees, and is connected with the building by a 24in. cast iron flue. Its location makes it as inconspicuous as possible.

GROUNDS.
The building was completed so late in the season that no grading could be done. ·
A stone foundation for roadway to the coal pocket was put in and covered with coarse gravel.
We recommend that an appropriation be made for grad- ing the grounds as soon as the spring opens.
WATER RATES.
We again call the attention of the town and the water takers to the fact that the water rates are payable in advance.
