To W. Charles Sellick, Constable of the Town of Saugus:
GREETINGS :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town Elections and Town affairs to assemble in the Town Hall on Monday Eve- ning, September 28, Nineteen Hundred and Thirty-six, at eight o'clock, to hear and act on the following articles, viz :
ARTICLE 1. To hear and act on Reports of Committees.
ART. 2. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money for ordinary maintenance expenses and revenue loans under authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933, as most recently amended by Chapter 281 of the Acts of 1936, or take any action rela- tive thereto. Town Accountant.
ART. 3. To see if the Town will vote to raise and appro- priate additional amounts for Soldiers' Relief and Military Aid, Public Welfare, Old Age Assistance, Public Welfare Unpaid Bills of 1935 and prior years, and for the Town's share of the cost of any Federal Works Administration Projects, including administrative expenses and salaries, and to author- ize the Treasurer, with the approval of the Selectmen, to borrow under authority of and in accordance with the pro- visions of Chapter 80 of the Acts of 1936, or to take any action relative thereto. Town Accountant.
ART. 4. To see if the Town will authorize the appointment of a committee of not less than five citizens, including at least one member of the Selectmen, Assessors, Planning Board and Finance Committee to study the ways and means of acquiring and establishing (and investigating existing conditions as to) a way or ways of ingress and egress to the Golden Hills Sec- tion from Main Street between a point where the Metro- politan Parkway crosses and the Saugus-Wakefield Town line; said Committee to report its findings and recommendations in writing to the next annual Town Meeting, and to insert in

the Warrant for said annual meeting appropriate articles for carrying out its recommendations, agreeable to the petition of Edward Gibbs, Jr., and others.
ART. 5. To see if the Town will vote to accept Auburn Street, in accordance with plans and profile on file with the Town Clerk, agreeable to the petition of the Board of Se- lectmen.
ART. 6. To see if the Town will vote to accept Columbus Avenue extension, in accordance with plans and profile on file with the Town Clerk, agreeable to the petition of the Board of Selectmen.
ART. 7. To see if the Town will vote to change the Zoning By-Laws and Zoning Map so that land of Anthony Klimovitcz at Pearson Street shown as Lot B or Lot A-59, Plan 1007 on file in the Assessors' Office, and containing 4266 square feet of land, more or less, shall hereafter be zoned for business purposes, agreeable to the petition of Anthony Klimovitcz and others.
ART. 8. To see if the Town will vote to accept Chapter 211 of the Acts of 1936, agreeable to the petition of the Planning Board.
And you are hereby directed to serve this Warrant by posting attested copies thereof at the usual places seven days at least before the time of holding said meeting.
Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.

Voted: That the treasurer, with the approval of the select- men, be and hereby is authorized to borrow for ordinary maintenance expenses of the town the sum of $75,000. but in no event a sum in excess of the amount of tax titles taken or held by the town, and to issue a note or notes of the town therefor, all in accordance with the provisions of Chapter 49 of the Acts of 1933, as most recently amended by Chapter 281 of the Acts of 1936. The said sum of $75,000.00 is here- by appropriated for payment of revenue loans. Yeas 105. Nays 0. 8:28 P. M.
ARTICLE 3.
Voted: To raise and appropriate the sum of $5,000 for Soldiers Relief; $500.00 for Military Aid; $6,000.00 for Pub- lic Welfare and Old Age Assistance; $3,500.00 for Public Welfare Unpaid Bills of 1935 and prior years, and $10,000.00 for Federal Works Progress Administration Projects, includ- ing administrative expenses and salaries, and to meet said appropriations that the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow under auth- ority of and in accordance with the provisions of Chapter 80 of the Acts of 1936, the sum of $25,000.00 and to issue bonds or notes to be paid in not more than ten years or at such times as may be directed by the Emergency Finance Board named in Chapter 49 of the Acts of 1933. Resolved
That it is the sense of this Town meeting that the sum of $1,686.00 (one thousand six hundred and eighty six dol- lars) be taken from the total sum voted under article No. 3 of the Town Warrant dated September 28, 1936. This sum to be set aside for the completion of the new Stackpole field building and the grading and beautification of the Anna Parker Playground. 8:47 P. M.

That it is the sense of this Town Meeting that the Board of Fire Engineers and/or the Board of Selectmen add two permanent men to the personnel of the Fire Department pro- viding that in so doing the expense of their salaries shall not exceed an available balance in the Firemen's Salaries Account, for the year 1936. 9:05 P. M.
ARTICLE 4.
Voted: That the Moderator appoint a committee of five persons in accordance with Article 4 of the Special Town Meeting Warrant for September 28, 1936, said committee to carry out the provisions of said article. 9:061% P. M.

The Planning Board will hold a public hearing on Article seven (7) of the Special Town Meeting Warrant of Septem- ber 28, 1936, in its office in the Town Hall on Thursday, Sep- tember 24, 1936, at 8:00 P. M. Said article is the petition of Anthony Klimovitcz, and others, to rezone for business purposes, land on Pearson Street as described in said war- rant.

Report of Planning Board
Saugus, Mass., September 28, 1936.
After public advertisement in the Lynn Item, issue of Sep- tember 22, 1936, the Planning Board held a public hearing on article seven of the special Town Meeting Warrant of September 28, 1936, in its office on September 24, 1936. After discussion, the Board does not see the need of re-zoning the land involved, as it is already zoned for business to a depth of one hundred feet. We do not, therefore, recommend the passage of the article.

At a meeting of the Emergency Finance Board of the Commonwealth, held on the 2nd day of October, 1936, a ma- jority of said Board being present, the following vote was unanimously passed :
Voted : To approve the Renewal by the Treasurer of the Town of Saugus of so much of the Seven Thousand, Six Hundred Dollar ($7,600.00) Tax Title Loan which was originally approved by the Board on October 15th, 1935, as is outstanding on October 21st, 1936. The rate of interest on the renewal notes is to be one percent (1%) payable at maturity.

At a meeting of the Emergency Finance Board of the Com- monwealth, held on the 13th day of October, 1936, a majority of said Board being present, the following vote was unani- mously passed :
Voted: To approve the borrowing by the Treasurer of the Town of Saugus of the sum of Seventy Five Thousand Dollars ($75,000.00) from the Commonwealth of Massa- chusetts under authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933, as most re- cently amended by Chapter 281 of the Acts of 1936. The proceeds of this Loan are to be used for the Payment of Revenue Loans. The Notes to be given the Common- wealth for this money are to bear interest at one percent (1% ) payable at maturity.

Voted: to approve the borrowing by the Treasurer of the Town of Saugus of the sum of Twenty Five Thousand Dollars ($25,000.00) under authority of and in accord- ance with the provisions of Chapter 80 of the Acts of 1936. The proceeds of this loan are to be used to meet the appropriation as follows:

Military Aid 500.00
Public Welfare and Old Age Assistance 6,000.00
Public Welfare Unpaid Bills of 1935 and Prior Years 3,500.00
Federal Works Progress
Administration Projects 10,000.00
The term of the loan is fixed at not more than ten years.

QUESTIONS
To obtain a full expression of opinion, voters should vote on all three of the following questions :-
(a) If a voter desires to permit the sale in this Town of any and all alcoholic beverages to be drunk on and off the premises where sold, he will vote "Yes" on all three questions.
(b) If he desires to permit the sale herein of wines and malt beverages only to be drunk on and off the premises where sold, he will vote "No" on question one, "Yes" on question two, and "No" on question three.
(c) If he desires to permit the sale herein of all alcoholic beverages but only in packages, so called, not to be drunk on the premises where sold, he will vote "No" on questions one and two and "Yes" on question three.
